Dear Chris:
This summer has been a very busy and exciting time at Trinity, but we wanted to take a
moment to send you a letter of thanks.
We greatly appreciated the use of your outdoor facilities during our Vacation Bible Camp, and,
more recently, on Funday Sunday. Your lawn provided the children with the opportunity to be
outside in a safe and comfortable environment to play sports and games. It also allowed them
a chance to release some of their inexhaustible energy!
It's exciting to see the kids involved in programmes here, and we are so grateful for what God
is doing in our midst. We are pleased, as well, to occupy this new facility, which allows us the
chance to embrace and extend the welcome of Christ to those in our community. We're
pleased to open our doors for the municipal election on November 10th, the first of which we
hope will be many joint events with the Township. We welcome you to visit our facility with an
eye to off-site seminars and special events, and, as your schedule allows, feel free to drop by
any Sunday at 9:00 or 11 :00 am, or midweek on Wednesday at 7:00 PM. We'd love to have
you join us!
For your part in ensuring that the children in our community had an awesome adventure this
summer, we thank you. May God's peace and power greet you each day, and may He richly
bless you for the kindnesses you have shown to the Trinity family.

RE: EMERGENCY IN MIDHURST
On behalf of Springwater Township Council, Staff and Residents, I would like to express
sincere thanks for your assistance during the emergency situation at Philips Services in
Midhurst.
It was impressive and most gratifying to witness the theory of the Emergency Plan being
put into action, the coming together of the various agencies involved, the level of
expertise applied, the on-going cooperation and the relatively seamless management of
the situation.
A potential tragedy was averted through the dedication and knowledge of those involved,
and I would like to commend each of you. This was a valuable learning experience for all
of us, which has left us better prepared for future events.

TO ONTARIO MUNICIPAL BOARD STAKEHOLDERS
I am pleased to announce that the Board has adopted a "Code of Conduct for Ontario
Municipal Board Mediators" (attached) that clarifies the process of mediation at the
Board and the role of Members as mediators. This procedural initiative will promote a
more satisfactory and cost effective resolution of matters directed to the Board by
enhancing the Board mediation process.
Several Board stakeholders have encouraged the Board to proceed in this direction. I
note specifically "Comments from the Ontario Professional Planners Institute on the
Role and Function of the Ontario Municipal Board February 25, 2002" and "Joint
Recommendations-Ontario Municipal Board Process and Procedures February 20,
2003". In addition, while the "Report of the GTA Task Force on OMB Reform, March 7,
2003" does not refer to mediation, it does reference the costly nature of some OMB
hearings.
Additional Board initiatives to support an enhanced mediation process include the
following:
· Virtually all Board Members have undertaken extensive mediation training.
· The Board has approved minor rule changes to the Ontario Municipal Board
Rules of Practice and Procedures to be consistent with the new Code of Conduct
(see Rules 66 to 72 attached).
· The Board has revised the acknowledgement letter sent by the Board to
appellants after receipt of an appeal by the Board to highlight the Board
mediation process.
· The Board has revised the process to notify parties of a mediation meeting to
include a copy of the Code of Conduct with each notice.
This Code of Conduct builds on the Board's other recent initiatives such as E-Status of
cases received at the Board, E-Documents Pilot project, and updates to forms that are
used in filing appeals. All these initiatives are in response to stakeholder input over the
past months.

In closing, the actions announced in this letter have been taken to improve Board
mediation capabilities, instill confidence in that improved capacity, and encourage
consideration of mediation as a useful tool to resolve disputes. The Board's ultimate
objective is to achieve satisfactory, cost effective resolutions that reflect sound planning
principles.

