Vasey United Church supplies water to the Vasey Park under an agreement with the Township and the
Church. As you may be aware, under the new Ontario Drinking Water Regulations, the church must come
into compliance with some of these rules before the end of this year.
We have some suggestions that we would lay before council, if you could arrange a time for us to appear
and make a presentation.
The changes to the CUITent supply agreement win involve some new costs. It is important to discuss a few
options prior to the Township finalizing their budgets.

SUBJECT: Taxation of Maple syrup producers
Please be advised that the change in assessment designation of maple syrup producers from
agricultural to industrial is consistent with the recommendations of the Property Assessment and
Classification Review Report submitted by Marcel Beaubien MPP to the Minister of Finance in
the Fall of 2002. Please find attached the recommendations relating to farm buildings.
Please note that the change in assessment from farmland to industrial would apply only to the
buildings or portions of buildings being used to convert a raw product into a finished product.
Please find below an example of the tax impact of the change in designation from farmland to
industrial of a building located in Oro-Medonte valued at $30,000.

The concept of assessing value-added farm activities as industrial would be consistent with the
treatment of non-farm value added activities. However, it must be remembered that many of
these other activities such as artisans are struggling with the tax burden of being treated in the
same manner for property tax purposes as large industrial facilities. Municipalities are concerned
with the long-term sustainability of many ofthese small operations.
We respectfully suggest that any change in the assessment treatment of farm value-added
activities should be delayed until they can be implemented in conjunction with changes in the tax
class structure. Specifically, a small industrial class should be created that would be taxed at the
same level as residential properties. In our example, the change in taxes would be 75% or
230.79.

Property Assessment and Classification Review
More specifically, it was propo'sed that crop yields be used to measure the productive capacity offarm lands across
the province, and that these measures be used.as the basis for assessing farm properties.
Recommendation:
Itis recommended that changes not be made to the method of assessing farm land
at this time. It is believed that MPAC's current assessment methodology - which
takes into accountsuch variables as soil quality, drainage, mineral composition, and
climate zones - does reflect the productive capacity of farm land.
In making this recommendation, regard is given to the underlying premise of the
assessment system which is to establish the value of real estate, not to establish the
value of a business activity based on the number of units sold each year.
It is recommended that MPAC develop a test to isolate farm lands within urban
shadows to ensure that their assessed values are not higher than the assessment
rate per acre for similar lands outside the urban shadow area.
For example, a 20km radius around major urban centres could be deemed as the
shadow area. The assessed value offarm land within this area should not exceed the
assessment rate per acre for similar quality lands within a defined radius outside the
area.
It is recommended that MPAC develop a farm assessment education and training
program to address the concerns of the farming community that farmer-to-farmer
sale prices do not reflectthe productive capacity offarm lands.

Farm Buildings
A complex series of issues was raised in connection with the assessment and tax treatment of buildings that are used
for.farm-related activities.
Although many people think of farming as the growing and harvesting of crops or the raising of livestock and poultry,
there are many additional activities that occur prior to the delivery of farm products to the consumer.

The spectrum ofactivities that OCCllr in conjunction with farming were grouped, for the sake of this discussion, into
the following categories:
"primary agricultural production" - this term is used to refer to the first and most fundamental stage of
agricultural production involving such activities as growing and harvesting crops, and breeding and raising
livestock and poultry;
..
"value-retention . activities" - this term is used to refer to activities which move a step beyond primary
agricultural production to perform some processing of the farm product without changing the nature of the
product and which are necessarytopreserve farm products for market (for example, cleaning, sorting, and
storage);

"value-added activities" -this term is used to refer to activities which utilize farm products to create a new
product, such as turning apples into apple pies, and this phrase is also usedto refer to the retail sale of farm
products.
Since 1998, land used for primary agricultural production has generally been assessed and taxed at farm rates, while
properties used for value-added activities have generally been assessed and taxed at commercial or industrial rates.
Properties used for value-retention activities have been treated inconsistently, depending upon whether the activities
are conducted on the same parcel of land as primary agricultural production, depending upon the ownership of the
property, and depending upon the assessor's interpretation of the nature of the activity.
The current lack of consistency in the treatment offarm activities is largely a result of a lack of clarity in the governing
legislation. Under the Assessment Act, property that can be characterized as "farm land or buildings used only for
farm purposes" is assessed at farm rates. However, the Act does notdefine "farm purposes". Therefore, it is left to
the discretion of the assessor to decide whether a particular activity is for farm purposes or whether it goes beyond
farm purposes to the point of being "producing or processing anything" within the meaning of the definition of the
industrial property class.
Priorto the reforms of 1998, properties in most regions were assessed and classified based on their predominant use,
even if there was more than one activity on the property. Under the current system, where portions of a property are
used for different activities, assessors must apportion the total assessment ofthe property among the various classes
according to the distinct uses on the property. The new approach is more equitable because it taxes properties
according to their actual use; however, it has led to the need for assessors to categorize the different activities that
take place on farms.
The overriding message that was conveyed during the consultations is that the farming community and municipalities
would like to see clarity, consistency and equity brought to the property tax treatment of farm operations. There also
appears to be a particular sentiment that family farms are an integral part of our agri-food sector and they must be
supported to ensure that Ontario residents continue to receive high quality food at reasonable and affordable prices.
In order to achieve clarity and consistency, it is necessary to establish rules that will have province-wide application.
In doing so, it is recognized that some farmers may experience tax changes (increases or decreases). Such changes
are inevitable if the ultimate goals of equity and consistency are to be achieved.

