04 02 1997 Council Minutes THE CORPORATION OF THE TOWNSHIP OF ORO-MEDONTE COUNCIL MEETING WEDNESDAY, APRIL 2,1997 TIME: 7:00 P.M. ONE HUNDRED & FOURTH MEETING 1994-1997 COUNCIL Council met this evening @ 7:05 p.m. with the following members present: Present: e Mayor Ian Beard Deputy Mayor Murray Martin Councillor Walter Dickie Councillor Neil Craig Councillor Don Bell Councillor Thelma Halfacre Councillor Ron Sommers Staff Present: Andria Leigh, Planner, Jennifer Zieleniewski, CAOlTreasurer. Also Present: Shirley Woodrow, Ralph Hough. Mayor Ian Beard assumed the chair and called the meeting to order, followed by prayer. 1. "DISCLOSURE OF PECUNIARY INTEREST AND GENERAL NATURE THEREOF - IN ACCORDANCE WITH THE ACT" None. 2. DEPUTATIONS: (a) 7:07 p.m. Public Comments were received with regard to proposed Sale of Surplus Lands, Lots 105, 144, 145, 15, and 19, Plan 51 M-456, Township of Oro- Medonte (formerly Oro), County of Simcoe. No comments were forthcoming. 3. RECOGNITION OF ACHIEVEMENTS: e None. 4. CONSENT AGENDA CORRESPONDENCE: (a) Townshipof Severn, correspondence re: Severn Sound Environmental Association. Recommendation: Receive and file. (b) City of Orillia, Notice of Public Meeting, re: Zoning By-law Amendment, land at south-east corner of Bass Lake Side Road East and Harvie Settlement Road in the City of Orillia. Recommendation: Receive and file. - 2 - 4. CONSENT AGENDA CORRESPONDENCE CONTINUED: (c) Ontario Public Service Employees Union, correspondence re: Provincial Downloading. Recommendation: Receive and file. (d) Township of Tiny, correspondence re: County of Simcoe Draft Official Plan. Recommendation: Receive and file. e 5. REPORTS OF MUNICIPAL OFFICERS (a) Andria Leigh, Planner, report re: Interim Control By-law. 6. COMMUNICATIONS (a) Township of Biddulph, correspondence re: Requesting endorsement of resolution regarding Ontario Farm Tax Rebate Program. (b) VON Simcoe County Branch, correspondence re: Community Workshop on Integrated Health Systems, May 7,1997. (c) Town of Goderich, correspondence re: Requesting endorsement of resolution regarding Ontario Hydro Attempt to Unseat London Hydro Commissioners. 7. NEW OR UNFINISHED BUSINESS: (a) Jennifer Zieleniewski, Treasurer/CAO, discussion re: copy of correspondence sent to Aird & Berlis with respect to a Legal Issue (To be held In- Camera). Motion #4 Moved by Craig, seconded by Halfacre Be it resolved that the report from Andria Leigh, Planner, re: Interim Control By-law, be received and adopted. Carried. Motion #5 Moved by Sommers, seconded by Martin Be it resolved that the correspondence from the Township of Biddulph, re: Requesting endorsement of resolution regarding Ontario Farm Tax Rebate Program, be received and the Township of Oro-Medonte do support the resolution and the Minister of Agriculture Food & Rural Affairs, Honourable AI Leach, Minister of Municipal Affairs, and AMO be so advised. Carried. -4- Motion #7 Moved by Craig, seconded by Sommers Be it resolved that the correspondence from the Town of Goderich, re: Requesting endorsement of resolution regarding Ontario Hydro Attempt to Unseat London Hydro Commissioners, be received. Carried. e Motion #8 Moved by Craig, seconded by Sommers Be it resolved that Report No. 97-06, Committee of the Whole meeting held Wednesday, March 26, 1997, be received and the recommendations adopted. Carried. Motion #9 Moved by Bell, seconded by Dickie Be it resolved that a By-law to provide for indemnity and defence of members of Council and employees of The Corporation of the Township of Oro-Medonte with respect to liability arising out of acts or omissions done or made by them in their capacity as employees and members of Council of the Municipality be introduced and read a first and second time and numbered By-law No. 97-26. Carried. That By-law No. 97-26 be read a third time and finally passed, be engrossed by the Clerk, signed and sealed by the Mayor. Carried. Motion #10 Moved by Dickie, seconded by Bell Be it resolved that a By-law to Appoint a Representative to the Township of Severn- Coldwater and District Community Centre Board of Management, be introduced and read a first and second time and numbered By-law No. 97-27. Carried. e That By-law No. 97-27 be read a third time and finally passed, be engrossed by the Clerk, signed and sealed by the Mayor. Carried. Motion #11 Moved by Bell, seconded by Dickie Be it resolved that a By-law Designating Reduced Load periods, be introduced and read a first and second time and numbered By-law No. 97-28. Carried. That By-law No. 97-28 be read a third time and finally passed, be engrossed by the Clerk, signed and sealed by the Mayor.