Whereas the Progressive Conservative campaign document, "The Road Ahead" has been released
and contains the proposal to extend the "Taxpayer Protection Act" to municipal property taxes;
And whereas the proposal requires a referendum to be held in order to garner elector support for
property tax increases;
And whereas the downloading of services by the Provincial Government since 1998 has virtually
guaranteed the need for greater property taxes to support former Provincial services;
And whereas the Township of Oro-Medonte has accepted financial and management responsibility for
these services;
And whereas Provincial policies and standards for these services have increased the associated costs
of providing these services;
And whereas any deterioration of economic conditions in Ontario will require property tax increases to
support income re-distribution programs funded by the property tax base, including Ontario Works,
Ontario Disability Support Programme and Social Housing;
And whereas the Province has put in place a regime of benchmarking, public reporting of municipal
performance and public notice of municipal budget changes;
And whereas municipal government is already the most accountable and accessible level of
government facing the electorate on a scheduled, three year basis, unlike either the Federal or
Provincial levels;
And whereas the creation of so-called "wedge issues" may be good for campaign platforms, the
proposal of budget-by-referendum essentially reduces the role of duly elected officials at the local level
- the level which Federal and Provincial officials acknowledge as the most effective form of government
service;
And whereas "The Road Ahead" does not quantify or even estimate the costs of annual referenda in
the 447 municipalities of Ontario;
Now therefore the Council of the Township of Oro-Medonte respectfully requests that the Ontario
Progressive Conservative Party withdraw from its recently announced campaign platform the initiative
which would legislate a referendum should a municipally wish to increase property tax rates;
And further that this resolution be circulated to the Premier, the M.P.P., A.M.O, L.U.M.C.O and the
Municipalities of Simcoe County.

J received a letter from Ms Jennifer Zieleniewski. My comments are as follows:
Paragraphs 4 & 5: I appreciate being placed on a mailing list to be informed of meeting dates. I think it odd that
the names of the Steering Committee Members will somehow be 'revealed' at the first meeting. However, the
point of my enquiry was really with regards to the opacity of the process. In keeping with current public process
practices there should be regular public meetings scheduled with the residents throughout the entire duration of
any decision making process that involves capital and on-going allocations of taxpayer dollars.
Paragraph 6: The residents of Hawkestone trying to find dollars for very badly needed community open space
strongly disagree with this position. To this end, I think a survey of the larger area of the community's priorities for
the expenditure of limited public open space dollars would be in order.
Paragraph 7: The level of maintenance the Township will provide needs to be clearly described and an agreement
entered into with adjacent landowners. The existing public open space along the creek (Simcoeside Park) is a
disgrace. Before we built on our lot, it was abandoned and the Promenade overgrown with weeds. No
maintenance was ever attempted by the Township. The Promenade is presently well tended by the residents on
at least a weekly basis.
Is it a priority of the larger community for tax dollars to maintain the Promenade when the Township clearly cannot
maintain the public open space it presently controls?
How will liability work with regards to the Promenade?
Paragraph 8: In addition to aesthetics and drainage, a qualified Coastal Engineering firm should be retained to
study erosion, ice and water levels. The path needs to be engineered to withstand a major event if it is not to be a
compete waste of money.
A topographical survey and a meets and bounds survey should be undertaken by a qualified Ontario Land
Surveyor and then a qualified Site Servicing Engineer should be retained to ensure proper drainage and to ensure
that the bounds of the Promenade are in keeping with the original Plan of Subdivision. The property owners on
Stanley Avenue all own dimensioned lots beginning at the edge of the road allowance.
- In addition, it would be recommended that the Township seek the opinions, advice and approvals of other
jurisdictional government agencies.
Paragraph 9: I have never seen any member of the public, and there are quite few, seeming lost or 'undirected' on
the Promenade. The Promenade, from my experience, is a unique, friendly and park-like setting. Every day
people walk, bike and take baby carriages along the Promenade. Everyone says hello.
The Promenade can be branded as 'public' and wayfinding can be achieved through all kinds of means: benches,
signage, plantings, garbage cans, etc. None of these would have the significant and inherent technical
problems of building a permanent pathway on the shores of a large lake. Neither would they destroy the unique
aesthetic of the Promenade nor interfere with the present maintenance of the Promenade.
Paragraph 10: I would like to see a list of and minutes from the pUblic meetings, as well as the Report to Council.

