Provides an opportunity for members of the public to identify an agenda item

11. Open Forum:
The Open Forum provides an opportunity for the public to provide verbal
comments to Council, in Open Session, on matters scheduled on the current
agenda, and shall be conducted as follows:
Open Forum shall last no longer than 20 minutes;
Each speaker shall be required to identify the agenda item they are
speaking to and provide their name and address, which may become
part of the public record;
A speaker shall be limited to 2 minutes per agenda item;
No response shall be provided to any question posed during Open
Forum;
No discussion, debate or decisions will occur during Open Forum;
Each speaker is permitted to speak only once per agenda item;
A speaker may provide comment on one agenda item and then shall
step aside to enable another to provide comment on an agenda item;
No speaker shall speak to a second agenda item until other

Reason why this presentation is important to Council and to the municipality:
Household food insecurity is defined as inadequate or insecure access to food due to financial constraints: in other words, not having
enough money to buy food. It is a significant problem in Simcoe Muskoka, affecting about 1 in 8 households. That works out to be
approximately 70,000 people – equal to the populations of Orillia, Collingwood and Huntsville combined. Household food insecurity has a
serious impact on physical, mental and social health for children, adolescents and adults. It is also is linked to increased use of health
services and higher health care costs.
Household food insecurity is not a food problem – it is an income problem rooted in poverty. Policy change and other strategies that
increase the incomes of people vulnerable to food insecurity are needed to ensure that everyone has sufficient income to feed themselves
and their families.

a) Floods of 2017
Manager, Engineering, Tom Hogenbirk, provided a presentation regarding the 2017 flood activity in
the Lake Simcoe watershed, noting that 2017 was fairly normal year with an early thaw and then the
return of winter. There were some major rainfall events that saw Lake Simcoe levels somewhat
elevated. He noted that by early May, the Lake Simcoe watershed had exceeded highest rainfall ever
measured for same period, and June saw another major amount of rainfall. As the year went on,

b) Asset Management Planning
General Manager, Corporate & Financial Services, Mark Critch, provided a presentation on the
-2020 Strategic Plan identified
this under operational excellence to quantify existing assets and guide sustainable replacement of
corporate assets over the next ten years. He noted that Ontario Regulation No. 588/17 is driving
change and requiring municipalities to have some components of an asset management plan in place
for January 1, 2019, and while conservation authorities are not governed by this regulation,
developing an asset management policy and plan is good business practice and will help provide
greater certainty in long-term funding fo
assets as they broke) and the shift to an asset management plan will allow the LSRCA to be more
proactive through increased collaboration across departments, a better understanding of the
He advised of a funding opportunity of up to $50,000 through the Federation of Canadian
Municipalities (FCM) that, if granted, would allow for expert municipal and/or external assistance in
developing levels of service and knowledge transfer in the area of building condition assessments.
Among other conditions of the funding, LSRCA would be expected to contribute a minimum of 20%,
which is already allocated in the proposed 2018 budget. He noted that this funding would greatly
assist in improving the quality of the asset management plan and significantly accelerate the
completion of the project.

VII. DEPUTATIONS
Requests for deputations were received by three individuals: Jack Gibbons, June Davies and Jackie Peirol
regarding Item No. 2, Maple Lake Estates Inc. (represented by DG Group) Permit Application and
Proposed Land Transfer. Deputations were heard in the order of receipt of request.
i) Mr. Jack Gibbons
Mr. Gibbons spoke about the North Gwillimbury Forest and urged Board members to reject the staff
report recommendations regarding the Maple Lake Estates permit application.
ii) Ms. June Davies
Ms. Davies spoke about her lost hope in the governmental system and urged Board members to think
differently and shift decision making to members of the community.
iii) Ms. Jackie Peirol
Ms. Peirol was not in attendance and accordingly her deputation was not heard.

