Mayor Ian Beard chaired the meeting.
Mayor Ian Beard opened the meeting by explaining to those
present that this Public Meeting was to receive public comments
wi th respect to a proposed zoning By- Law Amendment, under
provisions of section 34, of the Planning Act. The applicant
has applied to rezone certain lands, Part of Lot 10, Concession
10, former Township of Oro, to rezone those lands as described
from Estate Residential (RE) Zone to a site Specific Estate
Residential (RE-6) Zone to allow for the establishment of a Bed
and Breakfast.

To date, the Council of the corporation of the Township of Oro-
Medonte have not made a decision on this application, other than
proceeding to this Public Meeting. only after comments are
received from the Public, requested agencies and Township Staff,
within the appropriate time period, will Council make a decision
on this application.
Notice of the Public Meeting was mailed out on December 18,
1995, to all property owners within 400 feet of the subject
lands. Notice of the Public Meeting was also placed in both the
Barrie Examiner and Orillia Packet and Times on December 18,
1995.
Mayor Beard then asked the Deputy Clerk if there had been any
correspondence recei ved on this matter. The Deputy Clerk
responded by indicating that correspondence had been received
from Joan Baigent expressing concern with regard to increased
traffic on the 10th Line and noise concerns.

The Mayor then stated that those persons present would be
afforded the opportunity of asking questions with respect to the
proposed Amendment. He then turned the meeting over to the
Township Planner, Mr. Mark stagg, to explain the purpose and
effect of the proposed Zoning By-Law Amendment.

The proposed amendment is for a site-
specific proposed bed and breakfast
operation to be established in an existing
large and fairly new residence. The
property is about two acres in area and
located about a quarter mile north of County
Road No. 11 (the Edgar-Rugby Road). The
property fronts onto Concession Road 10.
The applicants were advised that one
additional parking space could be required
for each room they use for their bed and
breakfast operation up to a maximum of
three. The property was checked two days
ago and it was confirmed that the additional
parking spaces have been provided at a point
along the driveway halfway from the road to
the house. It is understood that the
applicants are in the process of obtaining
or have obtained the required health unit
approval. The Planning department is in
support of the proposed application.
(unclear) . . . it's a good way to meet the
local people, understand the different
things that are in the community and we've
chosen this area because of its scenic
appeal and because of its closeness to, as
Mr. stagg said, to the ski resorts plus the
Ganaraska Hiking Trail, that's not too far
away from us, as well. So, we're much
looking forward to trying to set this up and
provide other people with the opportunity to
enjoy the Oro area.
May I speak as well? Regarding the
objection...?..I can understand perhaps
where she's coming from wi th the traff ic
flow, I was told that if there was an
objection that that may be the objection
that would come forth. The only thing we
can really comment on that with the bed and
breakfast having three rooms, is that we're
not running a motel, and we can't be
responsible for increasing the traffic flow
tremendously. There are things developing
in the area, and this may be an objection to
the development generally, and we're just
adding, perhaps, to the ~eneral developm7nt

that's all I have to say, but I can
understand where she's coming from...?..

Thank you, Mr. Mayor. I have a question
through to the Planner. Is there a minimum
lot area that is required to establish a bed
and breakfast?
The Mayor to Councillor craig. The zoning
by-law amendment is a requirement of the
Official Plan which simply says that
wherever a bed and breakfast is to be
established anywhere within the
municipality, there will be a rezoning. So
the basic requirement has been that the
parcel is large enough for the particular
zone. This is a two-acre parcel, and
therefore meets the zoning requirement for
Estate Residential, if it were Agricultural
it would be a different type zone.

Stagg. How many rooms...?..for a bed and
breakfast here?
My understanding, Mr. Mayor, to Councillor
Cotton, is maximum three and perhaps only
two. I've indicated to the applicant that
they must have an additional parking space
for each room that they would be renting or
using for bed and breakfast.
Were there any comments from the health unit
on this?
I don't believe that we've had any negative
comments on it. I haven't seen one, Mr.
Mayor. Not at this point, we haven't had
one, no. We have, Mr. Mayor, spoken to the
applicant to ensure that they work with the
health unit, that the health unit will tell
them what is required. It will be clearly
understood that before we bring the by-law
back for final reading that we are secure in
knowing that we have adequate treatment
facilities.
Yes, I'd just like to comment on that. We
have had discussions with the health unit,
we've upgraded the septic system and that
has brought it up to the level acceptable
for that number of rooms.
Are there further questions, Mr. craig?
Through to the Planner. Is there a maximum
on the number of bedrooms or rooms that a
bed and breakfast may have?
If my memory serves me, the maximum is three
in former Oro, and a maximum two in former
Medonte.

There being no further questions or comments, when being called
for the third time, the Mayor in closing the meeting, thanked
those in attendance for their participation and advised that
Council would consider all matters before reaching a decision.
He then advised those present that if they wished to be notified
of the passing of the proposed By-law, they should leave their
name and address with the Clerk.