farm products to create a new product, and this phrase is also used to refer to the
retail sale of farm products and equipment.
Such activities could attract commercial or industrial classification. For example, a
store located on a farm that sells produce grown on the farm would be included in the
commercial class, and a manufacturing facility that produces wine from grapes
grown on the farm would be included in the industrial class.
To maintain the commitment that was made by the Province in the 1997 Ontario
Budget, it is recommended that the land underneath value-added buildings on farm
properties be assessed at farmland rates (while the buildings would be assessed at
commercial or industrial rates). .

The subdivision agreement with respect to Plan M-746, Forest Hill, off Line 1 North below the 15/16
Sideroad was registered in April, 2003. Through this subdivision agreement the Township obtained a
parkland dedication (Block 16, Plan M746). This parkland block is currently zoned Rural Residential
(RUR1) in Zoning By-law 97-95, as amended, which would permit the construction of a single
detached dwelling on the property. Block 16 has a total lot area of 0.84 ha (approximately 2 ac). A
map of the subject land is attached for Council's information.
ANALYSIS:
In July of 2003, the Township received an offer of purchase for Block 16, Plan M-746, from Terra
Ridge Developments Inc., the original developer of the Forest Hill subdivision. Since that time the
Township has acquired lands at the 4th Line (Guthrie) to be developed for future recreational needs.
Staff therefore recommends that Block 16, Plan M-746 be sold and that the proceeds from the sale
be deposited to the Recreational Parkland Reserve, pursuant to the Planning Act.
In accordance with By-law 2003-125 - Sale of Land, the procedure includes:

. Approval of listing amount by Council (approval granted)
. Notice of the intended sale in the newspaper

RE: Speed limit on paved section of Line 12 North
Dear Mayor & Council,
Approximately 10 years ago, the Ravines ofMedonte subdivision was started and as part
of that subdivision, four homes were built on Line 12 North between Mt. St. Louis Road and
Highway 12. At that time, a section of Line 12 North was paved as part of the subdivision
agreement.
The speed limit on this section of Line 12 North has remained at 80km/h despite the'
homes, the pavement, the slope of the land, and the location of three other homes on the same
stretch of road.
Vehicles on this stretch of the road consistently exceed the current un-posted 80km/h
limit, despite the presence of kids playing, people walking, and the hidden driveways (due to the
hill) .
As noted, four of the homes are considered part of the subdivision, and as such, this
section of road should have been reduced to 50km/h many years ago. Since this has not been
done by the municipality despite some casual discussion with previous councilors, we, as those
families living on the said stretch of road, formally request that the speed limit be changed to
50km/h and be posted immediately.

Never In the 40 y..... that I have lived here have I ever le.n the winter
roads In .uch a .tate. The are not being plowed until w.lllnto the day.
and at one tlm. the plows cam. through then the school bu.... now
Its the school bu... and then the plows.
The banks have not b..n winged back, and at the come,. you have a
road block to try and g8t through to get to the 10th line.
We have gone for up to two days before we even saw a plow when an
the snow was falll...... I know we are only one area In the va.t
OrocMedonte, but I f.el that It Is something that we pay for In our
taxes and this year we are not getting our money worth.

Will you please explain to me why I am paying for the use of the park
and the pavilllon and I am made to understand that we were given the

Dear Mr. Craig,
On behalf ofthe Community Task Force for Physician Recruitment, congratulations on
your re-election as Mayor. We wish to extend our deepest appreciation to the council of
Oro-Medonte for the generous contribution to the physician recruitment initiative in our
community.
We have had much success in the last year, bringing sixteen new physicians to our
community in the following specialties: family medicine, paediatrics, psychiatry,
urology, radiology, emergency medicine, gastroenterology, hospitalist medicine,
dennatology, and obstetrics.
We have also provided community tours for fifty-five physicians and their families. Each
tour is modified to fit the needs ofthe candidate. Just last month, we had a family
physician tour our area with a great interest in practicing at the Valley Road Health
Centre.
In addition to our recruitment success, we have also developed an enjoyable teaching
experience for medical students and residents. We encourage all medical students and
residents to experience what our area can offer including skiing, mountain biking, golf,
arts, and the beautiful residential areas throughout our communities. We have had great
success with this program, seeing many residents return to practice and live in this area.
This program is successful because of the enthusiasm of our physicians and the
availability of funds through our physician recruitment program.

