Hu, Kathy silverthorn, J. L. Silverthorn, Robert Quinn, Garnet Horne, Earl Robertson, Teresa Currie, Richard VanGastle, Linda Neir, Frank Neir, Bill Dixon. Mayor Ian Beard chaired the meeting. Mayor Ian Beard opened the meeting by explaining to those present that this Public Meeting was to receive public comments wi th respect to a proposed Zoning By-Law Amendment, under provisions of sections 34, of the Planning Act. The applicant has applied to rezone certain lands, Part of Lot 22, Conc. 13 (Oro), to rezone those lands as described from Natural Area (NA) Zone to the Rural Residential (RUR) Zone. The proposed rezoning will recognize a new residential use and to satisfy a condition of the Committee of Adjustment. 8 To date, the Council of the Corporation of the Township of Oro- Medonte have not made a decision on this application, other than proceeding to this Public Meeting. Only after comments are received from the Public, requested agencies and Township Staff, within the appropriate time period, will Council make a decision on this application. Notice of the Public Meeting was mailed out on February 1, 1996, to all property owners within 400 feet of the subject lands. Mayor Beard then asked the Clerk if there had been any correspondence received on this matter. The Clerk responded by indicating that correspondence had been received from the Simcoe County District Health unit indicating they were not opposed to the rezoning of this property. - 2 - The Mayor then stated that those persons present would be afforded the opportunity of asking ~uestions with respect to the proposed Amendment. He then turned the meeting over to the Zoning Administrator, Mrs. Andria Leigh, to explain the purpose and effect of the proposed Zoning By-Law Amendments. Andria Leigh: Thank you Mr. Mayor. The purpose of tonight's public meeting is to allow Council an opportunity to hear public comments on the rezoning application before them prior to making any kind of a formal decision. 8 The property is located in Part of Lot 22, Concession 13, in the former Township of of Oro. The rezoning is for a change from the Natural Area zoning to a Rural Residential. The reason this is coming forward to Council at this point in time is that it was a condition of the Committee of Adjustment for a severance they granted in November of 1995. The rezoning condition indicated that the property was required to be rezoned to a residential use that would be applicable and reflect the proposed use of the property., Mr. Mayor and Council, the applicant's agent, Mr. VanGastle is in the audience if you have any questions for him. Mayor Beard: Mr. VanGastle, do you wish to make a statement at this time or do you just want to wait? (inaudible) Mayor Beard: If anyone has any questions please come forward to the microphone and state your name so we can record who they are and because we are recording posterity, yes sir, please come forward to the microphone. Larry Richardson: My name is Larry Richardson and I live at R. R. 1, Hawkestone. What I want to know about this is it just proposed for one property to like one house or subdivision or what? Mayor Beard: Do you wish to answer that sir? Hr. VanGastle: 8 It is just for one house. The house was severed from the farm. The house, you know it is just about 3/4 of an acre now so the natural zoning is not really fitting any more so we have to rezone it to rural residential. Larry Richardson: What about the rest of the property what are you going to do with it? Hr. VanGastle: Well, that is not an issue right here tonight. That is, the owner, I am not sure what he is going to do with it, but all we are talking about this evening is the house itself. And basically it is going to be fixed up. Just the house, that is what we are talking about. - 3 - Mayor Beard: Would you please address all questions through here so that we can get it down. What is your name again? Richard VanGastle: Richard VanGastle. Mayor Beard: That is who was responding to the question. sir, would you like to continue? 8 Larry Richardson: That is what I want to know is what they are going to do with the rest of the land if they were just split this off for the house? Mayor Beard: That does not enter into this zoning Andria, it stays the same at this time. Andria Leigh: That is right, the remainder of the property would remain Natural Area which would allow for agricultural use of the property. Mayor Beard: Further questions on this matter? questions? Council, do you have any There being no further questions or comments, when being called for the third time, the Mayor in closing the meeting, thanked those in attendance for their participation and advised that Council would consider all matters before reaching a decision. He then advised those present that if they wished to be notified of the passing of the proposed By-law, they should leave their name and address with the Clerk.
