Speed Limit Review — Various Locations be received and adopted.
2. The speed limit on specified road sections be amended as recommended in OCS2020-10.
3. The Clerk bring forward the amended By-law for Council's consideration;
4. Staff continue to work with Ontario Provincial Police to facilitate proactive speed
enforcement in priority locations.
5. The additional locations for speed limit assessment as identified in OCS2020-10 be
reviewed and recommendations forwarded to Council for consideration.
6. Staff report back on traffic calming options for Line 15 North from Hwy 12 to Bass Lake
Side Road.
7. Staff report back to Council on road standards and policy considerations for roadway
safety through the Road Network Plan.
8. That considerations for dynamic speed control signs and traffic calming measures be
reviewed and considered during the 2021 budget considerations.
9. And further that staff bring forward a terms of reference to establish a working group to
develop strategies for public education and speed reduction on Township roads for
Council's consideration.

Draft Motion:
Whereas Council endorsed Motion No. C20031 1-11 at their March 11, 2020 meeting
that included an acknowledgement that "Whereas the SSEA has indicated that the
Province is likely to fund about $10,000 of Municipal Share - Operations funding for
source water protection (which would reduce their Municipal Share — Operations
funding requirement to the $92,000 range)".

Whereas the Township of Oro-Medonte has been advised by the SSEA in a
memorandum dated May 14, 2020 that the 2020 SSEA budget request of $9,095 for the
Drinking Water Source Protection (DWSP) program from the Township, remains
outstanding, due to the expected funding from the Ministry of the Environment,
Conservation and Parks, not being provided, despite ongoing negotiations.
Whereas the Drinking Water Source Protection (DWSP) program and funding is critical
based on regulatory requirements of the Clean Water Act being met, in order for
drinking water systems to be in compliance and provide municipal drinking water.
Whereas it has been confirmed by the SSEA that the bulk of the SSEA DWSP work
load in 2020 is focused in the Township of Oro-Medonte to update water systems,
including in Braestone, Maplewood, Horseshoe Highlands, Robincrest, and Craighurst,
using the $9,095 funds for dedicated, full time staff coverage.
Now, therefore be it resolved
That the 2020 budget contribution from the Township of Oro-Medonte to SSEA be
amended as follows:
That the $92,427 for SSEA Municipal Share -2020 Operations (that includes one-time
funding allocations totalling $ 23,964) be increased for 2020 by $9,095 to cover the
Drinking Water Source Protection (DWSP) amount; and
That in the event the Ministry of Environment, Conservation and Parks (MOECP)
ultimately provides the funding to the SSEA that the Township of Oro-Medonte requests
the SSEA to provide a reimbursement of the $9,095 to the Township.
