Take notice that the Township of Oro-Medonte deemed the following application to
amend Zoning By-law 97-95, as amended, a "Complete" Application pursuant to the
Planning Act on the 28'h day of September, 2018.
Take notice that the Development Services Committee of the Township of Oro-
Medonte will hold a Public Meeting on Wednesday, January 2, 2019 at 5:30 p.m. in
the Municipal Council Chambers. The purpose of the Public Meeting is to notify the
public and to obtain public comments on a proposed Amendment to the Zoning By-
law.
The subject lands are described as Part of Lot 21, Concession 7, municipally known
as 2907 Highway 11 North. A key map illustrating the location of the subject lands,
and a copy of the applicants site plan including the lands to be rezoned are included
with this notice.
The purpose and effect of the proposed Zoning By-law Amendment is to rezone the
subject lands from General Commercial Exception 32 (GC*32) Zone to General
Commercial Exception (GC*##) Zone and Environmental Protection (EP) Zone to
permit an addition to the main building on the property.
Any person may attend the public meeting and/or make written or verbal representation
either in support of, or in opposition to, the proposed Zoning By-law Amendment. Written
comments by any person unable to attend the meeting should be mailed/faxed/e-mailed
to the Director, Development Services, The Corporation of the Township of Oro-
Medonte to be received no later than 12:00 p.m. noon on Wednesday January 2, 2019.
Please ensure that you include your name and address so that you may be contacted if
necessary.
If a person or public body does not make oral submissions at the public meeting or
make written submissions to the Director, Development Services, The Corporation of the
Township of Oro-Medonte before the proposed Zoning By-law Amendment is passed or
refused, the person or public body is not entitled to appeal the decision of the Council of
the Township of Oro-Medonte to the Local Planning Appeal Tribunal and may not be
added as a party to the hearing of an appeal before the Local Planning Appeal Tribunal
unless, in the opinion of the Tribunal, there are reasonable grounds to do so.
The application is part of the public record and is available to the public for
viewing/inspection between 8:30 a.m. and 4:30 p.m, at the Township of Oro-Medonte
Administration Building and available on the Township's website www.oro-
medonte.ca. Any person wishing further information or clarification with regard to the
application or to arrange to inspect the application should contact the Planning
Division at 705-487-2171. Individuals who submit letters and other information to
Council and its advisory bodies should be aware that all information, including contact
information, contained within their communications may became part of the public
record and may be made available through the agenda process which includes
publication on the Township's website.

Risk management staff of the Severn Sound Environmental Association (SSEA) has reviewed
the files [Circulation Memo.pdf, Key Map.pdf, Planning Justification Report.pdf, and the Site
Plan.pdfj sent via email on October 25th, 2018 pertaining to the Zoning By -Law Amendment
Application 2018-ZBA-17 at 2907 Highway 11 North (the property). The following comments
relevant to drinking water source protection are offered.
It is the SSEAs understanding that the Zoning By-law Amendment Application is to rezone the
property from General Commercial Exception 32 (GC'32) Zone, to a split General Commercial
(GC) Zone and Environmental Protection (EP) Zone in order to allow for a proposed addition to
an existing building.
The property is located partially within the Wellhead Protection Area C (WHPA-C) of the
Canterbury water system with a vulnerability score of 4. Water quality policies in the South
Georgian Bay Lake Simcoe Source Protection Plan (SPP) (approved: January 26; amended:
May 14, 2015; effective: July 1, 2015) may apply.
The SSEA has no objections to the Zoning By -Law Amendment as it pertains to the Drinking
Water Source Protection program. It is recommended that the Risk Management Official for
the Township of Oro-Medonte be circulated on all subsequent planning applications for this
property as a Clean Water Act, Section 59 (2)(a) notice to proceed will be needed, at the
building permit stage of this application, before the building permit can be approved.
Based on the proposed site plan, it appears the proposed building addition will be located
outside of the WHPA-C and the existing frame and metal clad building currently located in the
WHPA-C is to be removed. If this proposed site plan remains, it is not anticipated that any
policies in the SPP would apply to this application.

Hi Andy/Teresa,
In response to your circulation dated October 25, 2018, the ministry has completed its review of the
above zoning by-law amendment to zone the subject lands from GC*32 Zone to GC*## and EP Zone to
permit an addition to the main building. The application has been considered and reviewed in
accordance with the requirements of our access management policies and the Public Transportation and
Highway Improvement Act(Ontario).
In principle, the ministry does not object to the zoning by-law amendment. MTO access policies only
permit a single access connection to an existing lot of record. The building addition appears to be minor.
A traffic brief/letter should be submitted to confirm the proposal is minor and will not adversely affect
capacity or the safety on the highway network.
The owner should be aware that MTO building and land Use, sign and encroachment permits are
required for the development of the site.
We would appreciate receiving a copy of council's decision on this application. Please circulate any
future applications(site plans etc.) to the MTO for review and comments. Additional MTO comments,
including MTO setback requirements(14m) will be provided.

Thank you for circulating the above captioned application to Lake Simcoe Region Conservation Authority
(LSRCA). It is our understanding that the purpose and effect of this application is to re -zone the subject lands
from General Commercial Exception 32 (GC*32) Zone to General Commercial Exception (GC*##) Zone and
Environmental Protection (EP) Zone to permit an addition to the main building.
We are reviewing this application in the context of the following:
• The Provincial Policy Statement (PPS);
• The Lake Simcoe Protection Plan (LSPP);
• The Growth Plan for the Greater Golden Horseshoe (Growth Plan); and,
• Ontario Regulation 179/06 made under the Conservation Authorities Act.
Current environmental mapping indicates that the property is within an area governed by Ontario Regulation
179/06 under the Conservation Authorities Act for flooding and erosion hazards, unevaluated wetlands and
lands adjacent to wetlands. Further, the property is identified within the Natural Heritage System of the
Growth Plan and contains key natural heritage features and key hydrologic features as per the Growth Plan and
the LSPP. The property is also within an Ecologically Significant Groundwater Recharge Area as per the LSPP.
A Planning Justification Report and Natural Heritage Evaluation have been submitted to our office and
circulated to our technical staff for review. In accordance with our current fees policy, our review fee for this
application is $500 and remains outstanding. As such, we recommend that any adoption of this amendment be
deferred until the following matters are addressed:
• That LSRCA review fees be provided in accordance with our current fees policy; and,
• That the LSRCA and the Township be satisfied with the Natural Heritage Evaluation including any
related natural heritage requirements such as planting plans.

Please note that as part of our review of the subsequent Site Plan Application, the following will be required:
• A Stormwater Management Report in accordance with designated policy 4.8 to 4.11 of the LSPP
and in accordance with the LSRCA Stormwater Management Submission Guidelines.
• A Hydrogeological Assessment in accordance with designated policies 4.8 and 6.40 of the LSPP and
Conservation Authority Guidelines for Hydrogeological Assessment Submissions.
• A Phosphorus Budget in accordance with designated policy 4.8 of the LSPP and LSRCA Phosphorus
Offsetting Policy (2018).
• Geotechnical Report to adequately address the erosion hazard in accordance with MNRF Technical
Guidelines.
• LSRCA review fees in accordance with our fee policy at the time of submission.
