Mayor Beard called the meeting to order and advised that all persons
present would be afforded the opportunity of asking questions in respect
to the proposed development charges by-law.
It was noted that the Township had received no correspondence with
respect to this proposal.
Ms. Andria Leigh, Township Planner, gave an overview of the purpose
and effect of the proposed development charges by-law.
Comment was received that libraries are not part of our formula, since the
information was not available from the libraries in time to complete this
exercise. This matter will be looked into for the next exercise in this
regard.

Mr. Dryden commented that Barrie's development charges are three times
higher, and questioned this since Barrie doesn't have the infrastructure
issues to deal with as we do. The response was given that in the last ten
years, there hasn't been much activity in infrastructure happening in Oro-
Medonte, and the basis of this legislation is that we have to examine what
was spent in the last five years in the new restructured Oro-Medonte as
well as five years previously in all the smaller municipalities prior to
amalgamation. When this is reviewed again in the next five years, and if
the municipality continues to grow and progress as it has, it is anticipated
that there will be a change.
There is a component of this legislation that permits Council to look at the
cost of living index every December, and allows them to increase the by-
law by that amount.
Agreements made many years ago have to be honoured at the previous
development charge rate.

Be it resolved that this Special Meeting of Council for Development
Charges By-law now be adjourned at 8:28 p.m.