Mayor Quirk and Regional Councillor Davison declared a conflict of interest on this item and recused

2. Maple Lake Estates Inc. (represented by DG Group) Permit Application and Proposed Land Transfer
Councillor Eek thanked the concerned residents for their passion in protecting the forest. She noted that
noted that she is
disappointed that the Province has walked away from the land swap, which would have been a win for
everyone concerned. However, the developer does have recognized rights in the matter. She verified
with the General Manager, Planning & Development, Rob Baldwin that the public does not have a right to
be consulted on Section 28 permit applications due to elements of the Privacy Act. She also verified with
GM Baldwin that LSRCA does not have a right to override prior planning approvals.
GM Baldwin went on to advise that according to recent correspondence shared by DG Group, the
Provincial Ministry of Natural Resources and Forestry has provided conditional approvals for vegetation
removal on the site under Species at Risk legislation, which would allow for clearing of specific areas to
facilitate development.
Mr. Dolan asked GM Baldwin if in his professional opinion the conservation of lands test is being met with
the proposed conditions of approval of this permit. GM Baldwin confirmed that the conservation of lands
does allow for mitigation, which in the case of Maple Lake Estates is being met at a ratio of 2.2:1.
Regional Councillor Drew, noting the provincially significant wetland designation on this site, asked GM
Baldwin about the likelihood of flooding. The GM responded that there is no real direct impact or risk of
flooding.

This permit will only be valid upon the transfer of the lands (identified in Attachments
2 and 3) into escrow to be transferred into public ownership (Regional Municipality of
York or Town of Georgina). CARRIED

of Ramara has advised that they are not sending a representative for 2018.

March 23, 2018 meeting minutes:

Mayor Quirk emailed to LSRCA CAO Mike Walters at 10:36 p.m. on March 22, 2018, would have been
appended .
Chair Dawe noted that this document was not formally received by the Board, and CAO Walters
suggested that the municipal clerk send it to LSRCA for inclusion as correspondence on the next Board
meeting agenda.

ii) Mayor Quirk and Regional Councillor Davison noted that while the minutes of March 23 note that
Mayor Quirk and Regional Councillor Davison declared a conflict of interest and recused themselves
during closed session, and then again in open session for the discussion on Item No. 2, Maple Lake
Estates Permit Application and Proposed Land Transfer, the minutes neglect to note the reason for their
declaration and recusal. Mayor Quirk requested that the minutes to be revised to reference that their
declaration and subsequent recusal were a result of placing themselves in conflict by voting on the

above-mentioned resolution passed by the Town of Georgina on March 22. Chair Dawe advised that
in accordance with LSRCA bylaws, it is up to the member to state the reason upon declaring a conflict of
interest, and that neither Mayor Quirk nor Regional Councillor Davison stated their reasons when
recusing themselves from this agenda item.
The Board was unable to resolve this matter during the meeting, and accordingly the March 23, 2018
meeting minutes were parked until the next meeting on May 25, 2018, so that this matter could be
considered.

b) Stormwater Management Economic Study
General Manager, Integrated Watershed Management, Ben Longstaff, together with Tracy Patterson of
Freeman Associates Ltd., provided a presentation on the stormwater management optimization study, a
study on how stormwater can be optimized at the least cost to municipalities. Extensive research in
stormwater management has shown that a new direction is needed to resolve the massive infrastructure
deficit and to provide sustainable solutions for future development. Partnering with the Towns of Aurora,
Newmarket, and East Gwillimbury, and utilizing funds obtained through provincial and federal grants, the
study will explore opportunities in the East Holland River to optimize stormwater performance while

assessing economic principles of aggregation, economies of scale and equitable responsibility. Currently
each municipality manages its stormwater independently, and this study will look at opportunities for
municipalities to work collectively to identify solutions at the subwatershed scale.
Some objectives of the study include evaluating the potential for mitigating stormwater flows and flooding,
and reducing contaminant loadings via integration of municipal green and grey stormwater management
infrastructure; determining operational implications of an integrated or systems-based approach to
municipal stormwater management; identifying the most effective phosphorus and water quantity offset
locations, supporting planning decision via updates to subwatershed plans; and facilitating application of a