Further to my Deputation fe: The Promenade yesturday, I just want to reinforce a few central points:
1. The 'back-lot' owners and the 'front-lot' owners agreed unanimously on basic principles when they met at the
Township offices this past Tuesday night. This agreement stems from a love of the Promenade as it presently
exists:
a) The Promenade should remain public and the public walking realm somehow dilineated;
b) The Promenade should be closed to all but emergency vehicles;
c) Access to the Promenade and the lake should be improved;
d) A path should not be constructed on the Promenade.
The residents want to be heard. We do not want a solution imposed on us which will destroy the unique qualities
of the Promenade.
2. The shore of Lake Simcoe is a place where many powerful natural forces are exerted. Building in this location
demands the Township meet the same standards they apply to others. Qualified cconsultants need to design
anything permanent to be constructed on the Promenade.
3. A design for The Promenade should not occur in a vacuum. Data on the existing conditions needs to be
collected. Similar projects throughot North America should be looked at for inspiration. There are some simple
and fabulous solutions out there for similar problems!

In November, 2002, the Township of Oro-Medonte entered into a Site Plan with Double R
Periormance to construct a 60' x 100' storage shed on Hwy. #11 North and Concession 9, at which
time the owner, Mr. Roberts, posted securities in the amount of $5,000.00.
Mr. Roberts is now requesting the release of the refundable deposit in the amount of $4,837.75.
Township staff has been circulated and have no concerns with the release of the securities.
1. THAT this report be received and adopted.
2. THAT the Treasurer be authorized to release the Site Plan securities to Double R Periormance in
the amount of $4,837.75.

- The subject recognized "flood Plain" contains the headwaters of Willow Creek
serves as the gathering point of dozens of "Ground Source" creeks, seeps, springs
and the run-off from dozens of sq. miles of property including mine.
Dear Sir :
WITHOUT PREJUDICE
My neighbour, Mr. Romaine, appears to be grading and infilling in what I thought to be a Conservation
Area. My initial impression was that he was trying to raise the ground level immediately adjacent to his
home to protect it trom flood waters that had come within, what appeared to be a few yards, of
overtaking it in the early summer of 200 1. It turns out that this may not be the case but rather an attempt
to bypass the nonn (pennits ect.) to erect a building on land I assumed was protected trom the outset.
I think the construction should be stopped, given the location, until a review be had to establish what he
intends to do in reality, exactly where he intends to do it, should it be done, does it confonn to land use,
and does it fit or confonn with the existing rural & residential buildings and more recent development of
expensive homes, hobby horse fanus, golf courses, cottage garden activities, and increasingly recreational
flavour which now are increasing the value, add to, and compliment the overall pastoral nature of the
area. This area is, after all, the gateway to the much apprised "Oro-Medonte Hills" area. I should have at
least been allowed to have a voice, as required, to changes to my area that could directly affect me. I
already object to a giant sign erected on the road directly in tront of my living-room window without
anyone consulting me as would I find it objectionable. 'Th.is signed seemed to "POP-UP on a Sunday as
well !!
In the event that for some reason you fail to consult or offer me a chance to offer my opinion please
accept this letter and my rightful vote in advance. I would be OPPOSED to any change that:
1) would alter this drainage area to my detriment
2) would interfere with this wetland area and ifs inhabitants (nesting ducks etc.)
3) without question to any change of use currently pemlitted.
4) could possibly imperil this causeway for clean spring-water and otller ground sources that come trom
here and flows through from a very large area surrounding this area.

