Mike Huesen, R.C.E. Moore, Joan Moore. Deputy Mayor Martin assumed the chair and called the meeting to order, followed by prayer. 1. "DISCLOSURE OF PECUNIARY INTEREST AND THE GENERAL NATURE THEREOF. - IN ACCORDANCE WITH THE ACT" None declared although Mayor Beard stated that with regard to Item # 13. (a) that as the persons involved are related, there is no pecuniary interest and Mayor Beard did not speak to the issue nor vote on the issue. 2. DEPUTATIONS: (a) Public Meeting Amendment to Development Charges law. re: the By- 7:10 p.m. (b) 7:15 p.m. Public Meeting, re: (Kreis) zoning By-Law Amendment, Part of Lot 28, Conc. 4 (Oro) to rezone lands to allow for a single family dwelling. 3. RECOGNITION OF ACHIEVEMENTS Deputy Mayor Martin extended recognition to Deputy Fire Chief Joe Casey for his many achievements and contribution to the Oro-Medonte Fire Department. - 2 - 4. CONSENT AGENDA (a) Jack Anderson, Livestock Valuer Report, re: 1 calf killed by wolves, calf owned by Eric Scott, Lot 12, Conc. 10, (Oro). 5. (a) e 6. (a) (b) (c) Recommendation: Receive and the Treasurer be authorized to make compensation to Eric Scott in the amount of $500.00. COMMUNICATIONS Town of penetanguishene, correspondence re: Support of the Severn Sound Remedial Action Plan (RAP). Town of Kapuskasing, correspondence re: Requesting Endorsement of Resolution regarding Health Care System. ontario Federation of Snowmobile Clubs, correspondence re: Requesting Proclamation for Get Ready for Snowmobiling Week. 7. MOTION NO. 1 Moved by Bell, seconded by Dickie Be it resolved that the Agenda for the Council Meeting dated Wednesday, October 16, 1996, be adopted as printed and circulated with the addition of the following: 13. MOTION NO. 2 e Moved by Dickie, seconded by Bell Be it resolved that the Minutes of the Regular Meeting of Council held on Wednesday, October 2, 1996 be adopted. Carried. MOTION NO. 3 Moved by Bell, seconded by Dickie Be it resolved that the recommendations listed on the Consent Agenda, Item 7, be received and adopted. Carried. - 3 - MOTION NO. 4 Moved by Dickie, seconded by Bell Be it resolved that the correspondence from the Penetanguishene, re: Support of the Severn Sound Remedial Plan (RAP), be received and the Township of Oro-Medonte do the resolution of the Town of Penetanguishene regarding the Sound Remedial Action Plan and the Ministry of Environment Energy and Great Lakes Clean-up Fund, be so advised. carried. e MOTION NO. 5 Moved by Dickie, seconded by Bell Be it resolved that the correspondence from the Town of Kapuskasing, re: Hospital Boards, be received and the Township of Oro-Medonte do support the resolution of the Town of Kapuskasing regarding the Hospital Boards and the Hon. Mike Harris, Premier of ontario and the Hon. Jim Wilson, Minister of Health, be so advised. Carried. MOTION NO. 6 Moved by Bell, seconded by Dickie Be it resolved that the correspondence from the Ontario Federation of Snowmobile Clubs, re: Proclamation of Get Ready For Snowmobiling Week, be recei ved and the Township of Oro-Medonte do hereby proclaim November 24 -30th, 1996 as Get Ready for Snowmobiling Week. Carried. MOTION NO. 7 Moved by Dickie, seconded by Bell Be it resolved that Report No. 96-14, Committee of the Whole Meeting held October 9, 1996, be received and the recommendations therein adopted. Carried. HOTION NO. 8 e Moved by Bell, seconded by Dickie Be it resolved that the report from Andria Leigh, Development Co- ordinator, re: Robert & Sylvia Beard, Pt. Lot 6, (Oro) , be received and adopted. Carried. e That By-law 96-102, be read a third time and finally passed, be engrossed by the Clerk, signed and sealed by the Deputy Mayor. Carried. MOTION NO. 10 Moved by Craig, seconded by Cotton Be it resolved that a By-law to Amend By-law No. 91-91 of the former Township of Oro, a By-law with respect to the imposition of development charges, be introduced and read a first and second time and numbered By-law No. 96-103. Carried. That By-law 96-103, be read a third time and finally passed, be engrossed by the Clerk, signed and sealed by the Deputy Mayor. Carried. MOTION NO. 11 Moved by Cotton, seconded by craig Be it resolved that a By-law to Repeal By-law No. 96-28, be introduced and read a first and second time and numbered By-law No. 96-104. carried. That By-law 96-104, be read a third time and finally passed, be engrossed by the Clerk, signed and sealed by the Deputy Mayor. Carried.
