Deputy Mayor Hough called the meeting to order at 5:34 p.m. and explained the public
meeting is being held in accordance with Section 34 of the Planning Act, to obtain public
comment with respect to a proposed Zoning By-law Amendment Application. The
purpose of Application 2017-ZBA-12 is to rezone the subject lands from the Agricultural/
Rural (A/RU) Zone to Agricultural/Rural Exception Hold (A/RU'##(H)) Zone to permit
on -farm diversified uses.
Notice of the Public Meeting was mailed to landowners within 120 metres of the
specified site, circulated to the appropriate Agencies and posted on the Township's
website on or before September 6, 2018.

Ed Brassington provided questions with respect to number of and attendees at the
horse shows and concerns with respect to traffic, noise, numerous events due to short
season, excessive application for the area, wedding and event concerns, and increased
impaired driving.

Gord Pye, President, and on behalf of The Orillia Fish and Game Conservation Club
expressed opposition to the application and concerns regarding The Orillia Fish and
Game Conservation Club's adjacent land use for hunting, zoning use, and safety
issues.
Tom Taylor, Executive Member, The Orillia Fish and Game Conservation Club
questioned number of glamping units, types of camping, trailer allowance and safety
concerns with respect to an adjacent property gun range.
Sarah Irving supported the efforts of the farm operation, opposes the wedding and
special events application and expressed traffic/speed concerns.

the Township of Oro-Medonte, E. Pt Lot 1, Concession 13, RP 51 R2773 Pt 2 (Oro),
Township of Oro-Medonte, 32 Greenwood Avenue, 2018-ZBA-15 (Dawn Hipwell).
Deputy Mayor Hough called the meeting to order at 6:50 p.m. and explained the public
meeting is being held in accordance with Section 34 of the Planning Act, to obtain public
comment with respect to a proposed Zoning By-law Amendment Application. The
purpose of Application 2018-ZBA-15 is to rezone the subject lands that are zoned
Agricultural/Rural (A/RU) Zone to the Agricultural/Rural Exception (A/RU') Zone to
permit one accessory apartment dwelling unit to be located within a detached accessory
building.
Notice of the Public Meeting was mailed to landowners within 120 metres of the

2. That Consent Application 2018-B-15 by Paul Thompson for the creation of 1 new lot
for residential use, on lands located at 4612 Line2 North, be approved, subject to the
following conditions:
a) That one copy of a Registered Reference Plan of the subject lands prepared by
an Ontario Land Surveyor be submitted to the Committee Secretary -Treasurer
which conforms substantially with the application as submitted.
b) That the applicant's solicitor prepare and submit a copy of the proposed
conveyance for the parcel severed, for review by the Municipality and for use for
the issuance of the certificate of consent.
c) That the applicant satisfy any permits and/or approvals required by the

f) That all municipal taxes be paid to the Township of Oro-Medonte;
g) That the Certificate of Consent be issued utilizing Form 2, under Section 53(42)
of the Planning Act R.S.O. 1990, without qualification.
h) That the conditions of consent imposed by the Committee be fulfilled within one
year from the date of the giving of the notice of decision (Approval shall lapse
where the conditions have not been fulfilled within one year of being imposed
and/or two years from the date of the certificate if the transaction has not been
finalized.).WARNING: Failing to fulfil the conditions within the above -noted
statutory periods (Sections 53(41) & 53(43), the Planning Act R.S.O. 1990)
shall cause the application to lapse and render this Decision null and void.

2. That the Development Services Committee grant provisional consent to Applications
2018-B-16, 2018-B-17 and 2018-B-18 by Green Villa (Bass Lake) Limited to permit
the creation of three (3) new lots, for future single detached residential use, on lands
municipally known as 1161 Line 15 North, subject to the following conditions:
a) That the applicant signs the Township's Memorandum of Understanding by
which the applicant acknowledges the requirements and timing of matters that
may include: payment of development charges, payment of cash in lieu of
parkland, detailed design of a building or septic system, engineered lot grading,
and water and sanitary servicing, on either the vacant severed or vacant retained
parcels;
b) That the applicant pay to the Municipality a fee of $2,000 as a parkland

("Township"), in fee simple, free and clear of all liens and encumbrances, a 3
metre road widening along the entire frontage of the severed and retained lands
adjacent to Line 15 North to the Township. The Applicant's solicitor shall prepare
and submit a draft of the proposed Transfer for review by the Township, together

with his/her opinion letter stating that upon registration of the Transfer, the
Township will have acquired a good and marketable title thereto, free and clear
of all liens and encumbrances. Further, the Applicant's solicitor shall be
responsible to see to the registration of the Transfer and Application under The
Land Titles Act, R.S.O. 1990, as amended, to consolidate the 3 metre widening
with Line 15 North as one Property Identifier Number to the satisfaction of the
Township. All costs associated with the preparation and registration of the
Transfer and Consolidation Application, including costs relating to surveying,
legal fees, and disbursements, agreements, HST, etc. shall be fully borne by the
Applicant.
e) That the applicant satisfy any permits and/or approvals required by the
Nottawasaga Valley Conservation Authority;
f) That the applicant's solicitor prepare and submit a copy of the proposed
conveyance for the parcel severed, for review by the Municipality;
g) That all municipal taxes be paid to the Township of Oro-Medonte;
h) That the Certificate of Consent be issued utilizing Form 2, under Section 53(42)

detached accessory building on the severed lands prior to the erection of the
main building on the lot;
c) That the Applicant transfer to The Corporation of the Township of Oro-Medonte
("Township"), in fee simple, free and clear of all liens and encumbrances, a 10
metre by 10 metre daylighting triangle at the corner of Lakeshore Road West and
Line 5 South dimensioned to the satisfaction of the Director, Operations and
Community Services. All costs associated with the preparation and registration of
the Transfer and Consolidation Application, including costs relating to surveying,
legal fees, and disbursements, agreements, HST, etc. shall be fully borne by the
Applicant;

i) That the Certificate of Consent be issued utilizing Form 2, under Section 53(42)

6 metres (20 feet) and an area of approximately 0.036 hectares (0.09 acres); and
ii. Application 2018-B-21 to convey a parcel without frontage and possessing an
area of approximately 0.8 hectares (2 acres);
being applications to permit boundary adjustments, subject to the following
conditions:
a) That the severed lands be merged in title with the abutting property to the south
and west, and that the provisions of Sections 50(3) and 50(5) of the Planning Act
apply to any subsequent conveyance of, or other transaction involving, the

indicating that the necessary steps to implement the conveyance will be taken to
implement the conveyance and to consolidate the parcels to one Property
Identification Number.
b) That the severed and enhanced lands be rezoned from the Rural Residential 2
(RUR2), Agricultural/Rural Exception 253 (A/RU*253) and Environmental
Protection (EP) Zones to Rural Residential 2 Exception (RUR2*###) and
Environmental Protection Exception (EP*###) Zones to the satisfaction of the
Township of Oro-Medonte in order to bring the zoning into conformity with the
residential zoning of the lot to be enhanced, and to recognize an existing
accessory building that exceeds the maximum floor area for an accessory
building.
c) That one copy of a Registered Reference Plan of the subject lands indicating the
