Take notice that the Township of Oro-Medonte deemed the following application to
amend Zoning By-law 97-95, as amended, a "Complete" Application pursuant to the
Planning Acton the 251" day of July, 2018.
Take notice that the Development Services Committee of the Township of Oro-
Medonte will hold a Public Meeting on October 3, 2018 at 5:30 p.m. in the Municipal
Council Chambers. The purpose of the Public Meeting is to notify the public and to
obtain public comments on a proposed Amendment to the Zoning By-law.
The subject lands are described as Lot 5, Concession 10, municipally known as 2574
Line 10 North. A key map illustrating the location of the subject lands, and a copy of
the applicants site plan including the lands to be rezoned are included with this notice
The purpose and effect of the proposed Zoning By-law Amendment is to rezone the
subject lands from the Agircultural/Rural (A/RU) Zone to Agricultural/Rural Exception
Hold (A/RU*##(H)) Zone to permit on -farm diversified uses.
Any person may attend the public meeting and/or make written or verbal representation
either in support of, or in opposition to, the proposed Zoning By-law Amendment. Written
comments by any person unable to attend the meeting should be mailed/faxed/e-mailed
to the Director, Development Services, The Corporation of the Township of Oro-
Medonte to be received no later than 12:00 p.m. noon on October 3, 2018. Please
ensure that you include your name and address so that you may be contacted if
necessary.
If a person or public body does not make oral submissions at the public meeting or
make written submissions to the Director, Development Services, The Corporation of the
Township of Oro-Medonte before the proposed Zoning By-law Amendment is passed or
refused, the person or public body is not entitled to appeal the decision of the Council of
the Township of Oro-Medonte to the Local Planning Appeal Tribunal and may not be
added as a party to the hearing of an appeal before the Local Planning Appeal Tribunal
unless, in the opinion of the Tribunal, there are reasonable grounds to do so.
The application is part of the public record and is available to the public for
viewing/inspection between 8:30 a.m. and 4:30 p.m. at the Township of Oro-Medonte
Administration Building and available on the Township's website www.oro-
medonte.ca. Any person wishing further information or clarification with regard to the
application or to arrange to inspect the application should contact the Planning
Division at 705-487-2171. Individuals who submit letters and other information to
Council and its advisory bodies should be aware that all information, including contact
information, contained within their communications may become part of the public
record and may be made available through the agenda process which includes
publication on the Township's website.

Hi Andy,
Thank you for the opportunity to provide comments on the proposed Zoning By-law
Amendment 2017-ZBA-12 on the property located at 2574 Line 10 North in the
Township of Oro-Medonte.
The Nottawasaga Valley Conservation Authority (NVCA) has reviewed the proposed
amendment which would rezone the subject lands from Agricultural/Rural Zone to
Agricultural/Rural Exception Hold Zone to permit on -farm diversified uses, which
includes, but not limited to, a horse farm vacation camping/glamping area,
educational workshops and walking tours, weddings, school horse farm and
equestrian facilities education programs. Based upon our mandate and policies under
the Conservation Authorities Act, we have no objection to the approval of this
application.
The Nottawasaga Valley Conservation Authority (NVCA) has reviewed the application
and determined the portion of the property subject to the proposed amendment is
not within:
• a flood susceptible area;
• a hazardous site (characterized by unstable soils or bedrock);
• an erosion hazard area.
We do advise however that the proposed parking area near the camping septic bed
(#18 on Concept Plan) is within an area subject to this Authority's Development,
Interference With Wetlands and Alterations To Shorelines and Watercourses
Regulation (Ontario Regulation 172/06). Due to the presence of these features, a
permit under the NVCA regulation is required for site alteration associated with this
septic bed.
Natural Heritage features on the property include the Bass Lake Provincially
Significant Wetland (OM13) and a tributary watercourse. Although the proposed site
alteration is mostly located on the edge of the 120m regulation limit, the entire
property is captured within Ontario's Natural Heritage System mapping overlay. The
PSW and watercourse are considered Key Natural Heritage Features (KNHF) and Key
Hydrologic Features (KHF), respectively.
We encourage regard for policy 4.2.4 in the Growth Plan for the Greater Golden
Horseshoe (Growth Plan) which states that site alteration within areas adjacent to
KNHF and KHF (which would be applicable to the septic bed *18) require a natural
heritage evaluation and identification of a Vegetation Protection Zone (VPZ). Should
the concept plan remain as submitted, assessment of the septic bed's impact on
KNHF and KHF would be in order.
That being said, the NVCA would recommend that the applicant revise the concept
plan and locate all site alteration outside the 120m setback from the PSW and
watercourse in order to avoid impacts to natural heritage and hydrologic features.
Relocating the septic bed outside the 120m setback from the PSW would also be
outside the NVCA-regulated area, removing the requirement to obtain a permit under
O. Reg. 172/06.

