Mayor Beard called the meeting to order and advised that all persons present would be
afforded the opportunity of asking questions in respect to the proposed Zoning By-law.
It was noted that correspondence had been received with respect to the advertisement
from June Little, County of Simcoe, W.E. Mallory, Mallory Insurance Brokers Ltd., and
Gail Raikes with an attachment from Skelton Brumwell & Associates. The
correspondence was read in its entirety.
Ms. Andria Leigh provided information with respect to the location of the property as well
as background information on the subject land. The purpose and effect of the proposed
by-law was addressed in detail.
Mr. Ray Duhamel, the applicant's agent, indicated that revisions are expected to the Site
Plan and some further detail was provided with respect to the intent of the proposed by-
law.
Mr. Keith Caldwell expressed concern about the fresh water springs located on two of
the lots and concern regarding the septic systems.
Mr. Duhamel replied that the groundwater seeps should not be impacted by the
development of these properties as the houses are being located on the former rail line.
Measures will be taken to ensure no adverse impacts.
Ms. Leigh indicated the building envelopes have been redesigned to accommodate the
groundwater seeps (fresh water springs).
Councillor McConnell questioned where the stream was located and what protections
have been put in place?
Mr. Duhamel explained that there is vegetation all along the slopes and additional
planting is anticipated. A stone path to allow for a trickle effect will also be installed.
Councillor Craig requested information on the status of the graves located on the
property.
Mr. Duhamel indicated that the property has been declared as an unapproved cemetery
and provision has been made to move the graves.
Councillor Craig questioned whether the Lake Simcoe Regional Conservation had been
consulted regarding the plans for this development?
Mr. Duhamel explained that the Lake Simcoe Regional Conservation had not been
contacted but independent engineering and planning firms have reviewed Terraprobe's
report.

Councillor Craig queried whether the existing driveway would be maintained?
Mr. Duhamel indicated that each lot would retain a portion of the existing driveway but
each lot would not be driving right across. It was also explained that the access from
Shanty Bay Road was to be shared driveways.
There being no further comments or questions, the meeting adjourned @ 7:37 p.m.
