Take notice that the Development Services Committee of the Township of Oro- Medonte will hold a Public Meeting on Wednesday September 5, 2018 at 5:30 p.m. in the Municipal Council Chambers. The purpose of the Public Meeting is to notify the public and to obtain public comments on the proposed Amendments to the Official Plan and Zoning By-law. The subject lands are described as Part of Lot 1, Concession 5. A kr map illustratin, 14, the location of the subject lands, and a copy of the applicants site pi .1 are included with this notice. The purpose and effect of the proposed Official Plan Amendment is to amend the "Horseshoe Valley— Resort Facility" designation to permit additiona' permitted uses in order to permit the development of a commercial plaza on the subject lands. The purpose and effect of the proposed Zoning By-law Amendment is to rezone the subject lands from the "Agricultural/Rural Exception 15 (A/RU*15) Zone' to "Local Commercial Exception (LC*#) Zone' to permit the development of a commercial plaza. Any person may attend the public meeting and/or make written or verbal representation either in support of, or in opposition to, the proposed Official Plan and Zoning By-law Amendments. Written comments by any person unable to attend the meeting should be mailed/faxed/e-mailed to the Director, Development Services, The Corporation of the Township of Oro-Medonte to be received no later than 12:00 p.m. noon on Wednesday, September 5, 2018. Please ensure that you include your name and address so that you may be contacted if necessary. If a person or public body does not make oral submissions at the public meeting or make written submissions to the Director, Development Services, The Corporation of the Township of Oro-Medonte before the proposed Official Plan Amendment is adopted or refused and/or the Zoning By-law Amendment is passed or refused, the person or public body is not entitled to appeal the decision of the Council of the Township of Oro- Medonte to the Local Planning Appeal Tribunal and may not be added as a party to the hearing of an appeal before the Local Planning Appeal Tribunal unless, in the opinion of the Tribunal, there are reasonable grounds to do so. The applications are part of the public record and are available to the public for viewing/inspection between 8:30 a.m. and 4:30 p.m. at the Township of Oro-Medonte Administration Building and available on the Township's website www.oro- medonte.ca. We understand an Official Plan and Zoning By-law Amendment is required and the development would be subject to a Site Plan process under the Planning Act. The Nottawasaga Valley Conservation Authority (NVCA) has reviewed the documentation submitted in support of the above noted applications and based upon this information and a review of environmental information for the area, the Nottawasaga Valley Conservation Authority (NVCA) would have no objection to the proposed applications. Further, we note the development will not be located within: • a flood susceptible area; • a hazardous site (characterized by unstable soils or bedrock); • an erosion hazard area, or; • an area regulated under this Authority's Development, Interference With Wetlands and Alterations To Shorelines and Watercourses Regulation (Ontario Regulation 172/06). Lastly, the NVCA is also prepared to defer the review of stormwater management to the municipality. Fees Effective March 2016, the NVCA has a new fee schedule. Surrounding the natural beauty of Horseshoe Valley, the areas of Barrie, Orillia, Midland, Midhurst and Craighurst will burst and continue to burst with urban development. Wouldn't the most sensible plan be to preserve the Jewel at the heart of it all? This natural landscape is vital to preserving regional ecosystems and slow global warming amid urban growth. The tranquility of the trails and visual beauty of this area alone contributes to the reduction of health care costs by offering individuals living in the surrounding areas a tranquil environment for a multitude of outdoor physical family activities. A plaza with over 150 parking spaces would be the beginning of the end, setting precedent for the unsustainable corporate development of an area that is visually stunning in it's entirety. Simply taking a stroll around our local resort or along Landscape Drive is proof enough to demonstrate how lack of vision, poor planning and poor execution of a plan, can quickly cause the demise of what was once a beautiful, cohesive, harmonious community.
