Also Present Were: David Bachly, Martin Kimbig, Don P. Hanney, Stephen Woodrow, Betty Veitch, Jean Crawford, C. Joyce, Ron Joyce, George Snider, Tom Villeman, D. Broderick. Mayor Robert Drury chaired the meeting. Mayor Robert Drury opened the meeting by explaining to those present that this Public Meeting was to receive public comments with respect to a proposed Zoning By-Law Amendment, pursuant to Provisions of the Planning Act, Section 34, R.S.O. 1990 c. P. 13. The applicant has applied to rezone certain lands described as Part of Lot 15, Concession 8, (formerly Township of Medonte). To date, the Council of the Corporation of the Township of Oro- Medonte have not made a decision on this application, other than proceeding to this Public Meeting. Only after comments are received from the Public, requested agencies and Township Staff, within the appropriate time period, will Council make a decision on this application. Notice of the Public Meeting was mailed out on August 18, 1994, to all property owners within 120 metres of the subject lands. Notice of the Public Meeting was also placed in both the Barrie Examiner and Orillia Packet on August 18, 1994. Mayor Robert Drury then asked the Clerk if there had been any correspondence received on this matter. The Clerk responded by indicating that no correspondence had been received. The Mayor then stated that those persons present would be afforded the opportunity of asking questions with respect to the proposed Amendment. He then turned the meeting over to the Township Planner, Ms. Kris Menzies, to explain the purpose and effect of the proposed Zoning By-Law Amendment. Kris Menzies: Thank you Mayor Drury, the purpose of tonight's meeting is to allow Council to hear comment on the proposed rezoning prior to making a decision on the application. ~ ~' - 2 - Kris Menzies: The site is located west of the village of Moonstone, south of County Road 19, east of the 7th Line, north of Medonte Hills subdivision. The site is proposed to be zoned from the Rural Exception RU-1 zone to three zones, Residential exception R1-G, for these lots (indicated on map), Residential hold R1(H) (indicated on map). This zoning will be considered to be changed to Rl when the applicant places a draft plan on it, in this draft plan, thi~ area is identified in blocks in this plan. The centre block ~s to be zoned in a private open space zone. The effect of the By-law, if council adopts it, would be to satisfy a condition of the draft approval and permit the plan to be properly zoned. David Bachly: We are proposing and the former Medonte council realize that, we are proposing municipal water. We are planning on putting another well beside the existing well which is so that you have a back-up well so that if you have any trouble with the Medonte subdivision, we have designed it so that we can also tie into the old Medonte Hills subdivision which is only 2 inch water mains and we are proposing to take from Robins Crest, straight across. We have got permission from the farmer who owns the land between us and Robins Crest to run the water line through there and connect it up and eventually all the areas will have back-up wells so that if there is any trouble that it can be looked after quite readily. That is basically all I have to say. Mayor Drury: Thank you, I will ask for questions from the public first. questions for our Planner or Mr. Bachly. Any Council members? Councillor Dickie. councillor Dickie: Through t~ Kris, could you clarify the lot size of these lots and the lot s~ze of the current five lots so that it is fresh in my memory? Kris Menzies: I,w~ll try mY,best here, I am dealing from recollection. The m~n~mum lot s~ze proposed which is on most of the lots is 1 860 sq. metres. The requirement in the by-law today is 2 025 s~ ~etres., The requirement today is about half an acre ~nd thi~ is Just sl~ghtly under half an acre. Councillor Dickie: Did you say 1,000 as opposed to 2,000? Kris Menzies: A little over 1,800, 1,860 is draft approved, 2,025 is the current requirement. David Bachly: not Rob~n Crest, it is the old Medonte Hills. Excuse me, it is ... Kris Menzies: My mistake, sorry. I apologize. Deputy Reeve Dalziel: Mr Mayor David and Kris and council. This whole are~ i~h Mo~nstone'has a park problem. There are two lots down ~n e subdivision which really are not good parkland. They have a short table and a long slope down into low land. A~d ~he other designated park land is west of the pump house and ~t 1S a relatively narrow strip in behind all the houses, a block l~ng. Neither one of those are satisfactory for what we now have ~n our minds today to have as parkland. Nor do I see adequate parkland here. David Bachly: We have provided quite a large open space area and tha~ is to be left in its natural habitat. As far as parkland, I th1nk at the time when it was approved by the Medonte Council, I think it, nobody expressed that they wanted parkland and we felt that it would just be the normal 5% in lieu of parkland but. Mayor Drury: Is the 5% met here Kris? Kris Menzies: Working through memory Mr. Mayor, I believe and I could be mistaken, that when the former Medonte Council wrote the Minister regarding comments on the draft plan, they requested cash in lieu. This park land requirement is not to be dedicated to the municipality as I understand the comments. It is going to be zoned private open space and the owner would then have to choose what the ownership distribution related to this is. Examples would be, he owns it himself, it is owned in common by the people who own land here and it is draft approved by the Minister. This lot layout and road layout, except for engineering technicalities, has been approved by the Minister. Councillor Martin: Through the Mayor to Deputy Reeve Dalziel, have you taken into consideration the piece of land we had purchased behind the oasis, beside the old hall as park land? Deputy Reeve Dalziel: I will exclude that in a general comment. That is, it may be necessary in Moonstone at some future year to take all three or four parcels of land whatever, and sell them and then buy proper ark land somewhere else. So the land between this development -- ~I " " ,. - 4 - Deputy Reeve Dalziel: and Robins Crest which you were mentioning David, some day it is likely to be developed and it might be possible that an arrangement with the owner of that property that we could purchase park land there. counoillor crawford: To refresh my memory, what are these two blocks that are not within the property but adjoin it? Kris Menzies: These two blocks here? I believe there is a business here (indicated on map) or there was a business there and some of the Medonte councillors may be more familiar, there is a home located there? David Bachly: There is three houses on that lot. The other one. There has been three severances and there is a house on each lot. There being no further questions or comments, when being called for the third time, the Mayor in closing the meeting, thanked those in attendance for their participation and advised that council would consider all matters before reaching a decision. He then advised those present that if they wished to be notified of the passing of the proposed By-law, they should leave their name and address with the Clerk.
