TENTH MEETING 1997-2000 COUNCIL Council met this evening @ 7:05 p.m. with the following members present: Present: Mayor Ian Beard Deputy Mayor Don Bell Councillor Lillian McConnell Councillor Ralph Hough Councillor Neil Craig Councillor Ron Sommers Councillor Ruth Fountain Absent: Staff Present: Keith Mathieson, Manager Public Works, Jennifer Zieleniewski, CAO/Treasurer, Jerry Ball, Road Superintendent, Nick McDonald, The Planning Partnership Also Present: Garth Daniels, Shirley Woodrow, Uta Moran, Jackie Gumbrell, Maurice Truax, Mrs. Truax, Bud Hodgkinson, J. Martenson-Hemsted. Mayor Ian Beard assumed the chair and called the meeting to order, followed by prayer. 1. Motion No.1 Moved by Craig, seconded by Fountain Be it resolved that the Agenda for the Council Meeting dated Wednesday, April 1 , 1998, be adopted as printed and circulated with the addition of the following: 13. Motion No.2 Moved by Sommers, seconded by Craig Be it resolved that the Minutes of the Regular Council Meeting held, Wednesday, March 18, 1998 be adopted as printed and circulated. Carried. -3- Motion No.3 Moved by Craig, seconded by Sommers Be it resolved that the recommendations listed on the consent Agenda Item 7, be received and adopted. Carried. Motion No.4 Moved by Sommers, seconded by Craig Be it resolved that Report No. BD1998-6, Ron Kolbe, Director Building/Planning Development re: Building Safety Week be received and that Council hereby endorse Building Safety Week April 5 - 11, 1998 in accordance with Township policy. Carried. Motion No.5 Moved by Sommers, seconded by Fountain Be it resolved that Report No. 98-6, Committee of the Whole Meeting held Wednesday, March 25, 1998, be received and the recommendations adopted. Carried. Motion No.6 Moved by Fountain, seconded by Sommers Be it resolved that the Petition from the Diocese of Toronto, Anglican Church of Canada re: Opposition to the promotion or support of gambling activities be received and the Diocese be advised of Council's resolution in opposition to the location of gambling facilities within the Township of Oro-Medonte. Carried. Motion No. 7 Moved by Sommers, seconded by Fountain Be it resolved that the correspondence from the Minister of Industry re: Barrie Small Business Conference, Saturday, April 4, 1998 @ Barrie Molson Centre be received and Councillor McConnell be authorized to attend. Carried. Motion No.8 Moved by Sommers, seconded by Craig Be it resolved that Report No. RDS98-06, Jerry Ball, Road Superintendent re: Mechanic/Welder Job Position be received and adopted. Carried. -4- Motion No.9 Moved by Bell, seconded by Hough Be it resolved that a By-law to amend By-law No. 94-57, a By-law to authorize the temporary closing of a Highway to allow for recreational purposes (Main Street - Hawkestone), be introduced and read a first and second time and numbered By-law No. 1998-40. Carried. That By-law No. 1998-40 be read a third time and finally passed, be engrossed by the Clerk, signed and sealed by the Mayor. Carried. Motion No. 10 Moved by Hough, seconded by Bell Be it resolved that a By-law to amend By-law No. 94-149, be introduced and read a first and second time and numbered By-law No. 1998-41. Carried. That By-law No. 1998-41 be read a third time and finally passed, be engrossed by the Clerk, signed and sealed by the Mayor. Carried. Motion No. 11 Moved by Bell, seconded by Hough Be it resolved that a By-law to Authorize an Agreement for Fire Protection between the Township of Oro-Medonte and the City of Barrie, be introduced and read a first and second time and numbered By-law No. 1998-42. Carried. That By-law No. 1998-42 be read a third time and finally passed, be engrossed by the Clerk, signed and sealed by the Mayor. Carried. -5- Motion No. 12 Moved by Hough, seconded by Bell Be it resolved that a By-law to authorize an agreement for the purpose of delegating to the Health Unit certain responsibilities with respect to sewage systems (with a capacity of less than 10,000 litres per day), be introduced and read a first and second time and numbered By-law No. 1998-43. Carried. That By-law No. 1998-43 be read a third time and finally passed, be engrossed by the Clerk, signed and sealed by the Mayor. Carried. Motion No. 13 Moved by Bell, seconded by McConnell Be it resolved that a By-law to amend By-law 97-95 as it applies to lands within Part of Lot 8, Concession 10 and Part of Lot 8, Concession 9 in the former Township of Oro, now in the Township of Oro-Medonte, be introduced and read a first and second time and numbered By-law No. 1998-44. Carried. That By-law No. 1998-44 be read a third time and finally passed, be engrossed by the Clerk, signed and sealed by the Mayor. Deferred. Motion No. 14 Moved by McConnell, seconded by Hough Be it resolved that a By-law to amend By-law No. 97-95 as it applies to lands within Part of Lot 8, Concession 10 in the former Township of Oro, now in the Township of Oro- Medonte, be introduced and read a first and second time and numbered By-law No. 1998-45. Carried. That By-law No. 1998-45 be read a third time and finally passed, be engrossed by the Clerk, signed and sealed by the Mayor.
