A By-law to Amend By-law 2017-165 being to a By-law to Govern the
Proceedings of Council and Committees/Technical Support Groups
of Council in the Township of Oro-Medonte
(Procedural By-law)
Whereas Section 238(2) of the Municipal Act, 2001, S.O. 2001, c.25, as amended
states that every municipality and local board shall pass a procedure by-law for
governing the calling, place and proceedings of meetings.
And Whereas Section 238(2.1) of the Municipal Act, 2001, S.O. 2001, c.25, as
amended states that the procedure by-law shall provide for public notice of meetings.
And Whereas the Township of Oro-Medonte By-law No. 2017-165, being a by-law to
govern the proceedings of Council and Committees/Technical Support Groups of
Council in the Township of Oro-Medonte was passed under the authority of the
Municipal Act, 2001, S.O. 2001, c.25, Section 238(2).
And Whereas the Council of the Corporation of the Township of Oro-Medonte deems it
expedient to amend By-law No. 2017-165, as amended, so that Council may reflect the
current practices, procedures and statutory requirements of Council and Committees/
Technical Support Groups of Council as per Motion No. C201216-18.
Now Therefore the Council of the Township of Oro-Medonte hereby enacts as follows:
That Schedule "A" to By-law 2017-165 be amended as follows:
(i) Section 2, Notice of Meeting
That Section 2 a) be replaced with the following:
a) The Clerk or designate shall ensure that the Agenda, for each regular
meeting of Council and/or Committee, shall be distributed to Council up to
one day prior to, but no later than noon on the last business day prior to its
release to the public via the Township website by end of the last business
day of the week prior to the meeting. The posting of the Agenda on the
Township website shall constitute public notice of the meeting.
(ii) Section 4.3 Attendance
That Section 4.3.2 be amended to replace "In accordance with this by-law'
with "in accordance with the criteria set out in 4.3.1 above".
(iii) Section 13.1 Council Agenda
That Section 13.1 a) be deleted in its entirety and applicable items be
renumbered accordingly.
(iv) Section 13.1 Council Agenda
That Section 13.1h) be amended to add "Announcements" and applicable
items be renumbered accordingly.
(v) Identification from the Public of an Agenda Item of Interest
That Section 13.1 h) #9 and Section 14.9 be deleted in their entirety to be
reinstated in the order of the agenda once Council resumes in person
meetings.
(vi) Council Agenda / Committee Agenda
That Section 14.1 be amended to add a) as follows:
Land Acknowledgement
The Township of Oro-Medonte acknowledges that we are situated on the
traditional land of the Anishnaabek (A- nish- in- aa- beh) people, and
ancestral territory of the Huron-Wendat. The Anishnaabek include the
Odawa [Oh-DAH-wah], Ojibwe [O-jib-we] and Pottawatomi [boh-tah-WAH-
toh-mee] nations, collectively known as the Three Fires Confederacy. It
continues today as the home for diverse Indigenous Peoples including the
historic Metis Community in Penetanguishene.
The Anishnaabek people continue to have an enduring relationship with this
land, specifically the Chippewas of Rama First Nation, the Chippewa Tri-
Council and the Williams Treaties First Nations. The Huron-Wendat Nation
also continues to pay respect and protect their ancestors and heritage on
this land. We honour the Indigenous history and culture that has thrived for
millennia in this territory and the Treaties that bind us together as partners in
the spirit of a shared sustainable and prosperous future. We are all Treaty
People. Our commitment begins with acknowledging the Truth so that we
can move forward together towards Reconciliation.
(vii) Section 14.13 Announcements
That an additional Section 14.13 be added as follows and applicable items
be renumbered accordingly:
Announcements:
The Chair may call on members to state items related to events that are
taking place within their ward/municipality, i.e., community events and/or
Mayor events i.e. golf tournament, etc. The member of Council may state
the event noting date/time. There is no discussion/debate and any
Announcements will not form part of the minutes of the meeting.
2. This By-law shall take effect on the final passing thereof.
By-law read a First, Second and Third time, and Passed this 13th day of January,
2021.
