07 19 2018 2018-ZBA-02 (Craighurst Land Corp)Development Services Committee Minutes — Thursday, July 19, 2018. b) Notice of Particulars and Public Access; Notice of Public Meeting for a Proposed Draft Plan of Subdivision and Amendment to the Zoning By -Law of the Township of Oro-Medonte, Lots 2, 3, 11, 12, 13 and 18 to 38 inclusive and Part of Lots 1 and 3 and Part of Craig Street and First Street, Registered Plan 91 and Part of Lots 41 and 42, Concession 1, E.P.R. (Medonte), Township of Oro-Medonte, 2003-SUB-01 and 2018-ZBA-02 (Craighurst Land Corp.). Deputy Mayor Hough called the meeting to order at 6:00 p.m. and explained the public meeting is being held in accordance with Sections 50 and 34 of the Planning Act, to obtain public comment with respect to proposed Development Applications. The purpose of Application 2003-SUB-01 is for a Draft Plan of Subdivision comprised of 318 single detached residential lots and Application 2018-ZBA-02 proposes to rezone the subject lands from the Agricultural/Rural Zone to the Residential One Exception Zone, Institutional Zone, Environmental Protection Exception Zone and Open Space Zone. Notice of the Public Meeting was mailed to landowners within 120 metres of the specified site on June 15, 2018 and a notice sign was posted on or before June 15, 2018. The following correspondence was received: Hydro One Networks Inc. dated May 22 and June 18, 2018; Enbridge Gas Distribution dated May 23 and June 22, 2018; Tim Stemmler, Ministry of the Environment and Climate Change dated June 1, 2018; Sarah Roe, Ministry of Tourism, Culture and Sport dated June 1, 2018; Meaghan Palynchuk, Bell Canada dated June 1, 2018; Simcoe County District School Board dated June 4, 2018; Township of Oro-Medonte, Manager, Development Engineering dated June 8 and June 29, 2018; Ministry of Transportation dated June 7, 2018; Nottawasaga Valley Conservation Authority dated June 28 and July 19, 2018; Nigel Cooper dated June 20, 2018; County of Simcoe, Planning Department dated July 6, 2018; Russ Flewelling received July 17, 2018; Neil Craig, Marilyn Bidgood, Benjamin Craig dated July 16, 2018; Sheila Craig received July 18, 2018. Andria Leigh, Director, Development Services, explained the purpose and effect of the proposed amendment. A PowerPoint presentation was presented. Matthew Cory, Malone Given Parsons Ltd. on behalf of applicant, was present. Also present was Shawna Dudding and Cheryl Shinduk, Geranium Homes Corporation; Mark Jamieson, BA Consulting Group Ltd.; and Steve Shaver, SCS Consulting Group. A PowerPoint presentation was presented. The following public persons offered verbal comments with respect to the proposed amendment: Sheila Craig questioned who was on the Board of Craighurst Land Corporation and the housing mix formula versus the numbers proposed. Neil Craig provided comments that the notice should include a map, the 42 backyards that will be against his field, a fence row of trees that he would like retained, zoning Page 4 of 19 Development Services Committee Minutes —Thursday, July 19, 2018. suggested changes, sewage treatment questions, the proposed plan of subdivision may be premature due to other outstanding issues, concerns regarding the impact to his property which is actively farmed, no buffer on the plan with respect to his property, seasonal noise, dust and the impact on both sides, increased dumping, trespassing, minimum distance separation should be adhered to, existing pond on northwest side should be removed and trees/shrubs planted, sidewalk linking to Craighurst services, rural character, farming environment considerations and having a sincere interest. Lynette Mader questioned the provision of the road widening, stormwater management ponds, and nutrient run-off. Steve Schaefer, SCS Consulting Group provided comments with respect to erosion, quality controls, and zoning. Sandy Agnew provided comments with respect to developing a complete community and the Craighurst Settlement Area and the emphasis of jobs on the west side. Francis Poole provided questions with respect to what studies have been done for traffic Mark Jamieson, BA Consulting Group Ltd., provided comments with respect to the turning lanes, reports from additional questions and traffic flow. Judith Banville provided comments with respect to the higher density housing clarification, single family homes and townhomes in the future, safe guards of other development, future process of residents with their own wells and septic systems. Betty Veitch provided comments with respect to the development being planned as a bedroom community and work opportunities would have to be on other quadrants and traffic concerns. Mariana Benitez provided comments with resect to the traffic backlog with respect to the train going through Craighurst, potential density and commuting concerns with Highway 400 and questioned same consideration in the traffic reports. Pamela Cowell provided comments with resect to the wildlife, and questioned if there was a master plan of the entire Secondary Plan. Nigel Cooper provided comments with respect to the character and progress of development, to encourage compromises/enjoyment of the area and concerns that his property would not be landlocked.
