4. Disclosure of Pecuniary Interest:
Councillor DeSousa declared a conflict of interest on Item 7a) DS2020-104, Derek
Witlib, Manager, Planning Services re: Consent Application 2020-B-18 by Mark &
Patricia Hershey, 14 Barrie Terrace as she is a very close neighbour of the subject
property and she wished to avoid any perceived conflict of interest by recusing herself.
Councillor DeSousa exited her seat and did not participate in the discussion or vote of
this item.
Councillor Veitch declared a conflict of interest on Item 9a) DS2020-108, Derek Witlib,
Manager, Planning Services re: Zoning By-law Amendment Application 2019-ZBA-23 by
Skyline Horseshoe Valley Inc., 1101 Horseshoe Valley Road West, Part of Lot 1,
Concession 4 (Oro) Township of Oro-Medonte as he received the original notice by mail
to his home and recognize the proximity to the abutting Skyline property and activities.

Dianne Pitt provided opposition comments with respect to the number of parking
spaces, exhaust fumes and potential oil leakage, overall property appearance, the
nearness of the garbage bin to her window with respect to smell, rodents, type of
enclosure, noise, traffic concerns, well concerns, supply and quality of water, type of
residents that potentially will occupy units, low cost development, snow removal
concerns, property value concerns. Additional comments were provided regarding
snow removal concerns in the parking spaces and near her side yard and the affect on
her well, privacy fence comments to minimize noise in parking area, the potential
number of vehicles entering the front of property and application is not appropriate for
the area.

Alexander Rau provided comments regarding environmental concerns and impact of
development of wetlands, setting precedence, and consequences if the property is sold,
Nottawasaga Valley Conservation Authority (NVCA) comments are outstanding and would like
to hear their comments first and notices sent out and circulation list.
Matt Strickland provided opposition comments, background comments regarding the Bachly
subdivision, parkland and conditions on the open space, recommend deferral by staff report,
doesn't fit into Township's Official plan, the value of green space, privacy concerns, doesn't
want development on the property, lives on other side of pond, has a direct line of sight, size of
the properties, application is not a shed as it is a large structure, wildlife concerns and natural
habitat, dedicated natural path comments, applicant has numerous other lots to build that do not
affect anyone, notices sent out and circulation list, and he bought the property due to the Open
Space zoning.

and an area of approximately 30.6 hectares (75.6 acres) to be added to the property
located at 184 15/16 Side Road East, subject to the conditions as outlined in
DS2020-094 as amended to add the following condition "That the applicant submit,
to the satisfaction of the Chief Building Official, a site plan identifying all sewage
