Re: Zone 1 Water Integration
Dear Council and Deputy Clerk:
We are writing to respond to the planned pricing of the Zone 1 Integration and are requesting,
a public interactive session be planned and residents receive notice of this session, as per
Motion No. SC191106-
Township Fees and Charges By-Law, to be adjusted or confirmed after the Township residents
The public interactive session should be prepared to respond to the following concerns, along
with any others posed at the session:
1. Zone 1 integration Implementation pricing is not fair to existing users. These users have
paid into a reserve fund over many years to cover upgrades and maintenance with
nothing to show for their investment. These users are now being asked to pay for these
upgrades at the same level as new development.
2. Existing and proposed user billing far exceeds other municipalities already, at 164% of
the average of 7 surrounding like size municipalities and users have little opportunity to
mitigate their billing as the vast majority of their bill are fixed charges. This billing
practice puts the area at a distinct disadvantage in trying to attract new private
investment and job creation relative to nearby communities.
3. The current billing methodology does not favour conservation (70% fixed/ 30% variable
charges), ignoring the fact that conservation would help to mitigate expansion required
to service growth.
The Township appears to be assuming old zone 1 infrastructure with no apparent transfer of
accumulated reserves from Skyline
Thank you for your time,
Linda Myles, President
