10 20 1999 Council MinutesTHE CORPORATION OF THE TOWNSHIP OF ORO-MEDONTE COUNCIL MEETING Wednesday, October 20, 1999 FORTY-SEVENTH MEETING 1997-2000 COUNCIL Council met this evening @ 7:05 p.m. with the following members present: Present: Mayor Ian Beard Deputy Mayor Don Bell Councillor Lillian McConnell Councillor Ralph Hough Councillor Neil Craig Councillor Ron Sommers Councillor Ruth Fountain Staff Present: Jennifer Zieleniewski, CAO/Treasurer; Debbie Mooney, Tax Collector; Andria Leigh, Township Planner Also Present: Staff Sgt. Len Hassberger, O. P. P. Mayor Ian Beard assumed the chair and called the meeting to order, followed by prayer. 1. Carried. Motion No. 2 Moved by Fountain, Seconded by Craig Be it resolved that the Minutes of the Regular Council Meeting held Wednesday, October 6, 1999 be adopted as printed and circulated. Carried. Motion No. 3 Moved by Sommers, Seconded by Fountain Be it resolved that the recommendations listed on the Consent Agenda, Item 6, be received and adopted. Carried. Motion No. 4 Moved by Craig, Seconded by Sommers Be it resolved that the City of Barrie Police Services Board be requested to advise the Township of Oro-Medonte if the Board would be interested in competing in a tender process for Police Services to Oro-Medonte, and further that the City of Barrie Police Services Board advise the Township of Oro- Medonte of the structure of the Board with respect to representation on the Board. Carried. Motion No. 5 Moved by Fountain, Seconded by Sommers Be it resolved that Report No. ADM99-73 by Jennifer Zieleniewski, CAO/Treasurer, re: Community Profile be received and adopted, and that the Community Profile become available via the Internet as well as in print copy. Jeffrey Seaton, President, Ontario Good Roads Association re: 2000 Combined Conferences be received, and Deputy Mayor Bell, Councillor Sommers and Councillor Craig be authorized to attend and all related costs be assumed by the municipality. Carried. Motion No. 7 Moved by Craig, Seconded by Fountain Be it resolved that the correspondence from Wayne R. Wilson, CAO/Secretary- Treasurer, Nottawasaga Valley Conservation Authority re: Matched Funding to Ontario Conservation Authorities be received, and the Township of Oro-Medonte supports the resolution of the Nottawasaga Valley Conservation Authority in recommending that the province re-establish its partnership with the Conservation Authority programs by providing matched funding for all programs mandated by the Conservation Authorities Act. Carried. Motion No. 8 Moved by Sommers, Seconded by Fountain Be it resolved that the correspondence from Brian W. Knott, Director of Legal Services/Clerk, Municipality of Chatham-Kent re: Competitiveness of Agri-Food Sector be received, and the Township of Oro-Medonte does support the resolution of the Municipality of Chatham-Kent. Carried. Motion No. 9 Moved by Sommers, Seconded by Fountain Be it resolved that the correspondence from Janice Laking, Mayor, City of Barrie re: Victoria Village Inc. be received, and the Township of Oro-Medonte does hereby acknowledge support for the proposal by Victoria Village Inc. Carried. Moved by Bell, Seconded by McConnell Be it resolved that Report No. 99-15, Minutes of the Regular Committee of the Whole meeting held Wednesday, October 13, 1999 be received and the recommendations therein be adopted. 0 Carried. Carried. Motion No. 13 Moved by Hough, Seconded by Bell Be it resolved that we do now go In-Camera at 7:51 p.m. to discuss a personnel matter. Carried. Motion No. 14 Moved by Hough, Seconded by McConnell Be it resolved that we do now Rise and Report from In-Camera at 8:00 p.m. Carried. Motion No. 15 Moved by Bell, Seconded by McConnell Be it resolved that Confidential Report No. ADM99-79 by Jennifer Zieleniewski, CAO/Treasurer, re: Personnel Matter - Public Works: Water Technician be received and adopted. Carried. Motion No. 16 Moved by Bell, Seconded by McConnell Be it resolved that a By-law to accept an Easement over certain lands within the Township of Oro-Medonte be introduced and read a first and second time and numbered By-law No. 1999-112. Carried. That By-law No. 1999-112 be read a third time and finally passed, be engrossed by the Clerk, signed and sealed by the Mayor. 5 Carried. Motion No. 17 Moved by McConnell, Seconded by Hough Be it resolved that a By-law to confirm the proceedings of the Regular Council Meeting held on Wednesday, October 20, 1999 be read a first and second time and numbered By-law No. 1999-113. Carried. That By-law No. 1999-113 be read a third time and finally passed, be engrossed by the Clerk, signed and sealed by the Mayor. Motion No. 18 Carried.
