Drury Deputy Mayor Ian Beard Reeve David Caldwell Deputy Reeve Norman Dalziel Councillor Don Bell Councillor Alastair Crawford Councillor Joanne Crokam Councillor Walter Dickie Councillor Murray Martin Councillor Leonard Mortson staff Present: C.A.O. Mr. Gary Cunnington, Kris Menzies, Planner, and Andria Darby, Zoning Administrator. Also Present Was: Jean Crawford, Ed Hall, John Hare, Gary Thiess, Shirley Woodrow and Allan Sinton Mayor Robert E. Drury assumed the chair and opened the meeting with prayer. 1. "DISCLOSURE OF PECUNIARY INTEREST AND THE GENERAL NATURE THEREOF - IN ACCORDANCE WITH THE ACT": None declared. 2. DEPUTATIONS: None. 3. CONSENT AGENDA: a) Pilgrims of saint Michael, correspondence re: Fight for social justice; Recommendation: Receive and File b) Graham, Wilson & Green, copy of correspondence re: OMB Twp of Springwater (formerly Vespra) and Clute et al; Recommendation: Receive and File 4. REPORTS OF MUNICIPAL OFFICERS: None. 5. COMMUNICATIONS: a) Township of West Carleton, correspondence and resolution re: Bill 77 (Regional Government); b) The Canadian Red Cross Society, correspondence re: Request for Financial Support; ~ - 3 - MOTION NO. 6 Moved by Martin, seconded by Caldwell Be it resolved that the correspondence from the Township of West Carleton requesting endorsement of resolution expressing opposition to Bill 77, an Act to amend the structure of local government in ottawa-Carleton, be received and the Council of th Township of Oro-Medonte support the said resolution and further copy of same be sent to the Premier, Minister of Municipal Affairs, Allan K. McLean, M.P.P. and the Township of West Carleton. Carried. MOTION NO. 7 Moved by Beard, seconded by Dalziel Be it resolved that the correspondence from The Canadian Red Cross Society requesting financial support be received and acknowledged and referred to 1994 budget. carried. MOTION NO. 8 Moved by Dickie, seconded by Crokam Be it resolved that the correspondence and report from the 911 Management Board be received and Fire Chief Paul Eenhoorn make a presentation to Council at a future meeting to discuss the implementation of a Provincial Enhanced 911 System. Carried. MOTION NO. 9 Moved by Martin, seconded by Caldwell Be it resolved that the correspondence from the City of Orillia regarding the 911 Emergency Telephone System be received and the proposed 1994 budget for Oro-Medonte in the amount of $2,770.00 be approved. Carried. MOTION NO. 10 Moved by Bell, seconded by Crawford Be it resolved that the Challenge '94 S.E.E.D. Program application from Employment & Immigration Canada be received. Carried. MOTION NO. 11 Moved by Crokam, seconded by Dickie Be it resolved that the Report No. 94-3, Committee of the Whole Meeting held Wednesday, February 23, 1994, and the recommendations contained therein, be adopted as printed and circulated. Carried. - . - 4 - MOTION NO. 12 Moved by Dalziel, seconded by Mortson Be it resolved that a By-law to designate Conc. 3, E. Pt. Lot 17, (formerly Twp. of Oro) as a site Plan Control Area, be introduce and read a first and second time and numbered By-law No. 94-55. carried. that By-law No. 94-55 be read a third time and finally passed, b engrossed by the Clerk, signed and sealed by the Mayor. Carried. MOTION NO. 13 Moved by Caldwell, seconded by Dickie Be it resolved that a By-law to rezone Pt. Lot 18, Conc. 4, Township of Oro-Medonte (formerly Twp. of Oro), be introduced an read and first and second time and numbered By-law No. 94-56. Carried. that By-law No. 94-56 be read a third time and finally passed, be engrossed by the Clerk, signed and sealed by the Mayor. Carried. MOTION NO. 14 Moved by Martin, seconded by Caldwell Be it resolved that a By-law to authorize temporary closing of a Highway to allow for recreational purposes (Main street - Hawkestone), be introduced and read a first and second time and numbered By-law No. 94-57. Carried. that By-law No. 94-57 be read a third time and finally passed, be engrossed by the Clerk, signed and sealed by the Mayor. Carried. MOTION NO. 15 Moved by Beard, seconded by Dalziel Be it resolved that a By-law to rezone Pt. Lot 35 and 36, Conc. 1. E.P.R. Township of Oro-Medonte (formerly Twp. of Oro) be introduced and read a first and second time and numbered By-law No. 94-58. Carried. ~ - 5 - MOTION NO. 16 Moved by Crawford, seconded by Bell Be it resolved that a By-law to Confirm the Proceedings of Council, be introduced and read a first and second time and numbered By-law No. 94-59. Carried. that By-law No. 94-59 be read a third time and finally passed, b engrossed by the Clerk, signed and sealed by the Mayor. Carried.
