THE CORPORATION OF THE TOWNSHIP OF ORO-MEDONTE
SPECIAL PUBLIC MEETING
WEDNESDAY, JULY 2,1997
TIME: 7:00 P.M.
ONE HUNDRED AND ELEVENTH MEETING 1994-1997 COUNCIL
Council met this evening @ 7:10 p.m. with the following members present:

Mayor Ian Beard opened the meeting and the Clerk explained to those present that this
Public Meeting was to receive public comments with respect to a request for the removal of
a Holding Symbol on lands, under Section 34 & 36 of the Planning Act RS.O. 1990 c.P.13.
The Holding Symbol was placed on Part Lot 37, Concession 1, (formerly Oro) by By-law
93-63 with the intention that such Holding Symbol would not be removed by Council until
such time as Council is satisfied that the appropriate roads agreement has been entered
into with the adjoining subdivision. This condition has now been satisfied.
To date, the Council of the Corporation of the Township of Oro-Medonte have not made a
decision on the request, other than proceeding to this Public Meeting. Only after
comments are received from the Public, requested agencies and Township staff, within the
appropriate time period, will Council make a decision on the removal of the Holding
Symbol.
Notice of the Public Meeting was mailed out on June 12, 1997 to all property owners within
400 feet of the subject lands. Notice of the Public Meeting was also placed in the Barrie
Examiner, Orillia Packet and Times and Midland Free Press on June 12,1997.
The Clerk then indicated that no correspondence had been received on this matter.
Mayor Beard stated that those persons present would be afforded the opportunity of asking
questions with respect to the request to the removal of the Holding Symbol. He then
turned the meeting over to Andria Leigh, Township Planner to explain the purpose and
effect of the proposed removal of the Holding Symbol to the Zoning By-law.
Andria Leigh:
Thank you your worship. I will go over to the map so I can explain to people. As the mayor
has indicated this is essentially a meeting to obtain public comments in respect to the
removal of the Holding Symbol on this particular piece of property. The property that I am
looking at is essentially the highlighted yellow piece of property. This is Highway 93 in this
location, this the Bidwell Road which is between lot 36 and lot 37, it goes in and

Woodland Estates subdivision in this location. A portion of this property in 1993 was
previously zoned estate residential and the remainder of the property is what we are
looking at tonight. It was placed with a Holding Symbol on the property in 1993 because of
its connection to the subdivision which is highlighted in pink here which connected through
to the new Bidwell Road. Since that time, agreements have been made between the two
subdivisions that this Holding Symbol can now be removed off this portion of this property.
The property is currently designated estate residential under the Official Plan and the
rezoning to estate residential would comply with the Official Plan requirements. Now your
worship, Mr. Glen Lucas is here representing the landowners and he would like to make a
some further comments before we open it up to the public.
Mayor Ian Beard:
Thank you, Mr. Lucas.
Mr. Lucas:
Thank you your worship, Council, Ladies and Gentlemen. I have a copy of the planed
subdivision. The subdivision, the draft plan of the subdivision, was approved in 1992, and
as Andria indicated a rezoning of the property occurred in 1993 and that zoning bylaw
rezoned the westerly portion of the subdivision estate residential - it's currently zoned. As
well, the eastern portion of the subdivision is currently zoned residential, the estate
residential on hold., Holding Symbol. As Andria indicated the Holding Symbol was placed
here because there was no road access to this portion of the subdivision. This portion of
the subdivision was zoned because it connects directly with the Woodland Estates
subdivision so zoning was approved in this case. The Holding Symbol has affect on this
portion. The owners of this subdivision have purchased a property immediately to the south
which is another plan of subdivision therefore road access is no longer an issue. And as
such, it would be appropriate to remove the Holding Symbol. I would just like to add that
the removal of the Holding Symbol from part of the property does not require a public
meeting under the Planning Act; however, given the time that has elapsed we are looking
at 4-5 years now since the property was sold, we would see it as appropriate that a public
meeting be held to re-consider the proposed removing of the holding symbol. That's really
all I've have to add, I am prepared to answer any questions that Councilor public might
have at this time.
Mayor Ian Beard:
At this point we'll ask if anyone would like to ask any questions and I ask if they please
state their name and I believe you are referring to usual procedure. So does anyone wish
to ask any questions to Mr. Lucas at this time please? Anyone else? Any of the Councilors
have any questions that you would like to add at this time? Mr. Craig.
Councilor Craig:
Mr. Lucas do I understand you to say this property and the property to the south are now
under one ownership?
Mr. Lucas:
They are two separate companies but the same owners.
Councilor Craig:
Is it the intention of these two owners/companies, or one owner, whatever to join both of
these properties to create one subdivision. I realize maybe by phasing or whatever, but to
develop it on both properties or are these subdivisions being looked at separately.
Mr. Lucas:
Oh, I'm not sure how the Township wants to deal with that because we do have two
separate owners with the same interest. In respect to subdivision agreement I suspect
that you're probably going to look at two separate subdivision agreements. Correct me if
I'm wrong, but I think that is how the Township would want to move ahead. The other
consideration is that this subdivision is further ahead in wanting this done. Basically all the
approvals, if you will, the engineering drawings, our management reports, those types of
matters at large between us in the interim drawings have been approved by the township.
So I suspect that this portion or this subdivision can move ahead sooner only for the fact

that they are still a ways away from getting their final approval for the subdivision
themselves. I suspect that we will probably see some phasing in. I know we have before
Council in the past requesting permission to phase the subdivision. Again, depending on
how quickly we can bring this subdivision on board we may see, for example, this phase of
this subdivision, proceed at the same time as the first phase of our subdivision. We do
have a common goal so it would make sense to do that.
Mayor Beard:
There being no further questions or comments, when being called for the third time, the
Mayor in closing the meeting, thanked those in attendance for their participation and
advised that Council would consider all matters before reaching a decision. He then
advised those present that if they wished to be notified of the passing of the proposed By-
law, they should leave their name and address with the Clerk.
