06 03 1998 SP Public Minutes " SPECIAL PUBLIC MEETING UNDER THE PLANNING ACT Rezoning - P-71/98, Lot 47, Plan M-510, & Parts 1, 2 & 4 of RP51R-23973 Cone. 1, Part of Lot 41 (Oro-Medonte) June 3,1998 @ 7:56 p.m. Present: Mayor Beard Deputy Mayor Bell Councillor Lillian McConnell Councillor Ralph Hough Councillor Neil Craig Councillor Ron Sommers Councillor Ruth Fountain Absent: Staff Present: Anna Milligan, Jeff Brydges, Keith Mathieson Also Present: Chris Jones, The Planning Partnership, William Van Ryan, C. Tatham & Associates, Garth Daniels, Dana Anderson, DLA Consulting, Reid Holmes, Packet & Times, Shirley Woodrow, Mr. Loharu, Richard Hensley, Gord Knox, Bernie Stihl, Nick McDonald, The Planning Partnership Mayor Beard called the meeting to order and advised that all persons present would be afforded the opportunity of asking questions in respect to the proposed rezoning. It was indicated that correspondence had been received from the County of Simcoe Planning Department indicating that the zoning being proposed for the subject lands include the following provisions: 1. 15 metres x 15 metres site triangles on both sides of the intersection of County Road 22 and Beacock Road, and 2. a building structure set back of 11 metres from the property line or by 26 metres from the centre line of County Road 22, whichever is greater. The Clerk indicated as well that correspondence had been received from the Simcoe County District Health Unit, indicating that they are not opposed to the proposed amendment. Chris Jones from the Planning Partnership stated that this application was submitted by Mr. Gord Knox of Reinders & Associates on behalf of The Hedburn Development Corp. The Committee of Adjustment of the Township of Oro- Medonte have granted a provisional consent to create four new lots and one retained, for a total of 5 lots, and this application for rezoning would fulfill the condition of consent as follows: . .... -2- 1. to remove a commercial zone on Block 47; . to permit a reduced lot frontage on four of the new lots and one retained lot (all five lots on Block 47). 3. to restrict commercial uses on the lands East of Beacock Road to uses which are not water intensive. Mr. Gord Knox of Reinders & Associates commented that a draft By-law had been prepared, which addresses the reduced frontage due to the change in the new zoning by-law. Due to concerns expressed by the County, a proposed change to the draft zoning by-law was addressed by Mr. Knox. With respect to the water system, it is felt that all the upgrades have been completed and hopefully the problems will be solved. Councillor Hough commented that if the information we received this evening is correct and we have taps with just trickling water, even if things were done according to Municipal standards, we would have to reassess the situation. Mr. Knox said that everyone is aware of the problems and he feels they have been addressed. Councillor McConnell asked if it is felt that there will be no need for commercial use along this stretch of road in the future. Mr. Knox responded that originally they wanted a motel, but now it seems that commercial use is not appropriate. Councillor Craig queried if the proposed lot sizes compare favorably with the existing lots within the subdivision. Gord Knox replied "Ves". Councillor Craig further questioned what types of uses would be suitable for a low water type use for commercial properties. Mr. Knox said that he and Mr. McDonald had looked at the proposed uses and have eliminated some. Uses appropriate to this proposal would be things such as art galleries, business offices, convenience retail stores, custom workshops, dry cleaning distribution depots, financial institutions, medical clinics, museums, personal service shops, repair shops, retail stores and light service shops. The Mayor asked if Mr. Knox was aware that a secondary plan was proceeding. Mr. Knox was aware of this process, and said that he would have to wait to see what the future holds. Steve Watson commented that when Foodtown was built, the whole strip was commercial, and would likely be a good commercial area. Several major roads travel through this area, which would be great for business here. He was also concerned about the water system problem, and he mentioned that many people do not want to live next to a store due to traffic and deliveries, snow removal at early hours, etc. There being no further comments or questions, the meeting adjourned at 8: 15 p.m. Moved by Bell, Seconded by Hough Carried.