Another one of our recruiting strategies is to attend physician recruitment tours
throughout the year. We travel to many medical schools in and out of province with a
tradeshow display, highlighting the amenities of our community. Weare working with
various members of your area to prepare a 7' x 3' banner displaying graphical images of
the Township of Oro-Medonte. These visually appealing banners will showcase our
entire community.

We hope we can rely on your continued support, now and in the future. We formally
request your township's financial contribution in the amount of $15,000 for each year of
a three-year commitment. Your support will greatly assist our efforts and help to ensure
quality health care is maintained throughout our communities.

)n Sunday, September 28th., at our Open House, when we were celebrating our new look as a result ofthe
enovations, thanks to our receiving a Trillium Grant, I talked with You, Mayor Craig and also Councillors
lough and Hughes about starting a Skating Rink for the Kids in the Community.
)ur plans were to put it were the Horseshoe Pits are. The Legion had a Rink in that area in the early
ighties. When we inquired about Insurance, we were told that they were not interested in even giving us a
!uote.
~t the recent Parent and Teachers Pasta Nite held in the Legion Hall, it was suggested by more than one
nterested Parent, that we should contact Council Members to see if we might work together to get a Rink
~stablished. The IlI'st hurdle to overcome is Insurance.
'Ne were wondering if it would be possible to include a Rink on Legion Property on the Townships
nsurance Policy? Another idea we had was, leasing the area in mind to the Township for $1.00 until the ice
nelts.
\. Skating Rink in Warminster would certainly be a benefit to the Community. We understand that there is
me in Moonstone and also Shanty Bay. .
We would appreciate Council giving this their immediate attention. The ice will soon be melting.

The YMCA of Simcoe/Muksoka, Barrie YMCA is proud of it's longstanding relationship with the Township
of Oro-MedontE!. For the upcoming 2004 summer season, the Barrie YMCA requests permission to
conduct a Day Camp program on the ground of Oro Memorial Park located between the 7th and 9111 lines of
Oro. In 2003 we successfully completed the first year of accreditation with the Ontario Camping
Association (OCA) at the site. We look forward this summer to completing our 2nd and final year of the
accreditation process. Last year we welcomed 1598 campers to our Junior, Senior and Specialty Day
Camps, 221 of them Oro-Medonte residents. .
Tha Bame YMCA would require access to the property on a limited basis for preparation and planning
from June 1 at until the start of camp. The Day Camp would operate on a regular basis from June 28th to
September 2nd. The YMCA of SimcoelMuskoka, Barrie YMCA would carry complete liability and property
insurance and would assume responsibility for any damage to the property and buildings on the site
durjng the period of occupancy.

Being a By-law to Amend By-law No. 2004-011, a By-law to Appoint
Representatives to Various Committees/Organizations
WHEREAS Section 224 of the Municipal Act, S.O. 2001, c.25, as amended, provides
that the role of Council is to ensure that administrative practices are in place to
implement the decisions of Council;
AND WHEREAS Council of the Township of Oro~Medonte did, on the 21st day of
January, 2004 enact By~law No. 2004~011 to appoint representatives to various
Committees/Organizations;
NOW THEREFORE the Council of the Township of Oro~Medonte enacts as follows:

By-law to Amend By-law No. 2002-099, being a By-law to Appoint
Representatives to the Accessibility Advisory Committee
WHEREAS Council of The Corporation of the Township of Oro-Medonte did, on the 2nd
day of October, 2002, appoint representatives to the Accessibility Advisory Committee
for the term of Council;
NOW THEREFORE, Council of The Corporation of the Township of Oro-Medonte
hereby enacts as follows:
1. THAT Section 3 of By-Jaw 2002-099 be amended as follows:
"3. THAT the following persons shall be appointed as members of the
Oro-Medonte Accessibility Advisory Committee for the term of the
Council that appointed them or until their successors are appointed.
Where a member ceases to be a member before the expiration of
his or her term, Council may appoint another eligible person for the
unexpired portion of the term:

BEING A BY-LAW TO CONFIRM THE PROCEEDINGS OF THE COUNCIL
MEETING HELD ON WEDNESDAY, FEBRUARY 18, 2004.
THE COUNCIL OF THE CORPORATION OF THE TOWNSHIP OF ORO-MEDONTE
HEREBY ENACTS AS FOLLOWS:
1. THAT the action of the Council at its Council Meeting held on Wednesday,
February 18, 2004, and in respect to each Motion, Resolution and other actions
passed and taken by the Council at its said Meeting is, except where prior
approval of the Ontario Municipal Board is required, hereby adopted, ratified and
confirmed.
2. THAT the Mayor and the proper Officials of the Township are hereby authorized
and directed to do all things necessary to give effect to the said action or to
obtain approvals where required and to execute all documents as may be
necessary on behalf of the Council of the Corporation of the Township of Oro-
Medonte. And, the Clerk is hereby authorized and directed to affix the corporate
seal to all said documents.
