FitzGerald, Rick Hunter, Walter Dickie, Glen Lucas Mayor Beard: This Public Meeting has been called under the authority of the Planning Act to obtain public comments with respect to the proposed draft plan of subdivision. Notice of the Public Meeting was mailed to persons within 120 m of the subject land and published in the Barrie Examiner, the Orillia Packet and Times and the Midland Free Press on October 20th, 1998. Madam Clerk, have we received any correspondence regarding this matter? Lynda Aiken: Yes, Your Worship. Correspondence has been received form the County of Simcoe and in that correspondence they are suggesting five conditions of draft approval, and correspondence has also been received from Simcoe Muskoka Catholic District School Board indicating that they have no objections to the proposal at this time. Mayor Beard: All persons present will be afforded the opportunity of asking questions in respect to the proposed draft plan of subdivision. I will now turn the meeting over to Andria Leigh, Township Planner, who will explain the proposed draft plan of subdivision. Andria Leigh: The Public Meeting tonight is for a proposed draft plan of subdivision located in the hamlet of Moonstone. I have to apologize for the map; unfortunately our technical person is away, but basically what we're looking at is an area in this area right here. The Hamlet of Moonstone is here, this is the 8th Line, this location on the Moonstone Road, and this location. Essentially what's happening with this property, and I'm going to show you the proposed subdivision. Essentially this is a little bit of a unique process. The Planning Act was changed approximately a year ago, and basically this property is already designated as Rural Settlement Area which allows for development, so essentially what happens at that point is the applicant provides a proposed Plan of Subdivision to the Ministry of Municipal Affairs and Housing. They then circulate that to the municipality as a commenting agency, and ask us to, on their behalf, hold a Public Meeting. So essentially that is the purpose of tonight's meeting, and any comments that we receive, any queries, we can address them. Either way, they ~. II II I I I i i I I I I I I' ¡: Ii I: -. I I Ii Ii II ~ II : I I I I I I II Mayor Beard: ~ Mr. Walter Dickie: Mayor Beard: Andria Leigh: -2- are presented to the Ministry within 15 days prior to them making any kind of a decision on a draft plan approval. Essentially what we're looking at in this case is the property is approximately 21 acres in size. We're looking at a total of 15 lots, and they are all approximately 1.1 acres in size. They all have 35 meters (a little over 100') in frontage. We're looking basically at a singular cul-de-sac and then coming in off the County Road. All of the lots will have access internally as opposed to the County Road. We're looking at individual septic systems on the property and they will be required to hook into the existing water system in this area and provide any upgrades that are necessary to that system. The Ministry has circulated this proposal to both the School Boards, the Ministry of the Environment, (inaudible), among other agencies, as well as to us, asking for comments. We have done our internal circulation of Department Heads, and certainly there have been comments that came back with respect to this, which we will provide to the Ministry once Council sees fit to do that. There has been a feasibility study done on this property by Terraprobe Limited, and they have determined that the property is capable of sustaining 20 lots, but they are only looking for the 15 residential lots. There has not been a hydrogeological assessment done of the property, but that will be required prior to any final approval of the property. Essentially, the property right now is zoned Agricultural Rural, Exception 15, and basically what the exception does is restricts the property to the existing uses, which at this point basically there's a barn on the property. Until some form of development is approved on the property, the property would remain as it is until that approval is finalized and at a future date, there would be a rezoning required on the property, and another Public Meeting for the rezoning process. So I think basically at this point in time I will turn it back to the Mayor and open it up for comments. Are there any questions or comments from members of the public or members of Council at this time on this proposal? For the second time, are there any questions or comments from members of the public or Council members for this proposal? I'll ask you a question. Have you had an opportunity to see this or is it as Andria said that it's done by the Ministry of Municipal Affairs? I don't think we've seen this proposal, to my knowledge anyway. No, This is the first time Council has seen this. We've done our internal circulation but once the Public Meeting is over, I then take it to Council for consideration. It's completely different than our standard process when applying to our Planning Committee. This is the first time that they've even seen it. ~. One has to do with the water. Andria has mentioned that it would be tied into the existing water system on the 8th, I believe, and she mentioned that any upgrades, if necessary, would have to be done. Now, if you will recall about three years ago, there was an engineering study done on the water system in Moonstone, and there are three (1 private and 2 public), and my question is, or my comment is, is Council going to take the initiative to upgrade the water systems in the Moonstone area with this subdivision? We have the other subdivision, which is in the process, which would also upgrade and that would be taken into consideration to upgrade the system. That's a normal process to upgrade to handle the water flow. You're correct Your Worship. The Bachly Subdivision which is further ahead than this is required to do a number of the upgrades to the system for their capability, as would this be to bring the system up to a standard where it (inaudible). I talked to Mr. Mathieson, and they will be required to do upgrades in order to work into the systems. I don't believe there is sufficient capacity at present for these additional 15 lots. I could stand to be corrected. Andria is correct, Your Honor. There was a major study that was done a number of years ago that had all the different subdivisions, including Medonte Hills, hooked into a major reservoir that was going to be on the County properties, and when we looked at that theoretically, the upgrades at Medonte Hills was going to cost almost $9,000 per lot to upgrade the water, the main, and it was almost not feasible financially to the people. What we're doing now is putting another new reservoir that will go on the existing pump house with a reservoir that can be added on to. The other comment and question has to do with parklands. Could you indicate where the parkland is or if there is any parkland? I may have to refer that to Mr. Lucas. The only block that's shown is an environmental protection block here. It isn't indicated that that is a parkland block, and our Director of Recreation has indicated that we will not accept that as a parkland area, so it will go back to Council as to whether they're looking at some other form of parkland or whether they're going to look at cash-in-lieu of parkland. That has to be a decision that Council will make at this point in time, whether they want to accept cash-in-lieu or whether they want some other form of parkland. If I could just make a comment on that, I believe this land in question here was brought into the Moonstone Settlement Area during the last Official Plan. Yes it was. II, I -4- Mr. Dickie: I believe one of the selling features of it was that there was parkland in there for the new proposed four-season rec. centre, but as you all know, it has been established on the water site, and I fully concur and I discussed this briefly with Debbie today, that I think that in the past there has been too much non- useable parkland accepted in the Moonstone area, and I would highly recommend that cash-in-lieu be taken and it be used to purchase suitable land in the area of the four-season rec. centre for a baseball diamond or a soccer field. II - II Ii Mayor Beard: Next question or comment on this particular plan. II " Ii II II II ~ Actually we will have another kick at the cat at some point after we go through this process and we will be coming back for another Public Meeting for the rezoning. Andria Leigh: For the rezoning, but it will deal more with the actual specifics in terms of set backs and that kind of an idea. The layout details of subdivision we would want to get addressed at this point in time, and certainly after the Public Meeting, I'll be providing the Council with comments from tonight and our internal comments for their consideration. Mayor Beard: Any further questions or comments from members of the public or from Council members? Deputy Mayor Bell: Is there an opportunity to link the road with Robincrest to get away from that cul-de-sac? Andria Leigh: No, unfortunately I think it is basically just because of the topography in the area. There wasn't a way because of the existing residential lots in this area, and the only other linkage would be through the park area. I wouldn't want be the one driving through there! There just wasn't a way to link in. Mayor Beard: Further questions or comments at this time? Further questions or comments? If anyone wishes to be notified of the decision of the Minister of Municipal Affairs and Housing in respect of this proposed plan of subdivision, you must make a written request to the Minister of Municipal Affairs and Housing, and it has to be within a very short time period, right Andria? Andria Leigh: My understanding is they will be considering the application before the end of this year, so people would want to do that as quickly as possible.
