Motion No. C200311-2 Moved by Scott, Seconded by Keane Be it resolved that the draft minutes of the Special Council meeting held on Monday, February 24, 2020; and Council meeting held on Wednesday, February 26, 2020 be received and adopted as printed and circulated; And that the draft minutes of the Heritage Committee meeting held on Monday, February 24, 2020 be received. That, per Motion No. HC200224-3 of the February 24, 2020 Heritage Committee meeting, the request from the Oro Agricultural Society (OAS) for an opportunity for the Oro-Medonte Heritage Committee to work with the OAS in partnership to preserve and provide a permanent display area for the agricultural (etc.) history of Oro-Medonte be approved. 2. That the Township of Oro-Medonte Council and Heritage Committee supports the OAS in their grant application to the County of Simcoe Tourism. 3. That OAS be advised of Council's decision under the Planner's signature. Carried. Motion No. C200311-4 Moved by Keane, Seconded by Scott Be it resolved 1. That, per Motion No. HC200224-8 of the February 24, 2020 Heritage Committee meeting, the offer for services from Robert Stewart, University of Houston re Oro African Methodist Episcopal Church be respectfully declined. 2. Motion No. C200311-5 Moved by Veitch, Seconded by Greenlaw Be it resolved 1. That POL-HS-2-01-01, as amended, be enacted effective immediately. 2. That the Mayor, CAO and Senior Management Team sign the 2020 Corporate Health & Safety Policy Statement to be posted in all work areas of the Corporation. 3. That RFQ OCS2020-8 Supply and Delivery of one (1) Asphalt Hotbox be awarded to Jade Equipment Company Ltd. in the amount of $45,900 plus HST. 3. That the Director, Operations and Community Services be authorized to execute the appropriate agreements on behalf of the Township. 4. That OCS2020-9, Justin Metras, Manager, Infrastructure and Capital Projects re: Award of Tender OCS2020-12 — Culvert 22 Replacement be received and adopted. 2. That Tender OCS2020-12 — Culvert 22 Replacement be awarded to Todd Brothers Contracting Ltd in the amount of $627,717.55 plus HST. 3. That the projected project budget variance be managed as part of the 2020 roads construction project portfolio so as to avoid any negative year end budget impact. 4. That a portfolio variance update be provided at the July/August Council meeting. 5. That the Director, Operations and Community Services be authorized to execute the appropriate agreements on behalf of the Township. 6. That the correspondence dated February 19, 2020 from Bike Balkanci, Director, GTA West/Niagara, Enbridge Gas Inc. re: Natural Gas Expansion Program Update be received. 2. That Council of the Township of Oro-Medonte acknowledges that the current natural gas expansion model places rural municipalities at a disadvantage due to lower property densities. 3. That communication be sent, under the Mayor's signature, to the County of Simcoe requesting their support and advocacy with the Provincial Government and the Natural Gas Companies regarding the need for changes to the expansion model. Carried. 16. Notice of Motions: a) Brought by Councillor Veitch, February 19, 2020 re: Severn Sound Environmental Association (SSEA) 2020 Oro-Medonte Budget Allocation Amendment. Notice of Motion for February 26, 2020 Council meeting To be dealt with at the March 11, 2020 Council meeting Draft Motion: "Whereas the Township of Oro-Medonte has been advised in writing by the SSEA and SSS that the SSS and SSEA have merged and the SSS is now part of the SSEA. Whereas the SSEA requires flexibility in their use of the Township of Oro-Medonte 2020 funding contribution, with a priority on meeting their Municipal Share — Operations for 2020 requirement, to sustain and continuously improve their front-line environmental services operation to municipalities. Whereas all the other municipalities on the SSEA board have indicated they will be meeting the requested Municipal Share — 2020 Operations funding requirement asked of them. Whereas the SSEA has indicated that the Province is likely to fund about $10,000 of Municipal Share - Operations funding for source water protection (which would reduce their Municipal Share — Operations funding requirement to the $92,000 range). Now, therefore be it resolved That the 2020 budget contribution from the Township of Oro-Medonte to the SSEA be amended as follows: $92,427 for SSEA Municipal Share -2020 Operations (that includes one time funding allocations totalling $ 23,964); $ 5,239 for Municipal Drinking Water Source protection Risk Management Services; Totalling $97,666."
