Mayor Ian Beard chaired the meeting.
Mayor Ian Beard opened the meeting by explaining to those
present that this Public Meeting was to receive public comments
with respect to a proposed Zoning By-Law Amendment, under
provisions of Sections 34 and 39, of the Planning Act. The
applicant has applied to rezone certain lands, Part of Lots 21
and 22, Concession 8, former Township of Oro. The proposed
Zoning By-law Amendment would rezone the lands to allow for a
Country Craft and Music Festival for a period of three to five
days, for a period of three years, with a potential for a single
three year extension.
To date, the Council of the Corporation of the Township of Oro-
Medonte have not made a decision on this application, other than
proceeding to this Public Meeting. only after comments are
received from the Public, requested agencies and Township Staff,
within the appropriate time period, will Council make a decision
on this application.
Notice of the Public Meeting was mailed out on May 29, 1996, to
all property owners within 400 feet of the subject lands. Notice
of the Public Meeting was also placed in both the Barrie
Examiner and Orillia Packet and Times on May 29, 1996.
Mayor Beard then asked the Clerk if there had been any
correspondence received on this matter. The Clerk responded by
indicating that correspondence had been received from the Simcoe
County District Health Unit indicating they had no objection to
this rezoning.

The Mayor then stated that those persons present would be
afforded the opportunity of asking questions with respect to the
proposed Amendment. He then turned the meeting over to the
Andria Leigh, Development Co-ordinator, to explain the purpose
and effect of the proposed Zoning By-Law Amendment.
Andria Leigh:
Thank you Mr. Mayor. As the Mayor has indicated, the purpose of
tonights meeting is to obtain public comment with respect to
this proposed rezoning application. The property is what I
would call south of highway 11 at the 8th Concession line of the
former Township of Oro. The black area here is where the
proposed rezoning or temporary use would be occurring on the
property. The large scale drawing, I have actually oriented the
same way, this is Highway 11 and this is the 8th Concession line
and this is the subject property in this area which would be
used for the temporary use by-law.
Essentially, what we are looking for is a temporary use by-law
for a period of three years maximum and the permitted use of the
property would be a Country Craft and music festival for a
period of three to five days in length. Some of the uses that
would be occurring within this site would be, country music on
different stages, children's events, pony rides and the other
area is crafts, arts crafts and antique collectibles is
essentially what we would be looking at on this property.
Typically, there are some display areas within the lower end of
the site and some of the upper areas will be used for parking
facilities within the site for this event. The property is
presently designated as a special policy area No. 1, which
permits two flea markets on the property at this point in time
and the property is zoned agricultural exception zone, again for
two flea markets at this point in time although Council is
aware, we do have other applications on this property but
tonight we are strictly dealing with the temporary use by-law
for the Country Crafts and Music Festival.
I think that is basically my comments at this point in time
unless there is anyone in the room that wishes to comment Mr.
Mayor.
Mayor Beard:
If there are questions, would you please come forward and state
your name. Are there any questions on this particular issue?
Councillor cotton:
Thank you Mr. Mayor, through to Andria, would the temporary use
zoning, would this be looked after by policy set by the Official
Plan Amendment No. 22, does this one need to be resubmitted?
Andria Leigh:
Through to Councillor Cotton, yes it is one of the permitted
uses within that amendment.
Councillor Cotton:
Supplementary then, is that not the cart before the horse? You
will have to first of all deal with the issue of OPA 22 and we
are currently dealing with the temporary use by-law and at the
same time (inaudible)
Andria Leigh:
Through to Councillor Cotton, I think the reason that we may be
looking at the cart before the horse is that the Official Plan
Amendment is on Council's by-law, or I mean agenda for tonight,

but the present special policy area does allow for temporary
events to occur on the property and that is what we are looking
at, at this point in time is the temporary event until that
amendment is completed.
Mayor Beard:
Any further questions? Further questions from members of the
public?
There being no further questions or comments, when being called
for the third time, the Mayor in closing the meeting, thanked
those in attendance for their participation and advised that
Council would consider all matters before reaching a decision.
He then advised those present that if they wished to be notified
of the passing of the proposed By-law, they should leave their
name and address with the Clerk.

Be it resolved that this Special Public Meeting of Council (Part
of Lots 21 and 22, Concession 8, (formerly Township of Oro) now
be adjourned at 7:46 p.m.
