Deputy Mayor Murray Martin chaired the meeting.
Deputy Mayor Martin opened the meeting by explaining to those
present that this Public Meeting was to receive public comments
with respect to amendments to Development Charges By-laws.
Pursuant to the Development Charges Act, 1990, as amended,
Development Charges By-laws were passed by the former Townships
of Oro, Vespra, Medonte, Flos and Orillia with respect to the
imposition of development charges.
The Development Charges Act provided that development charges
by-laws were to expire no later than five years after their
passage. Bill 20, amended the Development Charges Act which
allows municipalities to remove the expiry dates of those by-
laws previously mentioned. There is no appeal process nor
Ministerial approval required for the amendment to remove the
expiry date.
In addition Section 21 of the former Township of Oro By-law
states "That the non-residential portion of the development
charge fee is to come into place and take effect January 1, 1994
and that this rate shall be the base rate plus adjustments
resulting from cost escalation." As this did not occur
beginning in January of 1994, Council felt that it would be
inappropriate to implement this section of the by-law now.
Therefore it is Council's desire to delete this section and
replace the section in order for it to read that the non-
residential portion of the development charge fee shall not come
into place nor take effect during the term of the by-law.
A public notice and a public meeting is required for the
amendments which is why we are here tonight.
If anyone has any concerns or questions, please step forward to
the microphone so that an accurate record of this public meeting
may be kept.

How is this going to affect my taxes?

Jennifer Zieleniewski:
With respect to what we are talking about right now is a By-law
that establishes rates for development charges and what Council
is proposing is amending that to extend the date from December
31, 1996 to a different time and that is what they are doing
right now.
Gerald Vivian:
So, (inaudible)
Jennifer Zieleniewski:
No it does not, it has to do with development charges for if
someone is coming in to get a severance or build a home on a
certain lot. Okay.
There being no further questions or comments, when being called
for the third time, the Deputy Mayor in closing the meeting,
thanked those in attendance for their participation and advised
that Council would consider all matters before reaching a
decision. He then advised those present that if they wished to
be notified of the passing of the proposed By-law, they should
leave their name and address with the Clerk.

regarding amendments to Development Charges By-laws, now be
adjourned at 7:14 p.m.
