This Special Meeting of Council was called in accordance with the
Procedural By-law to review the budget information. In the
absence of the Mayor, the Deputy Mayor assumed the chair and
called the meeting to order.

Be it resolved that the Agenda for the special Council Meeting
dated Wednesday, April 15, 1996, be adopted as printed.

Be it resolved we suspend Rule 7 of By-law No. 95-44, the
Procedural By-law, to proceed past the hour of 4:00 p.m.
