Mayor Ian Beard chaired the meeting.
Mayor Ian Beard opened the meeting by explaining to those
present that this Public Meeting was to receive public comments
with respect to a proposed Official Plan Amendment, under
provisions of Sections 17, of the Planning Act. The applicant
has applied to redesignate lands located in Part of Lots 19,
and 20, Concession 2, former Township of Orillia, from the
designation of Urban Fringe Area to the Shoreline Residential
designation to correct a mapping error.
To date, the Council of the Corporation of the Township of Oro-
Medonte have not made a decision on this application, other than
proceeding to this Public Meeting. Only after comments are
received from the Public, requested agencies and Township Staff,
within the appropriate time period, will Council make a decision
on this application.

Notice of the Public Meeting was mailed out on January 8, 1996,
to all property owners within 400 feet of the subject lands.
Notice of the Public Meeting was also placed in both the Barrie
Examiner and Orillia Packet and Times on January 8, 1996.
Mayor Beard then asked the Clerk if there had been any
correspondence received on this matter. The Clerk responded by
indicating that correspondence was recei ved from the Simcoe
County District Health unit as follows: committee of Adjustment,
Oro-Medonte Township Office, re: P38j95, Con. 2, Lots 19 & 20,
Oro-Medonte Twp. (formerly orillia), Owner: o. piil. The Simcoe
County District Health unit has reviewed this application and
made an inspection of the site. As a result, we do not object
to the above described property being redesignated from Urban
Fringe Area designation to Shoreline Residential designation.
You are hereby requested to give the undersigned notice of your
decision. If further information is required, please contact

Also, correspondence was received from Blaney, McMurtry,
stapells, Friedman, Barristers and Solicitors, February 6,1996,
Mayor and all Members of Council c/o The Corporation of the
Township of Oro-Medonte, Attention Ms. Linda Aiken, Dear
Sirs/Mesdames: Re: Orillia Land Development. I, and my family,
have been cottagers residing at 61 Woodland Drive for over 35
years. I am currently away on holidays, but have been informed
that some uncertainty has arisen over the designation of the
lands immediately behind my property. I have been contacted by
some of the other long-time cottagers who have asked that I
represent their interest as well as my own in strongly objecting
to any designation that would permit development of these lands
in the fashion being suggested. We have been very good
taxpayers in the past and intend to fight very hard to maintain
the type of community that justifies our investment and our
contribution to the municipality. It is now the very middle of
winter and it is difficult for some and impossible for other
cottager-taxpayers to attend the meeting tomorrow. In the event
that your Council is going to give serious consideration to
overruling what we thought was a clear designation of Urban
Fringe, then I would ask that you postpone consideration of this
matter until we can arrange to attend in force and to do the
necessary research to allow us to put our case before Council.

The Mayor then stated that those persons present would be
afforded the opportunity of asking questions with respect to the
proposed Amendment. He then turned the meeting over to the
Township Planner, Mr. Mark stagg, to explain the purpose and
effect of the proposed Official Plan Amendment.

Mark stagg:
This is a technical amendment to the Official Plan due to a
mapping error. There was an error in the advertisement which
gave double designation by lines being drawn over the other
(Twp. of Orillia) done through Comprehensive Rezoning. Because
of the error in advertising, it is recommended that the Township
readvertise and hold another public hearing.
Peter smith:
The Subdivision and Rezoning application have been made on the
Shoreline Residential Designation. Other lands along the
shoreline are also affected by this overlap of designations.
councillor craig:
The area in question, what size is it?
Is it developed?

Mark stagg:
The land is vacant land and approximately 62 acres. This
overlapping error covers dozens of separate properties. The New
Official Plan could correct all the other lots.
councillor Sommers:
Would there be a new designation or
designation?

The dual designation would be eliminated as the area is already
designated Shoreline Residential and Urban Fringe overlaps.

Councillor Bell:
Was the recommendation from Planning Advisory Committee to do
the whole area?
Mark stagg:
By correcting the whole area, the notification would cover a
more extensive area and the expense was considered.

councillor craig:
What is the difference between the designations?
Mark stagg:
Shoreline Residential allows for a seasonal residence
Urban Fringe is very strict with Secondary Plan, required to
allow development.
Councillor Bell:
Is there a large strip back from the Lake which will remain as
Urban Fringe?
Mark stagg:
There will not be a large area which remains in error.
Councillor Bell:
I assume there is no problem doing this and covering the others
in the Official Plan.
Mark stagg:
Correct.
Councillor Sommers:
There is proof of this.
David Binley:
Confused, I can't find the double designation and can't find the
Shoreline Residential Zone.
Mark stagg:
Indicated on map for explanation and reiterated.

David Binley:
Questioned the error in the Notice and explained by Mark Stagg,
several times.
When did error become apparent?
Mark stagg:
On 29th of March 1995 application was made and error found about
2nd or 3rd week of April.
David Edwards:
Disputed the double designation. He talked to the city of
Orillia and disagrees that this area was ever designated as
Shoreline Residential.

Have the histories been checked? Do we have the
resolution? Overall affect is like a holding zone?

The error in mapping would not be apparent by reviewing the
resolution. Only the map places the specific zones over the
area.

Yes, a letter from Township of Severn with history was read
pertaining to background information.
A letter from Ministry of Municipal Affairs was also read
pertaining to this issue.
Question is which designation has to go.

Mr. Binley:
Maybe
There being no further questions or comments, when being called
for the third time, the Mayor in closing the meeting, thanked
those in attendance for their participation and advised that
Council would consider all matters before reaching a decision.
He then advised those present that if they wished to be notified
of the passing of the proposed By-law, they should leave their
name and address with the Clerk.
