The Open Forum provides an opportunity for the public to provide verbal
comments to Council, in Open Session, on matters scheduled on the current
agenda, and shall be conducted as follows:
Open Forum shall last no longer than 20 minutes;
Each speaker shall be required to identify the agenda item they are
speaking to and provide their name and address, which may become
part of the public record;
A speaker shall be limited to 2 minutes per agenda item;
No response shall be provided to any question posed during Open
Forum;
No discussion, debate or decisions will occur during Open Forum;
Each speaker is permitted to speak only once per agenda item;
A speaker may provide comment on one agenda item and then shall
step aside to enable another to provide comment on an agenda item;
No speaker shall speak to a second agenda item until other
individuals have had an opportunity to speak once;
Speakers providing comment on the same agenda item, shall be
requested to limit their comments so as to provide additional
information and not repeat the same information provided by a
previous speaker;
Comments made during Open Forum will not form part of the minutes
of the meeting;

Attorney General Launches Consultation on Municipal Liability and Insurance
Costs
On July 12th, Ontario’s Attorney General, the Honourable Doug Downey, wrote to all
municipal governments seeking input regarding joint and several liability, insurance
costs, and the impact of ‘liability chill’ on the delivery of public services.AMO
welcomes this consultation and seeks your support in responding to the government’s
request.Liability reform represents a longstanding request of municipal governments.

The consultation period will remain open until September 27.The Attorney General
welcomes delegations and written submissions during this period.If the government
is to consider reforms that would address someof these challenges, it is critical for
municipalities to provide input and describe their experience.
In February 2014, MPPs from all parties supported a motion calling on the Province to
reform joint and several liability.Nearly 200 municipalities also supported the motion
introduced by Randy Pettapiece, MPP for Perth-Wellington, which called on the
government to implement a comprehensive, long-term solution.
AMO has assembled a group of municipal lawyers and risk managers to support
municipal participation in the review.AMO is pursuing this work independently of the
municipal insurance industry. The task force will be meeting with government
representatives in the weeks ahead.

IV. ANNOUNCEMENTS
a) CAO Walters thanked Board members for attending the 31st Annual LSCF dinner on June 12th, noting
the preliminary results show that the goal of $200,000 was slightly exceeded. He gave special thanks
to Vice Chair Macpherson for securing a $5,000 donation to from the Barrie Colts Organization.
b) Chair Wayne Emmerson advised Board members that he recently attended the quarterly Conservation
Ontario Council meeting where there was a lengthy discussion about timing for permitting and the
Provinces wishes for cutting the timing in half. He noted it was a good meeting with good discussion
and in the end, common ground was found.

Companion Document, which are distributed to all municipal partners and provide a great summary of
how funds are utilized.
a) General Manager, Conservation Lands, Brian Kemp, was pleased to update Board members regarding
the Scanlon Creek Operations Centre renovation project, noting that the permit has been received,

crews are on site and demolition began on June 17. The contractor, WS Morgan from Parry Sound, is
expected to complete the renovations by January 2020.
V. PRESENTATIONS
a) York Durham Sewage System Forcemain Twinning Project
Rabeau, Director, Capital Planning and Delivery, and Jose Manalo, Program Manager, provided the Board
with an update on the York Durham Sewage System (YDSS) Forcemain Twinning Project. The project is
just beginning and will see the construction of a new major sewage pipe (forcemain) running parallel to
the existing forcemain through the Town of Newmarket. The project includes: building a new twinned
forcemain to move wastewater from the Newmarket Pumping Station to the Aurora Pumping Station;
building a new twinned forcemain to move wastewater from the Bogart Creek Pumping Station to the
new forcemain; and changes to the Newmarket and Bogart Creek Pumping Stations to connect to the
new twinned forcemain. The work will improve the reliability of the sewage system and allow for future
maintenance on the existing forcemain.

Most of York Region pumping stations have two (or twinned) forcemains, which provide a back-up
forcemain in the case of maintenance or a pipe break. This project will use microtunnelling technology
and best constructions practices to minimize disruptions to the public and natural environment while
twinning the existing forcemain to provide additional wastewater system reliability in Newmarket.

Re: MOTION TO REQUEST UPDATE TO LITTERING BY-LAW
Please be advised that the Town of New Tecumseth Council passed the following
resolution at its meeting on July 22, 2019:
prosperous farming industry and beautiful rural areas;
AND WHEREAS the Town of New Tecumseth is experiencing significant growth;
AND WHEREAS the Town of New Tecumseth while growing would like to maintain its
character and beauty that is it known for;
-law 93-81 which prohibits
littering on private and public property was adopted by Council on the 20th day of July
1993;
AND WHEREAS the penalty provision within the by-law offers offenders the option to
make a voluntary payment of $25.00 to settle the violation without any further
prosecution;
AND WHEREAS a maximum fine of $5,000 may be imposed under the Provincial
Offences Act;

NOW THEREFORE BE IT RESOLVED THAT staff be directed to investigate updating
Littering By-law 93-81 to include stiff minimum fines for littering and dumping of garbage
on private and on public property;
AND FURTHER THAT staff be directed to meet with the Townships of Adjala
Tosorontio and Essa with regard to trying to establish consistency with regard to the
issuance of fines;
AND FURTHER THAT a copy of this resolution be forwarded to the municipalities within
the County of Simcoe encouraging them to take similar steps to keep the whole County
beautiful and free of litter and waste.
