Marshall, Mel Mawdsley, Garnet Horne, Bill Dixon, Roy Campbell, Randall Roe, Geo. Snider. Mayor Ian Beard chaired the meeting. Mayor Ian Beard opened the meeting by explaining to those present that this Public Meeting was to receive public comments with respect to a proposed Official Plan and zoning By-Law Amendments, under provisions of sections 17 and 34, of the Planning Act. The applicant has applied to rezone certain lands, West Half of Lot 6, Concession 4, former Township of Oro, to rezone those lands as described from Rural Aggregate and Rural to Rural. The proposed Official Plan Amendment would redesignate the lands from the designations of pits and Quarries and Rural to Rural to reflect a correction in the information provided by Ministry of Natural Resources. To date, the Council of the Corporation of the Township of Oro- Medonte have not made a decision on this application, other than proceeding to this Public Meeting. only after comments are received from the Public, requested agencies and Township Staff, within the appropriate time period, will Council make a decision on this application. Notice of the Public Meeting was mailed out on January 8, 1996, to all property owners within 400 feet of the subject lands. Notice of the Public Meeting was also placed in both the Barrie Examiner and Orillia Packet and Times on January 8, 1996. Mayor Beard then asked the Clerk if there had been any correspondence received on this matter. The Clerk responded by indicating that correspondence was received from the Nottawasaga Valley Conservation Authority indicating they had reviewed this application and based on their mandate and policies, they have no objection to its approval. correspondence was also received from Ministry of Natural Resources as follows: Township of Oro- Medonte, Attention Mark B. Stagg, Oro-Medonte Planner, Subject: Pt. W. 1/2 Lot 6, Concession 4 (Oro) Township of Oro-Medonte, Your file 1301. - 2 - 8 Dear Mr. stagg: Mr. Williams, our District Manager has asked me to respond to the letter you have sent regarding the above mentioned property. As you may be aware, Mr. William Fitzgerald held the position of District Geologist at the time the request was made to have the aggregate designation removed from this property. As a qualified professional, Mr. Fitzgerald's assessment of the property having no potential for aggregate resources is valid. Whether this opinion applied to adjoining properties is not known, although a review of the Aggregate Resource Inventory Report for Oro Township has the area to the west of this site mapped as a selected sand and gravel resource area of primary significance. It would appear that the subject lands is on the very edge of the deposit thereby making the possibility of significant resources unlikely. Unfortunately, additional mapping or testing of aggregate deposits has not been conducted in this area since the ARIP reports were published. It is our usual procedure that if someone would like to change the designation, they are required to provide a report to the effect that aggregate resources are not present on the site. This is a service we no longer provide. It is our position, that with the information currently available, a general correction of the official plan and zoning by-law would not be possible unless supported by a comprehensive geological assessment. Yours truly, John Kus, Area supervisor, Huronia East, Midhurst District. correspondence was also received from the Simcoe County District Health unit as follows: Committee of Adjustment, Oro-Medonte Township, re: P44/95, Conc. 4, Part of West Half Lot 6, Oro-Medonte Twp. The Simcoe county District Health unit has reviewed this application and made an inspection of the site. As a result, we do not object to the above described property being redesignated from pits and Quarries Rural to Rural designation. The Mayor then stated that those persons present would be afforded the opportunity of asking questions with respect to the proposed Amendment. He then turned the meeting over to the Township Planner, Mr. Mark Stagg, to explain the purpose and effect of the proposed Official Plan and zoning By-Law Amendments. (due to technical difficulties, minutes are prepared from notes and not verbatim.) Mark stagg: 8 The purpose of this meeting is to receive the input on the correction of a technical error of the mapping. The mapping was provided several years ago by the Ministry of Natural Resources and was included in Oro's Official Plan. There are no aggregate resources there. councillor Sommers: What is the size of the parcel and the reason for zoning to rural? Mark stagg: The parcel is 40-50 acres in size and the reason for the change in zoning to rural is that the rest of the area is Rural. 8 8 " - 3 - There being no further questions or comments, when being called for the third time, the Mayor in closing the meeting, thanked those in attendance for their participation and advised that Council would consider all matters before reaching a decision. He then advised those present that if they wished to be notified of the passing of the proposed By-law, they should leave their name and address with the Clerk. MOTION NO.1 Moved by Martin, seconded by Bell Be it resolved that this Special Public Meeting of Council (West Half of Lot 6, Concession 4, formerly Township of Oro) now be adjourned at 7:17 p.m. carried.
