10 01 1997 Council Minutes , , .. THE CORPORATION OF THE TOWNSHIP OF ORO-MEDONTE COUNCIL MEETING WEDNESDAY, OCTOBER 1,1997 TIME: 7:00 P.M. ONE HUNDRED & NINETEENTH MEETING 1994-1997 COUNCIL Council met this evening @ 7:00 p.m. with the following members present: Present: Mayor Ian Beard Deputy Mayor Murray Martin Councillor Walter Dickie Councillor Don Bell Councillor Thelma Halfacre Councillor Ron Sommers Absent: Councillor Neil Craig Staff Present: Deborah Broderick, Director of Recreation & Community Economic Development, Andria Leigh, Planner. Also Present: Mona Barnum, Sharon Irvine, David Knox, Earl Robertson, Paul Marshall, Gail Donovan, Shirley Woodrow. Mayor Ian Beard assumed the chair and called the meeting to order, followed by prayer. 1. "DISCLOSURE OF PECUNIARY INTEREST AND GENERAL NATURE THEREOF - IN ACCORDANCE WITH THE ACT" None. 2. RECOGNITION OF ACHIEVEMENTS Mr. Don Bell was recognized by Mayor Beard for the work done on the Plowing Match. Staff was acknowledged and congratulated for efforts over the last three years as well as the members of Council for all their hard work. 3. CONSENT AGENDA CORRESPONDENCE (a) Mike Vandergeest, Livestock Valuer, Report re: 1 calf killed by wolves. Calf owned by Glenn Clark, Lot 9, Conc. 5 (Medonte). Recommendation: Receive and the Treasurer be authorized to make compensation to Glenn Clark in the amount of $375.00. 4. DEPUTATIONS 5. REPORTS OF MUNICIPAL OFFICERS (a) Andria Leigh, Township Planner, report re: Deeming By-law, Conc. 1, Plan 1, Lying East of Penetanguishene Road (Oro). (b) Ron Kolbe, CBO, report re: Building Permit Update. " - 2 - 6. COMMUNICATIONS (a) Orillia Public Library, correspondence re: requesting proclamation of Ontario Library Week. (b) Allandale Veterinary Hospital, correspondence re: Rabies Clinic, Thursday, October 9,1997. 7. REPORTS OF COMMITTEES (a) Report No. 97-19,Committee of the Whole meeting held Wednesday, September 24,1997. 8. PETITIONS (a) United Churches of Gurthrie and Hawkestone, petition re: Video Lottery Terminals. 9. UNFINISHED OR NEW BUSINESS (a) Jeff Brydges, Deputy Treasurer, report re: Release of Security, Ian & Lori Webb. Deputy Mayor Martin requested that those persons running for the upcoming municipal election not use road side signage in order to protect the environment. Motion #1 Moved by Bell, seconded by Dickie Be it resolved that the agenda for the Regular Council Meeting, dated Wednesday, October 1, 1997 be adopted as printed and circulated with the following additions: 13. (a) Jeff Brydges, Deputy Treasurer, report re: Release of Security, Ian & Lori Webb. 13. (b) 13. (c) Deputy Mayor Martin, discussion re: Election signs. Councillor Halfacre, discussion re: Noise By-law. Carried. Motion #2 Moved by Dickie, seconded by Bell Be it resolved that the minutes of the Regular Council Meeting held Wednesday, September 17, 1997 be adopted as printed and circulated. Carried. Motion #3 Moved by Bell, seconded by Dickie Be it resolved that the recommendations listed on the Consent Agenda Item 7, be received and adopted. Carried. " - 3- Motion #4 Moved by Bell, seconded by Dickie Be it resolved that the report from Andria Leigh, Township Planner, re: Deeming By-law, Conc. 1, Play 1, Lying East of Penetanguishene Road (Oro), be received and adopted. Carried. Motion #5 Moved by Dickie, seconded by Bell Be it resolved that the report from Ron Kolbe, CBO, re: Building Permit Update, be received. Carried. Motion #6 Moved by Bell, seconded by Dickie Be it resolved that the correspondence from the Orillia Public Library, re: requesting proclamation of Ontario Library Week, be received and the Council of the Township of Oro-Medonte proclaim October 20 to 26, 1997 as Ontario Library Week in the Township of Oro-Medonte. Carried. Motion #7 Moved by Dickie, seconded by Bell Be it resolved that the correspondence from Allandale Veterinary Hospital, re: Rabies Clinic, Thursday, October 9, 1997, be received and permission be granted to hold the clinic at the Oro-Medonte Garage on October 9th, 1997 upon confirmation by Roads Superintendent that the facility is available. Carried. Motion #8 Moved by Sommers, seconded by Halfacre Be it resolved that Report No. 97-19, Committee of the Whole meeting held Wednesday, September 24,1997, be received and the recommendations adopted as amended. Carried. Motion #9 Moved by Halfacre, seconded by Sommers Be it resolved that The Council of the Township of Oro-Medonte adopt the Background Study and Analysis and Recommendations and Implementation Report as the Parks and Recreation Master Plan and policy of the Township of Oro-Medonte. - 4- Recorded vote requested by Councillor Sommers Councillor Bell Yea Councillor Dickie Yea Councillor Halfacre Yea Deputy Mayor Martin Yea Councillor Sommers Yea Mayor Beard Yea Carried. Motion #12 Moved by Halfacre, seconded by Sommers Be it resolved that a By-law to designate certain plans of subdivision not to be registered plans of subdivision within the meaning of The Planning Act RS.O. 1990 c. P. 13, as amended, be introduced and read a first and second time and numbered By-law No.97- 71. Carried. That By-law No. 97-71 be read a third time and finally passed, be engrossed by the Clerk, signed and sealed by the Mayor. Carried. Motion #13 Moved by Sommers, seconded by Halfacre Be it resolved that a By-law to Confirm the Proceedings of Council be introduced and read a first and second time and numbered By-law No. 97-72.
