Mayor Ian Beard chaired the meeting.
Mayor Ian Beard opened the meeting by explaining to those
present that this Public Meeting was to receive public comments
with respect to a proposed Zoning By-Law Amendment, under
provisions of section 34, of the Planning Act. The applicant
has applied to rezone certain lands, Part Lot 28, Concession 4,
former Township of Oro, to rezone those lands as described from
a site Specific Natural Area (NA-1) Zone to the Natural Area
(NA) Zone. The purpose of the amendment is a condition of
consent by the Committee of Adjustment.
To date, the Council of the corporation of the Township of Oro-
Medonte have not made a decision on this application, other than
proceeding to this Public Meeting. Only after comments are
received from the Public, requested agencies and Township Staff,
within the appropriate time period, will Council make a decision
on this application.

Notice of the Public Meeting was mailed out on August 31, 1995,
to all property owners within 400 feet of the subject lands.
Mayor Beard then asked the Clerk if there had been any
correspondence received on this matter. The Clerk responded by
indicating that no correspondence had been received.
The Mayor then stated that those persons present would be
afforded the opportunity of asking questions with respect to the
proposed Amendment. He then turned the meeting over to the
Township Planner, Mr. Mark Stagg, to explain the purpose and
effect of the proposed Zoning By-Law Amendment.

Mark stagg:

Mr. Mayor, members of Council, the subject property is located
on the south side of Ridge Road in Concession 4. We have two
existing residential properties that front onto Ridge Road. The
parties there proceeded to the Committee of.. Adjustment to expand
the size of those lots at the same time that the main property
would also receive some of the subject land. The land at the
moment is zoned site Specific Natural Area (NA1) and in order to
accomplish the approval of the Committee of Adjustment it is
necessary to rezone it to Natural Area (NA). We are not, in
other words, seeing any additional lots created through this
rezoning but we are providing the rezoning so that we can expand
the lots.
There is a map at about page three of your documentation which
shows a NA shaded area and very simply the part at the north end
will get added into the two lots that you see facing on the
Ridge Road and part at the south end of that shaded area will be
added into that area that sort of has the label Lot 28 on it.
So it is really a technical rezoning rather than a matter of
anything else. Thank you.

Are any of the proponents present or would anyone like to speak
on their behalf?
David White:
Your Worship, my name is David White and I appear for Albikin
which is the applicant in this matter. Mr. Stagg has advised
Council and members of the public that this application is a
result of actually a series of Committee of Adjustment
applications where we are doing a number of boundary adjustments
for Mrs. Martha Billes who is the owner of Albikin. The
property that is in question, that is (NA1) , the 1 designation
in the NA zone is to permit a Boxing School. This was added on
the site as a special zoning prior to Mrs. Billes owning the
property and she objected. She was the neighbour at the time
and she objected to the Boxing School being established there
but the Township in its wisdom decided to allow the then current
owner to establish a Boxing School in a barn behind the house.

The property consists of a bungalow on the Ridge Road and then
the property falls away and there is a small barn, a new barn
structure in part of a larger area behind and that is to be
severed off and the other lands all being joined into the Billes
waterfront property which is a large waterfront property. So it
is really a boundary adjustment and consolidation of properties
and one of the conditions was that this Boxing School provision
be removed from this one property. The Boxing School hasn't
been there. I think it was a very short lived Boxing School, no
one really wants it and there were a number of people objecting
to it and this owner is turning the property back to its natural
area. Thank you.

What is the Billes

This is the original Billes property (indicated on map) here and
it goes up there. I believe this is also Billes property over
here. But the application involved this property and the shaded
subject property were I believe owned by Fudas and were acquired
by Mrs. Billes and we made an application .to take this surplus
property off here and join it onto the main waterfront property
so this is a very long waterfront property by itself with a
house just down at the water and then we are also taking a
certain block of this lot and joining it onto the Billes
property so the subject property will become a residential lot,
similar to the neighbouring two residential lots and there will
be a long narrow waterfront lot over here and the rest will all
be incorporated into the Billes waterfront property. We are not
creating any new lots. We are simply adjusting the boundary and
taking the surplus land off these two properties and adding them
to the Billes waterfront property.
The Committee of Adjustment granted the application subject to
the Boxing provision being removed from the subject property.
councillor cotton:
Thank you Mr. Mayor. Mr. White is the remainder of the property
being zoned Natural Area?
David White:
Yes. Everything will be zoned Natural Area once the subject
property is Natural Area 1 and if we take off the 1 which is the
Boxing School, then all of these properties are Natural Area.
councillor Cotton:
The residential lot,

Yes, the other property, absolutely everything is Natural Area.
One other point, I asked in my request with my application that
Council consider passing the By-law tonight. We are under a bit
of time constraint, the deeds must be stamped by the 27th of
this month to do this conveyancing if it to be permitted and it
is my understanding the Secretary of the Committee of Adjustment
will stamp the deeds and hold them during the Appeal period if
Council has passed the By-law. I realize that it is rather
unusual but I think this is a relatively insignificant rezoning
and I don't think there is anyone here that doesn't realize that
this is really a clean up zoning and so I would ask Council to
consider passing the By-law tonight to permit us to proceed as
authorized by the Committee of Adjustment.
councillor Dickie:
The reason for that is that it has just been inactive for a
time?
David White:
Lack of communication between myself and Mrs. Billes, she
actually resides, during the year, in Calgary and she forgot
about it and quite honestly, I forgot about it and all of a

sudden, a light turned on and so the bungalow on the remainder
should be a residential lot on the Ridge Road has been for sale
and has not yet sold.
Mayor Beard:
You are not creating a new lot but just putting the lot together
and taking some off and...
David White:
Just readjusting the boundaries.
There being no further questions or comments, when being called
for the third time, the Mayor in closing the meeting, thanked
those in attendance for their participation and advised that
Council would consider all matters before reaching a decision.
He then advised those present that if they wished to be notified
of the passing of the proposed By-law, they should leave their
name and address with the Clerk.