I visited and had a meeting with Mr. M. Dodd, an Engineer with the N.V.C.A., at their offices and have
initiated dialogue with considerably many others interested and concerned with the aforementioned events
concerning developments on this property in this environmentally and politically sensitive area. I
subsequently delivered to your offices, to Mr. Andy Karaiskakis, a highlighted "topographical Map"
supplied by the N.V.C.A. It dearly defines the subject property identified, at the very least on the flood
plain, if not yet clearly in the E.P. zone. Although not as clear your mapping contained in your "Official
Plan" document does indicate the same. Mr. Dodd indicated they would be opposed to ANY
changes to or in this area until the fmal E.P. and flood plain boundaries, currently under
review, are established.
Given the circum stances, once infonned the responsibility to act in good faith in a timely fashion towards
stewardship, safeguards, monitoring, enforcement I'm given to understand initially falls to the Township
to initiate. I would think it imperative, prudent, and advisable, that at the very least an impact study be
initiated, as well as the clear establishment of E.P. zones, flood plains, etc., I understand currently under
review, be established prior to any further tampering and damage be caused by Mr. Romaine. At the very
least I would think you would wish to take all required action that would be considered in accord with
your recently advertised stated resolve, intent, and partnership with the N.V.C.A. interests and initiatives.
Mr. Romaine certainly is required to obtain a pennit, requiring for one a signature "Statement of
Intent" of use.
Mr.A. Karaiskakis, your planning representative I contacted, has indicated to me the Township is now
aware of Mr. Romaines activities, conducted mainly on the weekends when you are conveniently not
around, our, any many many others concerns. Infonned as well of ongoing, upcoming legislation and
Ontario's "Advisory Committee's Report" on "Source Waters" recommendations that would be directly at
odds with current activities regarding this property, aware the N.V.C.A. would be opposed to any change,
and the Township's responsibilities.
I should not need to remind you of the millions of dollars of taxpayers funds are that currently being spent
as a result of the Walkerton incident to prevent future mistakes and the exact situation thats occuring in
your back yard ITom happening.

Since my neighbour appears to be employed in the heavy construction and equipment business I suspect
that the storage and parking of same (along with the inevitable fuelling spills and oil and hydraulic fluid
leaks, junky looking accessory equipment and overall mess) would be his objective arid would involve
your most closest scrutiny and obvious justification of purpose.
It would be a neighbourhood, residential, and ecological disaster, and an outright crying shame should
many steps backward in numerous directions be taken by the officials who administer the Twsp. of Oro-
Medonte, and those elected to represent the residents to make sure their wishes are enacted, ignore and
thus allow, this potential eyesore and thorn to the organised controlled development for the public good
in what is becoming one of the most sought-after and coveted areas in Ontario and the source area for
thousands downstream for their clean drinking water and a main contributor to surrounding preserve
conservation area.
I would remind you that Springwater Twsp. monitors this area very closely to make sure everyone
adheres to the advertised as of 1996 OFFICIAL pastoral, rural, Echo friendly development ofthis area
and in a proper manner.

The Recycling Council of Ontario along with its sister organizations from across
Canada are proud to celebrate Waste Reduction Week (WRW) in Canada. This
annual event is intended to educate the public about wasteful consumption.
During October 20 - 26th, 2003 the theme "To Good To Waste" will be promoted
throughout, schools, businesses and municipalities. The idea is to have participants
learn and partake in WRW activities and events across the nation.
The Recycling Council of Ontario is asking for each municipality to support our
continual effort to educate the public about waste reduction The RCO is respectfully
asking your council to declare the week of October 20 - 26th 2003 Waste
Reduction Week in Canada. A proclamation from your council will significantly
increase the profile of Waste Reduction Week. Please place this request on your next

