1. Call to Order - Moment of Reflection:
Mayor H.S. Hughes assumed the Chair and called the meeting to order.
2. Adoption of Agenda:

3. Disclosure of Pecuniary Interest:
Councillor DeSousa declared a conflict of interest on Item 4b) Recommendations of the
Development Services Committee meeting held on Wednesday, September 2 and
Thursday, September 3, 2020, (Item 7a) DS2020-104, Derek Witlib, Manager, Planning
Services re: Consent Application 2020-B-18 by Mark & Patricia Hershey, 14 Barrie
Terrace) as she is a very close neighbour of the subject property and she wished to
avoid any perceived conflict of interest by recusing herself. Councillor DeSousa exited
her seat and did not participate in the discussion or vote of this item.
Councillor Veitch declared a conflict of interest on Item 4b) Recommendations of the
Development Services Committee meeting held on Wednesday, September 2 and Thursday,
September 3, 2020, (Item 9a) DS2020-108, Derek Witlib, Manager, Planning Services re:
Zoning By-law Amendment Application 2019-ZBA-23 by Skyline Horseshoe Valley Inc., 1101
Horseshoe Valley Road West, Part of Lot 1, Concession 4 (Oro) Township of Oro-Medonte)
and Item 5d) By -Law No. 2020-096: A By-law to amend the zoning provisions which apply to
lands at Part of Lot 1, Concession 4 (Oro), Township of Oro-Medonte 2020-ZBA-23 (Skyline
Horseshoe Valley Inc.) as he received the original notice by mail to his home and recognize
the proximity to the abutting Skyline property and activities. Councillor Veitch exited his seat
and did not participate in the discussion or vote of these items.

and Item 5d) By -Law No. 2020-096: A By-law to amend the zoning provisions which apply to
lands at Part of Lot 1, Concession 4 (Oro), Township of Oro-Medonte 2020-ZBA-23 (Skyline
Horseshoe Valley Inc.) as he has a close relative within the area that the notification was
circulated. Mayor H.S. Hughes exited his seat and did not participate in the discussion or
vote of these items.

1. That DS2020-104, Derek Witlib, Manager, Planning Services re: Consent Application
2020-B-18 by Mark & Patricia Hershey, 14 Barrie Terrace be received and adopted;
2. That the Development Services Committee grant provisional consent to Application
2020-B-18 to permit the creation of a new lot consisting of a severed parcel having
an area of approximately 0.225 ha (0.56 ac.) and a frontage of approximately 35.8 m
(117.45 ft.) and a retained parcel consisting of a lot area of approximately 0.2464 ha
(0.61 ac.) and a frontage of approximately 35.8 m (117.45 ft.), subject to the
conditions as outlined in DS2020-104.
3. That the applicant be advised of the Council's decision under the Secretary
Treasurer's signature.

Horseshoe Valley Road West, Part of Lot 1, Concession 4 (Oro) Township of Oro-
Medonte be received and adopted.
2. That Zoning By-law Amendment Application 2019-ZBA-23, that would rezone the
subject lands from the Future Development Exception 67 (FD*67) Zone to the
Village One Exception 318 -Holding (V1 *318(H)) Zone on Schedule A15 to Zoning
By-law No. 97-95, as amended, be approved.
3. That the required Holding (H) Provision not be removed from the zoning of the
subject lands until such time as the appropriate Site Plan is approved by the
Township, the related Site Pan Agreement is registered and the Township has
received the securities identified in the Site Plan Agreement.
4. That the appropriate draft Zoning By-law Amendment be brought forward for
Council's consideration.
5. That the applicant be advised of the decision under the Director, Development
Services' signature.

39 of the Planning Act, R.S.O. 1990, c.P.13, as amended Roll # 4346-010-012-3440.
b) 2020-084: A By-law to amend the zoning provisions which apply to lands at West Part of
Lot 7, Concession 5 (Medonte) Township of Oro-Medonte, 2020-ZBA-09 (Breen).
