SPECIAL PUBLIC MEETING UNDER THE PLANNING ACT Rezoning - P-63/~- Cone. 10, West part Lot 8 (Oro) Mareh 4, 1998 @ 7:08 p.m. Present: Mayor Ian Beard Deputy Mayor Don Bell Councillor Lillian McConnell Councillor Ralph Hough Councillor Neil Craig Councillor Ron Sommers Councillor Ruth Fountain Absent: Staff Present: Nick McDonald, The Planning Partnership Also Present: Garth Daniels, Shirley Woodrow, 1 st Hawkestone Cubs, Ron Watkin, Ainley & Associates Ltd., Maurice Truax, M.R. Truax Aggregates Ltd., Ed Hodgkinson, Jackie Gumbrell, Bruce Thomas, Earl Robertson, June Beard, Ron Shaw, Larry Cotton, David Cotton, Matt Cotton, and Josephine Martenson- Hemstead. Mayor Beard called the meeting to order and advised that all persons present would be afforded the opportunity of asking questions in respect to the proposed Zoning By-law. It was noted that correspondence had been received with respect to the advertisement from Jerry Jorden of G.W. Jorden Planning Consultants Limited and from Mr. Frank Whibley. Mr. Nick McDonald provided information with respect to the intent of the proposed rezoning. This public meeting deals solely with the proposed gravel pit and a golf course on the gravel pit lands. Mr. Larry Cotton, the applicant, indicated that the land in question comprises approximately 36 acres and provided information regarding the various studies that have been completed with respect to this proposal and the efforts made to address the concerns associated with this application. Mr. Bruce Thomas inquired whether this was proposed to be a 9 hole golf course? Mr. Cotton indicated that there would be 27 holes over 200 acres. Mr. Thomas questioned the source of irrigation and Mr. Cotton indicated that a deep well would be required. Josephine Martenson-Hemstead indicated that endangered farm animals are raised on her faITH and she has concerns about the effects of dust on these animals as well as concern abut the traffic crossing the road and the danger to golfers. Mr. Cotton indicated that there would be a public information meeting on Monday, March 16th at his home and anyone was invited to attend. Pedestrian crossing is planned for under the 9th Line. . .J '"-' Jackie Gumbrell questioned whether the subway was planned to be available prior to the golf course opening? Mr. Cotton indicated it would be available right from the start. Ms. Gumbrell questioned whether the property was ever sold would all the agreements entered into remain in place? Mr. Cotton advised that the agreements would be registered on title. Garth Daniels questioned Mr. Cotton's turnaround in thinking with respect to gravel pits and how this happened. Mr. Cotton indicated for the record that this was not relevant to the issue at hand but through studies that have been completed and the restrictive policies in place it has been shown that the gravel should be extracted prior to the implementation of a golf course. Mr. Daniels questioned who was making Mr. Cotton do this. Mr. Cotton indicated that this method was suggested by the Planning Committee. Ms. Martensen-Hemstead asked for clarification of the hours of operation. Mr. Cotton provided the hours of operation and the specific restrictions related to wildlife. Mr. Ron Watkin wanted to go on record that the transportation document had just been received in his office and will be reviewed and comments provided to Mr. McDonald and Council. Councillor McConnell asked Ms. Martensen-Hemstead how the livestock was being affected by the Truax operation? Ms. Martensen-Hemstead indicated they were not affected at the present time although she has concerns about the increase in dust. Mr. Nick McDonald explained to Ms. Martensen-Hemstead that the documents prepared by the applicant are available for review in the Township office. Mr. McDonald inquired what animals were on the farm? Ms. Martensen-Hemstead indicated donkeys, rare sheep, cows, and fowl. They are expecting to increase the numbers in the future. Councillor Craig asked Mr. Cotton to go over the road upgrading. Mr. Cotton addressed the dust issue by indicating that the entrance and around the corner to meet the current pavement would be paved and the proposed haul route would be south. Councillor Craig inquired whether Mr. Cotton was proposing to compensate Mr. Truax for upgrading the 9th Line. Mr. Cotton indicated he was prepared to put 10% towards the Township to decide whether there should be a rebate. Councillor Sommers questioned whether the County has any requirements such as turning lanes? Mr. Cotton indicated that studies were provided to the County Engineer who does not foresee any problems. Deputy Mayor Bell asked ifMr. Cotton could provide a schedule of development for the golf course? ... , i. . Mr. Cotton indicated that development will not take place on the golf course in the pit area until rehabilitation is complete. Councillor McConnell inquired whether this meant the two activities would be separate? Mr. Cotton indicated that this was correct. Councillor Fountain asked Mr. Cotton to address the safety issues of the trucks at the corner? Mr. Cotton indicated the site lines are good at the entrance. Councillor Sommers asked if a traffic study was completed? Mr. Cotton indicated that there are copies available of a traffic impact study. Councillor Sommers inquired whether this study addressed trucks and cars? Mr. Cotton indicated that the study did address trucks and cars. Mr. McDonald indicated that the County has requested a traffic study which he believes Mr. Cotton should provide to the County Planning Department.
