Mayor Beard " ..... to date the Council of the Corporation of the Township
of Oro-Medonte have not made a decision on the proposed amendments
other than proceeding to a public meeting. Only after comments are
received from the public, Township staff and requested agencies within the
appropriate time period will Council make a decision on the proposed
amendment. Notice of the public meeting was put out to all required
agencies and landowners withinl20 meters/400 feet of the subject property.
Madam Clerk has there been any correspondence received on this item?"
Marilyn Pennycook — "Yes Your Worship. Two items. The first is a letter
from Ian Smith, Quarter Control Technician and the Ministry of
Transportation, dated Nov. 19`n and the second is from Ross Cotton, Planner,
County of Simcoe, Dated November 191n "
Mayor Beard — "All persons present will be afforded the opportunity of
asking questions in respect to the proposed amendments to the Official Plan
and Zoning By-law. I'll now turn the meeting over to Andria Leigh, the
Township Planner who will explain the purpose and affects from the
proposed amendment. Andria."
Andria Leigh — "Thank you Your Worship. As the Mayor has indicated, the
purpose of tonight's public meeting is to obtain comments with respect to
both the proposed Official Plan Amendments in accordance with Section 17
and 21 of The Planning Act as well as the Zoning By-law Amendment.
Just to give some background, in terms of the property, the property is
shaded in gray in this location and this is the Third Line North in this
location and down here would be Highway 11 and the overpass in this
location. The subject property is approximately 4.82 acres in size and has
frontage on Line 3 North. The property is currently in an agricultural
designation and it is proposed that it would be re -designated to an industrial
designation to both reflect the exiting industrial business on the property and
allow for an expansion for an outdoor storage use. The proposed zoning
amendment would allow the property that is currently Agricultural/Rural in
terms of zoning to be rezoned to a Rural/Industrial which is the same as the
front portion of the property, again to recognize the outdoor storage
business. And as the Mayor has indicated today, Council has now made a
decision with respect to these applications. The intent of tonight's meeting
l is to obtain comments from the public with respect to the application prior to
any decision being made by Council. The intent would be that any
comments received would be reviewed through the Planning Department
with a further report to Council at a future date. If Council did choose to
consider the amendment favourably and proceed forward the property would
be subject to site plan control to make sure that items like buffering, the
access to the property, parking and landscaping are all covered on site on the
property and an application for site plan approval has been submitted on this
property. So Your Worship, at this point, those are my comments with
respect to this application."
Mayor Beard — "Thank you. Is there anyone in the audience who wishes to
ask a question. Would they please come forward and state their name
please. This meeting is being recorded for the record. That's why we need
the names so we can respond (appropriately)."
Roy Hastings — "My name is Roy Hastings. I have been a resident of Oro
Township all my life. I have been in business for a number of years and I'm
a concerned citizen and that's why I'm here. I'm here because I see
something and I drive by and I wonder what's going on. I have a picture in
my hand here that says, `Opening Hill Top Red House Mini Storages'.
That's OK I Guess. A little while later I see a sign up, going to rezone it.
Oh! Two and two don't make four in my mind. With all their grading and
al the blockwork and going in I start to questions what's going on.
Does this person have a permit to do this and if so, it hasn't been rezoned.
The next thing I was thinking about is, maybe he's applied to have a permit
for an agricultural building. My understanding is you can have a house on
agricultural property, you can have agricultural buildings on agricultural
property to be used for agricultural. And I stand to be corrected if (not) so.
My concern is, there's a little saying that's been going around for years and
years, `what starts with a gander, starts with a goose'. If I can do it, you can
do it. If we can do it, we can all do it. My question is, I think it needs to be
looked at. I don't know whether you Councillors or planning professionals
have been by, but my understanding is that you can't do nothing, you can't
even move topsoil that I know of, until you have a building permit. If he has
a building permit under agricultural, then he does apply the Hill Top
Warehouse Leased Storage, now is that agricultural? With that, I'll leave
you a letter and I thank you for your time."
Mayor Beard — "Would anybody care to respond to that at this time because
j I'm not aware of this situation."
Andria Leigh — "Your Worship. There is a building permit on the property
for an agricultural building on the back of the property in accordance with
the zoning and the building standards. So the work that is taking place on
the back of that property is in accordance with a permit that was issued."
Mayor Beard — "Yes so if the zoning

used for agricultural purposes."
Andria Leigh — "That's correct, and that was clearly stated on the building
permit."
Mayor Beard — "Next question please. Any further questions on this
particular item? For the third time, oh, Mr. Hughes.?"
Harry Hughes — "Excuse me, Mr. Mayor. Maybe you should ask for
on more of this, with regards to this question about the matter of
whether there's a conflict of advertising before the zoning has to go through.
I think that's what his point was. I'd ask you to address that."
Mayor Beard — "Advertising that was in the passing before ... Yes. I guess
he's been leaving it on the lawn in the hope that it's going to happen."
Andria Leigh — "Your Worship. I guess I wouldn't like to make a comment
until I'd actually seen what the sign said on the property. If it for instance
said, Proposed Outdoor Storage Use, then that would be in accordance with
the Notice of Public Meeting that was there. His intent is to propose that as
a use so, until I have an opportunity to see the sign on the property, no, I
would not want to provide a comment."
Mayor Beard — "If, for the third time, is there anymore further questions on
this particular item? Then could we have a motion on this item?"

Marilyn Pennycook — "We do Your Worship. Moved by Councillor
Marshall, Seconded by Councillor Hughes, be it resolved that the public
meeting regarding the proposed official plan amendment, Concession 3, part
of lot 20, formerly within the Township of Oro, to redesignate lands from
Agricultural to Industrial, File P-123-01 be adjourned at 7:20 p.m."
Mayor Beard — "Okay, I forgot to say my final statement. I would like to
thank all those in attendance for your participation and will consider all of
these matters before we can make a decision. Is there a question on the
motion? All those in favour? Motion is carried. Thank you..
Further written submissions will be received on the Township Office until
Wednesday, Dec. 5, 2001. No additional deputations to Council will be
permitted with respect to those amendments at this time. Thank you. All
