Mayor H.S. Hughes assumed the Chair, called the meeting to order followed by a moment of
reflection.
2. Adoption of Agenda:
a) Motion to Adopt the Agenda.

Be it resolved that the agenda for the Special Council meeting of Monday, September
16, 2019 be received and adopted.

None declared.
4. Public Meetings:
a) Notice of Public Meeting Regarding Proposed Development Charges By -Law.
Mayor H.S. Hughes called the meeting to order at 2:03 p.m. and explained the Public
Meeting is being held pursuant to section 12 of the Development Charges Act, 1997, as
amended, to present and obtain public input on the municipality's proposed
Development Charges (D.C.) By-law and underlying background study
The following correspondence was received: None.
Gary Scandlan, Managing Partner and Director, Watson & Associates Economists Ltd,
explained the study's purpose, methodology and the proposed modifications to the
Township's D.C.s and related By-law. A PowerPoint presentation was presented.
The following provided public comments: None.
There being no further comments or questions, the meeting adjourned at 2:39 p.m.

5. Confirmation By -Law:
a) 2019-086: Being a by-law to confirm the proceedings of the Special Council meeting
held on Monday, September 16, 2019.

Be it resolved that By -Law No. 2019-086: Being a by-law to confirm the proceedings of the
Special Council meeting held on Monday September 16, 2019 be read a first, second and
third time, passed, be engrossed by the Deputy Clerk, signed and sealed by the Mayor.
