Carried ,I - 3 - MOTION NO. 3 Moved by Burton, seconded by Crawford Be it resolved that the accounts presented for the period ending Monday, February 4, 1991, in the amount of $102,811.28, plus payroll for the period ending Thursday, January 24, 1991, in the amount of $36,231.37, accordance with the computer print-out presented to Council, be approved for payment. Carried., MOTION NO. 4 Moved by Crawford, seconded by Burton Be it resolved that the Road expenditures for the period ending Monday, February 4, 1991, be accepted as presented, and further, the Treasurer be authorized to issue cheques in the amount of $53,857.83. Carried ,iMOTION NO. 12 Moved by Crawford, seconded by Burton (Be it resolved that the Simcoe County Study Committee be advised that the Township of Oro feels strongly about speaking for a one hour period on February 15, 1991, in order to adequately state thei7 concerns of a Restructured County; fifteen minutes is not sufficient time to make this presentation. Carried,!, MOTION NO. 14 Moved by Burton, seconded by Crawford Be it resolved that the correspondence from the Township of orillia� addressed to Simcoe County Study Committee with regards to the proposed County Restructuring, be received. ,I MOTION NO. 15 rluvtzu by Burton, seconded by Crawford Be It resolved that the correspondence from the Township of Medontel ,with regards to the Township of Oro's Assumption of the Horseshoe ,Walley Water System, be received and referred to the i'Administrator/Clerk and the appropriate Municipal officials to be ,discussed at a meeting to be held with representatives from the Township of Medonte on Wednesday, February 20, 1991. Carried, - 5 - MOTION NO. 16 Moved by Burton, seconded by Crawford Be it resolved that WHEREAS, "National Wildlife Week" was created an Act of Parliament in 1947 to create awareness about the importance of wildlife conservation in Canada; and, WHEREAS, the Canadian Wildlife Federation hopes that "National Wildlife Week" will increase participation at a community level in active conservation; and, WHEREAS, conservation of wildlife habitat is necessary to ensure th continued survival of Canada's plants and animals; and, WHEREAS, wildlife belongs to all people and should be conserved for the benefit of future generations; and, WHEREAS, the theme chosen for this year's National Wildlife Week is "Water: A Mainstream Issue for Wildlife" which focuses on the need to take action to conserve Canada's aquatic wildlife resources; NOW THEREFORE, I, Robert E. Drury, Reeve, Township of Oro, do hereb', proclaim the week of April 7-13, 1991, as "National Wildlife week" in the Township of Oro, and urge all citizens to participate in initiating projects which will improve wildlife habitat in Municipality. Carried MOTION NO. 17 Moved by Burton, seconded by Crawford Be it resolved that the Thank you Letters from Mr. and Mrs. Alan ,Lapp and Ms. Kay Vokes, concerning their appreciation for the actions of the Oro Fire Department, be received and Council's appreciation passed on to the Fire Department. Carried) iMOTION NO. 18 Moved by Burton, seconded by Crawford 'Be it resolved that the correspondence from Ron Watkin of Ainley and iAssociates re: Bilnia Investments, be referred to the next ;Committee of the Whole Meeting, and further, that the proponents be ,notified that the issue will be discussed then and a copy of the report sent to them in the immediate future. Carried MOTION NO. 19 'Moved by Burton, seconded by Crawford Be it resolved that the correspondence from Alf Jenkins, Executive Director of the Ontario Sailing Association, concerning the Overhea( Hydro Power Lines is the proximity of the 9th Line Boat Launching Facility, be received and referred to the Public Services Administrator for a report back to Council at the earliest possible date with the estimated cost to bury the lines. Carried, - 6 - NOTION NO. 20 Moved by Crawford, seconded by Burton [Be it resolved that the Confidential Correspondence from Lorne jBorgal, President and Chief Executive officer of Horseshoe Resort iCorporation, be received, and further, the Administrator/Clerk ,instruct the Treasurer to Release the Letter of Credit as outlined in the resolution adopted by Council at a Special Meeting held December 13, 1990, and further, the Corporation of the Township of Oro directs the Administrator/Clerk to advise Horseshoe Valley Resort Corporation that the Corporation of the Township of Oro will accept the terms of payment with regards to Lot Levies and 1990 Property Tax as outlined in their Letter dated January 31, 1991, with the exception of Business Taxes which must be paid prior to th end of March 1991, and further, the development costs be included i� these payments. carrieda MOTION NO. 21, Moved by Burton, seconded by Crawford Be it resolved that Report No. 91-03 of the committee of the Whole Meeting held on Monday, January 28, 1991, and the recommendations contained therein, be adopted as printed and circulated. MOTION NO. 22 Moved by Crawford, seconded by Burton Be it resolved that Report No. 91-04 of the Special Committee of the Whole Meeting held on Tuesday, January 29, 1991, and the recommendations contained therein, be adopted as printed and circulated. Carried. MOTION NO. 23 Moved by Drury, seconded by Crawford I Be it resolved that WHEREAS, the Corporation of the Township of Oro is concerned with the protection of trees and wood lots within its geographical boundaries; and, WHEREAS, there have been several recent examples of wanton destruction of mature trees in anticipation of future development; and, WHEREAS, the Province of Ontario have not provided local municipalities with sufficient authority to prohibit, restrict and regulate the destruction and removal of trees on private lands, either through the Municipal Act. R.S.O. 1980. c.302 or the Trees AQUP D.U. 3.783v C*.L.. allu, WHEREAS, mature trees cannot be easily replaced and form part of oul Acommunity's heritage; NOW THEREFORE, BE IT RESOLVED THAT, the Province of Ontario be requested to pass legislation which would enable municipalities to pass and enforce Tree By -Laws which would address the prohibition, ;restriction and regulation of tree removal and destruction on private property; and, FURTHERMORE, that the Province of Ontario be requested to provide authority to municipalities to regulate the planting and preservation of trees through Subdivision Agreements. Note: Discussion took place on the above motion but no vote was 1 taken. The motion was withdrawn and the following motion put forward 7 MOTION NO. 23 (Moved by Drury, seconded by Crawford l�Be it resolved that the resolution concerning amendments to iProvincial legislation to allow better control over the cutting of trees and clearing of woodlots, be referred to Committee of the Whole for further discussion. Carried. iMOTION NO. 24 Moved by Crawford, seconded by Burton Be it resolved that a By -Law to Amend the Procedural By -Law for the Township of Oro be introduced and read a first and second time and numbered By -Law No. 91-13. Carried, THAT By -Law No. 91-13 be read a third time and finally passed, be engrossed by the Clerk, signed and sealed by the Reeve. Carried, MOTION NO. 25 Moved by Burton, seconded by Crawford Be it resolved that a By -Law to Confirm the Proceedings of Council be introduced and read a first and second time and numbered By -Law No. 91-14. Carried, THAT By -Law No. 91-14 be read a third time and finally passed, be engrossed by the Clerk, signed and sealed by the Reeve.
