TAKE NOTICE that the Council of the Corporation of the Township of Oro-Medonte will hold a Public
Meeting on Monday, February 16,2004 at 7:00 p.m. in the Municipal Council Chambers. The purpose of
the public meeting is to obtain public comments on a proposed amendment to the Zoning By-law, under
Section 34 of the Planning Act, RS.O. 1990 c.P. 13. and a proposed Plan of Condominium.
THE PURPOSE of the Zoning By-law Amendment would rezone the lands,described as Concession 3,
Part Lot 1 (formerly within the Township of Medonte). The subject land is proposed to be rezoned from
the Future Development Exception Sixty-seven (FD*67) Zone to a Site Specific Residential Two (R2)
Zone. The rezoning would allow the development ,of a condominium corporation for 24 town~home
" residential units within the Horseshoe Resort Village Designation. , ' '
IF APPROVED, the proposed zoning amendment would, allow for development in accordance with the
, . provisions of the Residential Two (R2) Zone as noted in Zoning By-law 97~95.' " " ,

TAKE NOTICE that the'Township of Oro-Medonte ,Planning Department has received an application for a '
Plan of CondoIIliniuni for Concession 3 ,Part Lot 1 (formerly within the T ownslÌip of Medonte) as shown on
the key map' provided. The proposed Plan of Condominium would inClude 24 multiple attached residential
dwellings. These lands are within the Horseshòe Valley Settlement Node Boundary and are intended to be
serviced by municipal water and the existing Sequential Batch Reactor for sanitary, sewage purposes.
The lands subject to the application for the Plan of Condominium are shown on the key map provided and a
copy of the' proposed plan of condominium is attached for review. The subject property is also subject to a
proposed zoning by-law amendment application (File No. P-157/03). '

Thank you for circulating the above noted applicatiol1 to the County of Simcoe for review.
Staff has completed the review and will require the site plan be revised to correctly identify the
proposed access location faf the development. Further to the County's comments on Committee
of Adjusnnent Application 824/03, staff received a revised key plan for the access easement
Please see attached.
In accordance with the revised agreement between the County of Simcoe and Horseshoe Resort
Corporation, the proposed development does not trigger any road improvements to County Road
22.
Please forward a revised site plan to the County of Simcoe for approval.

Thank you for circulating the above noted applications to the County of Simcoe for review.
The proposed plan of CondomIniums on the key map continues to illustrate the incorrect access location
to the condominium site. Staff has no objection to the approval of the above noted applications provided
the access location on the key map is noted as incorrect and amended.
Please be advised that an error was made in the County's letter of January 7, 2004 and the above noted
development triggers the requirement for improvements as outlined in condition 5 of the revised
agreement.
Condition 5 states "The parties agree that the underground works required for Ille trllffic stgnills IlS set

RE: Review of Horseshoe Highlands Functional Servicing Report
Dear Nick:
I have reviewed the Functional Servicing Report (URS) and the
Hydrogeologic/Geotechnical Investigation and Slope Stability Assessment (Terraprobe,
July 2003). This information addresses servicing issues related to the servicing for 24
residential units (4-unit townhouses).
The facilities are planned for a small block (0.9 hectares) located north of Horseshoe
Valley Road near the Heights of Horseshoe Ski Resort. The facilities are one of the
components described in the Horseshoe Valley Comprehensive Development Plan
(CDP), and represent one of the earlier developments planned for construction.
The facilities will be fully serviced by extensions of the existing Horseshoe Valley
systems for both potable water (Zone 1) and the sewage system. The URS report
indicates that the planned expansions fall within the capacity of the current systems. As
such, the hydrogeological impacts are within the existing / future impacts considered for
the overall system.
The proposed facility is outside of the area indentified as the main recharge zone for the
Oro Moraine. The shallow boreholes drilled under Terraprobe's direction indicate that
the shallow soils are primarily sand and an aquitard was not encountered in any of the
boreholes. Terraprobe refers to Horeshoe Well #3 (part of the potable water system) as
having SOm of glacial till, but do not provide a cross-section. Infiltration rates are
expected to be high (due to the sands and as shown by the low moisture contents
observed). Terraprobe indicates that existing infiltration rates will be maintained by the
use of perimeter drainage swales and stormwater management techniques. No details are
provided, although this is a reasonable expectation given the small size of the property.
With the detailed design, it would be appropriate to ensure that infiltration is

supplemented by approximately 1,200m3 jyear, which is a ballpark estimate of the
infiltration loss due to hard surface creation.
We agree with URS and Terraprobe that the hydrogeological impacts for this proposed
development are minimal and fall within those considered in the CDP. As we
commented on with the CDP, a detailed hydrogeological evaluation of cumulative
impacts is warranted before the total water consumption in the Coldwater River
watershed reaches 1,077,000 m3jyear. This value includes existing uses plus an
allocation of275,000 m3jyear. If there are any questions or comments, please call me.
