Mayor Beard chaired the meeting and called the meeting to order at 9:05 a.m.

DEPUTATIONS:
(a)
9:10 a.m.
Mr. Andres Laansoo addressed Council
with respect to his application for a
building permit at the West Part Lot 25,
Concession 4 and his request to allow for
the existing farmhouse to remain as an
accessory building. Mr. Laansoo wished
to assure Council that the building would
not be used for residential purposes and
proposed a legal agreement to this
effect be considered by Council.

Council permitted one additional deputation with respect to items on the Agenda.

9:55 a.m.
Ms. Mona Barnum appealed to Council
on behalf of concerned township
residents with respect to the right of
quiet enjoyment of property. Ms.
Barnum addressed the need for a Noise
By-law in the Township indicating that
the Municipality had repealed an
excellent Noise By-law in 1994. She
further indicated that additional names
had been received for the citizen petition
and now numbered in excess of 200
names.

and proposed legislation affecting
municipalities.

Dr. Evelyn Elsey addressed Council
concerning the designation of Oro-
Medonte Township as an underserviced
area for medical practitioners. Dr.
Elsey's presentation was to resubmit
further information and clarification on
her previous request for Council support
of her application which had been
denied.

It is recommended that the Agenda for the Special Committee of the Whole
Meeting, August 6, 1997 be adopted as printed and circulated with the following
amendments:
Item 4 (a) be held between Items 3 (a) and 3 (b).
Item 4 (c) Deborah Broderick, Director of Recreation & Community Economic
Development, report re: Policies for Recreational Master Plan.
Item 5 (a) be moved to Item 5 (b) and 5 (b) become 5 (a).

It is recommended that with respect to the deputation of Mr. Laansoo and the
report from J. Zieleniewski, CAOlTreasurer re: Mr. Laansoo, Conc. 4, West Part
Lot 25 (Oro) that the report be received and that Council deny the request by Mr.
Laansoo for two residential dwelling units on the subject property, and that the
Chief Building Official be directed to meet with Mr. Laansoo to discuss other
alternatives.

It is recommended that the report from J. Zieleniewski, CAe/Treasurer, re: Update
- Burl's Creek Family Event Park, Electronic Music Festival be received and that
Township Staff be directed to continue to research and analyse the feasibility of a
Noise and/or Licensing By-law for the Township of Oro-Medonte, with a further
report and recommendation to be presented to Council at a Committee of the
Whole meeting in September; and further,
That the Petition of Citizens to the Township of Oro-Medonte Council regarding
the Right of Quiet Enjoyment of Property, be received.

It is recommended that Township Solicitor, Chris Williams, be authorized to
negotiate a settlement with respect to court proceedings scheduled for August 12,
1997 regarding the Diamond Country Complex, as follows:
That the Diamond Country Complex consent to the Declaration and the Order
requested by the Township as discussed by the Solicitor and to the
implementation of the Order as recommended by the Solicitor.
