1. Call to Order - Moment of Reflection:
Mayor H.S. Hughes assumed the Chair and called the meeting to order.
2. Adoption of Agenda:
a) Motion to Adopt the Agenda.

Be it resolved that the agenda for the Special Council meeting of Friday, March 13,
2020 be received and adopted;
That the correspondence dated March 12, 2020 from Dave McNabb re: Item 6b) be

4. Closed Session Items:
a) Motion to go In Closed Session.

Be it resolved that we do now go in Closed Session at 1:40 p.m. to discuss
• solicitor -client privilege (Water/Waste Water Servicing).
Carried.
Council and staff relocated to the Neufeld Room for Closed Session Item 4c) and relocated
to the Chambers to Rise and Report.

Zone 1 Water Integration Update.
A PowerPoint presentation was presented.
Council consented to allow John Thornton to provide comments.

Environmental Services re: Zone 1 Water Integration Update be deferred to the March
25, 2020 Council meeting.

a) DS2020-33, Todd Weatherell, Intermediate Planner re: Cannabis Production &
Processing Provisions Status Update.

Be it resolved that Motion No. C190814-23 of the August 14, 2019 Council meeting be
amended to add
"3. That Option #2 be limited to IR and ED lands only in addition to the prescribed setbacks as
determined by staff."

Be it resolved
1. That DS2020-33, Todd Weatherell, Intermediate Planner re: Cannabis Production &
Processing Provisions Status Update be received.
2. That Motion No. C190814-23 of the August 14, 2019 Council meeting be amended to
add:
"3. That Option #2 be limited to IR and ED lands only in addition to the prescribed
setbacks as determined by staff."
Unanimously Carried as Amended.
7. By -Laws:
a) 2020-010: A By-law to Provide for Remuneration and Expenses for Members of Council
and Council's Appointees to Local Boards and Committees/Technical Support Groups,
and Expenses for Employees, and to Repeal By-law Nos. 2019-005 and 2019-099
(Remuneration and Expenses By-law).

Be it resolved that By -Law No. 2020-019: Being a by-law to confirm the proceedings of the
Special Council meeting held on Friday, March 13, 2020 be read a first, second and third