The Orillia Fish and Game Conservation Club (OFGCC) wishes to express our
opposition to the proposed amendment to the Zoning By -Law of the Township of
Oro-Medonte — 2017 ZBA- 12(Leslie Salia — Glen Oro Farm).
Founded in 1947, the Orillia Fish and Game Conservation Club is a volunteer
organization that has been active in the Orillia area and surrounding region
undertaking environmental, education and conservation initiatives for over
70years. The OFGCC is the owner of the George Langman sanctuary, located in
the Township of Oro-Medonte where the general public and special interest groups
are invited to experience the many wildlife species and habitats of the large marsh
and surrounding forests.
With respect to this planning application, the OFGCC is the owner of the property
called the tree farm (approximately 80 acres) located in the Township of Oro-
Medonte (Conc. 10, Part Lot 6) which abuts on the northern boundary of the tree
farm with the western half of the applicant's proposal. The OFGCC has owned this
property since the early 1960's and is used by the Club Members, their families
and guests for outdoor recreational and conservation purposes and is the center of
the Club's Christmas Tree sales and operations. Conservation activities include
picnicking, camping, hiking, trout fishing but also include hunting and a rifle
range.

OFGCC Executive Members attended the offices of Oro-Medonte and made
arrangements to receive and have obtained a copy of the information filed by Glen
Oro Farm as prepared by Goodreid Planning Group, 274 Burton Avenue., Suite
1201 Barrie, Ontario.
The Orillia Fish and Game Conservation Club (OFGCC) has operated a rifle range
on the property for many years and has had the range certified in 2017. The
property on which the range is located is adjacent to the applicant's property stated
in the amendment proposal.
The property owned by the OFGCC has been used to hunt both big and small game
for many years.
The proposed zoning does not appear to include camping/glamping, banquet halls,
liquor permits or construction of buildings for commercial use other than those
used for agricultural related use.
The OFGCC believes such an operation could create safety issues related to the use
of our rifle range and certainly will adversely affect the hunting on our property.
The OFGCC must strongly object to this zoning application and will attend the
hearing on Wednesday October 3, 2018.
The Orillia Fish and Game Conservation Club would like to thank you for the
opportunity to review and comment on this planning application. We look forward
to continued dialogue on this proposal and would kindly request to be made aware
of any future activities/decisions regarding this application.

Thank you for circulating the above noted application to the County of Simcoe for comment. County
planning staff understand that the applicant has submitted a zoning by-law amendment and the
contemplated uses include a horse farm vacation camping area with two accessory buildings and septic
system, hosting of school groups and other organizations to the horse farm and equestrian facilities,
walking tours and related education workshops, growing of local produce for farm to table service, a new
multi -purpose building with facilities for the preparation and serving of meals at ongoing equestrian riding
events and tuck shop, weddings, horse farm and equestrian facility programs, and rural/farm events such
as community charity lunches and dinners.
The subject lands are designated 'Agricultural' and 'Greenlands', per Schedule 5.1 — Land Use
Designations to the Simcoe County Official Plan (SCOP). The subject property is located within 50
metres of a County Forest, within 120 metres of an Unevaluated and Evaluated Wetland, within 120
metres of a Stream, and the subject lands are within the Nottawasaga Valley Conservation Authority
general regulation area. The subject property is mapped as part of the Growth Plan's Natural Heritage
System. The province has also identified an agricultural system for the Greater Golden Horseshoe and
a portion of the subject property is located within the prime agricultural area of the Agricultural Land Base
mapping.
Section 2.3.3.1 of the Provincial Policy Statement (PPS) 2014 states that "in prime agricultural areas,
permitted uses and activities are: agricultural uses, agriculture -related uses and on -farm diversified uses.
Proposed agriculture -related uses shall be compatible with, and shall not hinder, surrounding agricultural
operations." On -farm diversified uses are defined as secondary uses to the principle agricultural use of
the property, are limited in area, and include, but are not limited to, home occupations, home industries,
agri-tourism uses, and uses that produce value-added agricultural products.

Section 3.6.6 of the SCOP also permits on -farm diversified uses within the Agricultural designation. The
SCOP's definition of on -farm diversified uses is consistent with the PPS.
The Ministry of Agriculture, Food and Rural Affairs (OMAFRA) has produced Guidelines on Permitted
Uses in Ontario's Prime Agricultural Areas which outlines the PPS criteria for on -farm diversified uses.
All of the following criteria must be met to qualify as an on -farm diversified use in accordance with the
PPS:
• Located on a farm
• Secondary to the principle agricultural use of the property
• Limited in area
• It is recommended that on -farm diversified uses may occupy no more than 2% of the property
which the uses are located, to a maximum of 1 hectare
• Includes, but is not limited to, home occupations, home industries, agri-tourism uses and uses
that produce value-added agricultural products
• Shall be compatible with, and shall not hinder, surrounding agricultural operations
A Planning Justification Report was prepared in support of the application by Goodreid Planning Group
in July 2018. The report provides an evaluation of the above criteria for on -farm diversified uses.
County Planning staff understand that there will be another opportunity to provide comments on this
application before a recommendation report is presented to Council for a decision. County Planning staff,
Township Planning staff, the applicant, and the applicant's agent continue to discuss the contemplated
uses, frequency of use, the scale of the proposed uses, and their relationship to provincial plans and
OMAFRA's Guidelines on Permitted Uses in Ontario's Prime Agricultural Areas. County staff look
forward to a continued conversation regarding this application before a final report is presented to
Council.
