Mayor Robert Drury opened the meeting by explaining to those presen that this Public Meeting was to receive public comments with respec to a proposed Official Plan and Zoning By-Law Amendment, under Section 17 and 34 of the Planning Act, R.S.O. 1990 c. P. 13. The applicant has applied to redesignate lands and rezone lands to allo for the development of 6 residential lots located on certain lands, Block 47, Plan M-510, Concession 1 (Flos). To date, the Council of the corporation of the Township of Oro- Medonte have not made a decision on this application, other than proceeding to this Public Meeting. Only after comments are receive from the Public, requested agencies and Township Staff, within the appropriate time period, will Council make a decision on this application. [I .J . - 2 - Notice of the Public Meeting was mailed out on November 10, 1994, all property owners within 120 metres of the subject lands. Notic of the Public Meeting was also placed in both the Barrie Examiner and Orillia Packet on November 10, 1994. Mayor Robert Drury then asked the Clerk if there had been any correspondence received on this matter. The Clerk responded by indicating that no correspondence had been received. The Mayor then stated that those persons present would be afforded the opportunity of asking questions with respect to the proposed Amendment. He then turned the meeting over to the Township Planne , Ms. Kris Menzies, to explain the purpose and effect of the propose Official Plan and Zoning By-Law Amendment. Kris Menzies: Thank you Mr. Mayor. As the Mayor said, the subject property is located on Plan M-510, Concession 1 in the former Township of Flos This property was subject to a plan of subdivision a few years ago and if you are familiar with the property, you will notice that there are homes being built on the property currently. There is a Block, Block 47 on the Plan which is currently designated in the former Township of Flos Official Plan as Commercial and currently has a split zoning on it. Part of the property is zoned Highway Commercial Holding. Part of the property is zoned Residential 1 Holding. The purpose of tonight's meeting is to have Council hear comments on a redesignation from the Commercial to a Residential designation and from the split zoning to a Residential 1 Exception zoning that will be Rl-6. The purpose of the redesignation and th rezoning is to change the proposed Commercial block to a Residentia block in order to permit approximately 6 severances. Mr. Mayor, M Glen Lucas from Hedbern Homes is here and he is able to provide additional information to the public and answer any questions related to the development. Mayor Drury: Thank you, I will now open the floor for any question, comments or concerns with the proposed amendment before us. Please state your name. Betty veitch: I live in Craighurst, in 1991 received a notice from Flos it was fo 47 houses, and with the additional, I understand it will be 52 houses. I think with the addition is too great for that size of development. Mayor Drury: I believe it will be 6 extra residences. Glen Lucas: County Road 22 is located here and Highway 93 is located here and the CPR railroad tracks is up in here and of course, Highway 400 is here (indicated on map). The subdivision created 47 residential lots. In addition, it created 3 blocks. There is one block located here which is designated for a park. There is another bloc located here. The third block which is located outside the plan, i is also designated for Commercial. Now Hedbern Homes bought the subdivision late in 1993 after the subdivision had been approved. The original owner had planned to build a motel on this Commercial block. Unfortunately, under the MOE's Reasonable Use Guidelines, i was not going to be possible. We believe the Hamlet of Craighurst is fairly well served now by existing Commercial uses and there is also an opportunity for additional Commercial use on this vacant land. II "" - 3 - Glen Lucas: Hedbern Homes would like to develop this lot into 6 residential lots. That is going to require a Official Plan Amendment as Kris mentioned, as well as a rezoning. with respect to the density, if the proposed lots meet all of the requirements of the Official Plan in terms of lot size as well as the requirements of the Zoning By-law. All the lots proposed meet all the requirements of the Zoning By-law in terms of minimum lot frontage as well as minimum lot size. Betty veitch: Would the lots front onto the road? Glen Lucas: Yes. The intentions of these lots are they would front onto the existing subdivision road and no access would be permitted from th lots off of County Road 22 or onto the side. So all the access would off the inner road. Betty veitch: What is the frontage? Glen Lucas: The frontage ranges between 23 and 29 metres. is 23 in the Zoning By-law. I believe the minim m Mayor Drury: Thank you. Any further questions, comments or concerns regarding this Amendment? Councillor Dickie: Thank you Mr. Mayor. Can you point out on your chart where the IG is located and is there vacant Commercial designated property? Glen Lucas: Yes, the IGA is located here and there is a vacant lot of land whi is also owned by Hedbern Homes immediately to the west (indicated map). Councillor Dickie: What size is that? Glen Lucas: I believe it is about .8 of a hectare. Reeve Caldwell: The properties that back onto the County Road, is there going to b a 1 foot reserve either to the Township or County to allow access? Glen Lucas: My understanding is that there isn't a 1 foot reserve on these lot but I understand that comments we receive from the County request a 1 foot reserve on these new lots. .. '" - 4 - Betty Veitch: (inaudible) there may be a need for the sidewalk. Glen Lucas: In fact, one of the requirements in the subdivision agreement was that a sidewalk be constructed. That sidewalk, it is my understanding is to be constructed from Highway 93 down to the wes entrance of the subdivision. There being no questions or comments, when being called for the third time, the Mayor in closing the meeting, thanked those in attendance for their participation and advised that Council would consider all matters before reaching a decision. He then advised those present that if they wish to be notified of the passing of t proposed By-law, they should leave their name and address with the Clerk.
