10 03 2018 Leslie Saila Glen Oro Farm 2018-ZBA-12Development Services Committee Minutes — Wednesday, October 3, 2018. 5. Public Meetings: a) Notice of Receipt of a Complete Application, Notice of Particulars and Public Access, Notice of Public Meeting for Proposed Amendment to the Zoning By-law of the Township of Oro-Medonte, Lot 5, Concession 10, 2574 Line 10 North, 2017- ZBA-12 (Leslie Saila - Glen Oro Farm). Deputy Mayor Hough called the meeting to order at 5:34 p.m. and explained the public meeting is being held in accordance with Section 34 of the Planning Act, to obtain public comment with respect to a proposed Zoning By-law Amendment Application. The purpose of Application 2017-ZBA-12 is to rezone the subject lands from the Agircultural/Rural (A/RU) Zone to Agricultural/Rural Exception Hold (A/RU"##(H)) Zone to permit on -farm diversified uses. Notice of the Public Meeting was mailed to landowners within 120 metres of the specified site, circulated to the appropriate Agencies and posted on the Township's website on or before September 6, 2018. The following correspondence was received: Township of Oro-Medonte, Manager, Development Engineering dated September 6, 2018; Township of Oro-Medonte, Operations Division dated September 6, 2018; Township of Oro-Medonte, Building Division dated September 7, 2018; Nottawasaga Valley Conservation Authority dated September 10, 2018; Simcoe County District School Board dated September 10, 2018; Thomas Leatherdale dated October 2, 2018; The Orillia Fish and Game Conservation Club dated October 2, 2018; County of Simcoe, Planning Department dated October 3, 2018. Derek Witlib, Manager, Planning Services, explained the purpose and effect of the proposed amendment. A PowerPoint presentation was presented. Luke Sedgewick, on behalf of applicant, was present. A video was presented. Brian Goodreid, Goodreid Planning Group, on behalf of applicant, was present. A PowerPoint presentation was presented. The following public persons offered verbal comments with respect to the proposed amendment: Ed Brassington provided questions with respect to number of and attendees at the horse shows and concerns with respect to traffic, noise, numerous events due to short season, excessive application for the area, wedding and event concerns, and increased impaired driving. Gord Pye, President, and on behalf of The Orillia Fish and Game Conservation Clut expressed opposition to the application and concerns regarding The Orillia Fish and Game Conservation Club's adjacent land use for hunting, zoning use, and safety issues. Tom Taylor, Executive Member, The Orillia Fish and Game Conservation Club questioned number of glamping units, types of camping, trailer allowance and safety concerns with respect to an adjacent property gun range. Sarah Irving supported the efforts of the farm operation, opposes the wedding and special events application and expressed traffic/speed concerns.