Dear Marilyn,
The organizers of the event named "Spooky Seneca" wish to advise you of our
intentions to have historical re-enactors participating in our Halloween experience. The
role of the re-enactors will be to hunt a werewolf on the street of Seneca Lane, in the
Sugarbush. All the residents will be advised of their participation as well as the
occasional round of musket fire. A mail out will describe the story line as well as give
detail to the presence of the historical re-enactors.
A sequence of shots will be dramatized, aiming at the werewolf character, and
choreographed. The area to be used for rounds of musket fire will be within the
properties permitted by the participants of Spooky Seneca and into the woods that do not
back onto other homes. The use of flintlock, long barrel musket with only a powder
charge provides a safe yet effective demonstration. The sound would be comparable to a
small firecracker. There will be approximately 5 to lOre-enactors who are all insured
with the group that they belong/perform with.
All safety measures will be afforded including fire extinguishers, hoses, and ample
lighting. Permission is being solicited from the O.P.P. - contingent upon your decision.
Two mail-outs will be delivered to each home in the Sugarbush, advising of the event and
the presence of Historical Re-enactors from the Royal Georges as well as the Fighting
25th.
We hope that you will find this an acceptable notice. Weare requesting that the
following exemption for he use of firearms or noise by-law, as well as permission for
road closure be placed on the agenda for the following council meeting of Wednesday,
September17th,2003.
1) Permission is requested to be except from any by-law that may be in place
forbidding the discharge of firearms in the Sugarbush area on October 31 st, 2003.
All firearms being used fire only blanks and no projectiles whatsoever will ever
be discharged from any weapon. This request includes the exception from the
noise by-law, for the sound of the musket fire.
2) We are requesting a road closure, from vehicles (except for residents), on Seneca
Lane from 6pm to lOpm for the duration ofthe event of Spooky Seneca -

Halloween night of2003.
3) Permission is requested allowing vehicles to park on the roadsides on Huron
Woods, and the 6th Line North (in the Sugarbush).
4) We would also like to request the assistance from public works/roads department
with barriers to close off the road needed for the event.

The Tale of "Spooky Seneca"
The year is 1761. The village of Seneca has been terrorized by a
werewolf, since the last full moon. Dressed in costume to frighten
away (or fool?) the werewolf, the villagers have decided to hunt him
down. They capture a wolf that they believe will change into a
werewolf and have placed the youngest daughter of the village's
minister - the purest of all maidens - in a coral to be used as bait.
Knowing that only a silver bullet will end the werewolf's cursed life,
the villagers have hired the Royal Navy's best rifleman to help end
this curse.
SCRIPT
1. Villagers haul wheel barrel? With large dog (Echo?) up the
hill. They hear more howling and realize that the dog (wolf)
is not the werewolf.
2. Young maiden is frightened in the cage in the center of the
road. She pleads for the children to set her free.
3. Keeper of the flames watches over the fire and will not let
children release the young maiden.
4. The rifleman are looking for the silver bullet secretly being
made by the village craftman.
5. The minister is begging someone to release his daughter
before she is taken by the werewolf.
6. The werewolf appears every once in a while to frighten the
children and is shot at by the rifleman.
7. Children are "looting" the houses and taking candy.

demonstration purposes.

BEING A BY-LAW TO CONFIRM THE PROCEEDINGS OF THE COUNCIL
MEETING HELD ON WEDNESDAY, SEPTEMBER 17, 2003.

THE COUNCil OF THE CORPORATION OF THE TOWNSHIP OF ORO-MEDONTE
HEREBY ENACTS AS FOllOWS:
1. THAT the action of the Council at its Council Meeting held on Wednesday,
September 17, 2003, and in respect to each Motion, Resolution and other actions
passed and taken by the Council at its said Meeting is, except where prior
approval of the Ontario Municipal Board is required, hereby adopted, ratified and
confirmed.
2 . THAT the Mayor and the proper Officials of the Township are hereby authorized
and directed to do all things necessary to give effect to the said action or to
obtain approvals where required and to execute all documents as may be
necessary on behalf of the Council of the Corporation of the Township of Oro-
Medonte. And, the Clerk is hereby authorized and directed to affix the corporate
seal to all said documents.
