Mayor Drury chaired the meeting and called the meeting to order 10:19 a.m. DISCLOSURE OF PECUNIARY INTEREST AND GENERAL NATURE THEREOF: - IN ACCORDANCE WITH THE ACT 1. Mayor Drury, Reeve Caldwell and Councillor Crawford declare a pecuniary interest with Item 3(d) on the Agenda, being Discussions re: B.A.F.M.A. Litigation, the nature being the members are being sued by the owners of B.A.F.M.A. Mayor Drury vacated the chair to Deputy Mayor Beard and the 3 members did not participate in the discussion on this matter. Mayor Drury and Councillor Crawford also declared a pecuniary interest from the March 23, 1994 Committee of the Whole Meeting (at which the members were not present) being the general accounts and payment to Aird and Berlis, Solicitors re: B.A.F.M.A. Nature being the same as stated earlier. 2. I - 4 - MOTION NO.5 Moved by Dalziel, seconded by Mortson It is recommended that WHEREAS, Property taxes are used to support services which are not universally used by all property taxpayers; AND WHEREAS, public libraries are support, in part, by property taxes; AND WHEREAS, the Public Libraries Act, 1984, section 23 prohibit the collection of user fees for general library services; AND WHEREAS, it is considered that a nominal user fee will not cause an undue hardship on any library user; NOW THEREFORE BE IT RESOLVED that the Township of Oro-Medonte petition the Ministry of Culture, tourism and Recreation to amen section 23 of The Public Libraries Act, 1994, to allow the collection of nominal user fees for general library use. AND FURTHER that since the Public Libraries Act is a Provincial Statute, that Provincial transfer payments to municipalities in the form of Library grants not be reduced from their 1993 per capi ta level. AND FURTHER that this resolution be circulated to all municipalities in ontario for their support, and request that they advise the Honourable Anne Swarbrick, Minister of Culture, Tourism & Recreation, their local member of the Legislative Assembly and the Township of Oro-Medonte of their endorsement. MOTION NO.6 Moved by Dalziel, seconded by Caldwell It is recommended that WHEREAS many residents across the Townshi have expressed a sincere interest in Environmental concerns; AND WHEREAS there is a growing demand for the halt to the demise of our wetlands; AND WHEREAS there will be a diversity of interest in the welfare of the ecosystem; AND WHEREAS it is incumbent upon this Council to use as well as work with such interested residents; THEREFORE let it be resolved that the Township of Oro-Medonte immediately undertake the establishment of an Oro-Medonte Environmental Advisory Committee made up in part by members of Council and residents of the Township of Oro-Medonte. MOTION NO. 22 Moved by Dalziel, seconded by Crawford It is recommended that the Township of Oro-Medonte establish a policy whereby the local Horticultural and Agricultural Societie are entitled to use of facilities at the Old Town Hall for their related activities in exchange for seasonal clean-ups and furthe that the rental and maintenance of such facility be under the direction of the Parks and Recreation Supervisor.
