Which of our Municipal Partners Have Joined the Partners for Climate Protection (PCP) Program? The PCP program was launched by the Federation of Municipalities in 1994 to provide a structured approach for Canadian municipalities to engage in climate change action planning. Currently over 315 Canadian municipalities are PCP members, with close to 70 in Ontario (21 with populations under 15,000). The PCP program utilizes a 5 milestone framework to provide a structured approach for municipalities to undertake GHG emissions reduction and climate change planning. The 5 milestones include: 1. Develop a corporate and community-wide GHG inventory, 2. Set a GHG reduction target, 3. Develop an action plan, 4. Implement the action plan, and 5. Report every 2 years on progress. Community Emissions Reduction Planning: A Guide for Municipalities To help meet commitments made under Ontario's Five-Year Climate Change Action Plan (CCAP) and to support implementation of the provincial land use planning framework related to climate change, the Ministry of Environment and Climate Change (MOECC) recently finalized and released this Guide to support municipalities and other practitioners in completing GHG inventories and developing community emissions reduction plans. It should be noted, that the PCP program is recognized as a tool within the Guide for municipalities to utilize in undertaking GHG emission planning. Therefore, the work that SSS is undertaking on your behalf is in alignment with this Guide. Under CCAP, Ontario has committed to providing funding and guidance to municipalities for the development of community energy and climate action plans with GHG emissions inventories. The release of this Guide supports the CCAP Municipal GHG Challenge Fund which provides funding for a variety of municipal projects that reduce GHGs. For more information on this program, please visit Grants Ontario. In addition, the Growth Plan for the Greater Golden Horseshoe, 2017, along with other provincial land use planning direction, requires municipalities to incorporate climate change policies into their official plans, while also encouraging municipalities to develop GHG inventories and emission reduction strategies, including targets and performance measures. This Guide supports implementation of these policies. The ministry sought input on the draft Guide between January and March 2018 and has made revisions to the Guide to address feedback, where appropriate. SSS and the Sustainability Committee provided comments on the Guide through a submission to the MOECC. TheCorporation of theTownshipof Oro-Medonte By-lawNo. 2018-055 ABy-lawtoAmend By-law No. 2017-076 to regulate and permit the construction, alteration, change in and maintenance of driveway Entrances that permit access to a Townshiproadwithin the Townshipof Oro-Medonte (EntranceBy-law) WhereasSection 9 of the Municipal Act, 2001, S.O. 2001, c.25 as amended (“Municipal Act, 2001”) provides that the Corporation of the Townshipof Oro-Medonte (“Township”) has the capacity, rights, powers and privileges of a natural person for the purpose of exercising its authority under this or any other Act; And WhereasSection 11 of the Municipal Act, 2001, provides that a municipality may pass By-laws respecting matters related to Highways including parking and traffic on Highways; And WhereasSection 27 and 35 of the Municipal Act, 2001, authorize Township Councilto pass a By-lawto prohibit or regulate the construction, alteration or change in use of any Entranceway, gate or other Structureor facility that permits access to a Townshiproad in respect of Highways in its jurisdiction or under joint jurisdiction; And Whereaspursuant to Section 227 of the Municipal Act, 2001, it is the role of the officers and employees of the Townshipto establish administrative practices and procedures to implement TownshipCouncil’s decisions; And WhereasSection 391 of the Municipal Act, 2001, authorizes a municipality to impose fees or charges on persons forservices or activities provided or done by or on behalf of it; and forthe use of its property including property under its control; And WhereasSection 398 and Section 446 of the Municipal Act, 2001, authorizes a municipality to add the costs of completing any matter or thing it has authority to direct to be done in this By-law,if the person directed to do so is in default, to the tax roll and collect the amount due in the same manner as property taxes; And Whereas pursuant to section 425 of the Municipal Act, 2001, the Townshipmay pass By-laws providing that a person who contravenes a By-lawof the Municipality is guilty of an offence; And WhereasSection 444 of the Municipal Act, 2001,provides that a municipality may make an order requiring the person who contravened the By-lawor who caused or permitted the contravention or the Owneror occupier of the land on which the contravention occurred to discontinue the contravening activity; And WhereasSection 445 of the Municipal Act, 2001,as amended, provides that a municipality may make an order requiring the person who contravened the By-lawor who caused or permitted the contravention or theOwneror occupier of the land on which the contravention occurred to do work to correct the contravention; And WhereasSection 446 of the Municipal Act, 2001, provides that amunicipality has the authority to direct or require a person to do a matter or thing, the municipality may also provide that, in default of it being done by the person directed or required to do it, the matter or thing shall be done at the person’s expense; And Whereasthe Councilof The Corporation of the Townshipof Oro-Medonte deems it desirable to regulate and permit the construction, alteration, change in and maintenance of driveway Entrances that permit access to a Townshiproadunder the jurisdiction of the Township; Page 199 of 213 17.a) By-Law No. 2018-055: A By-law to Amend By-law 2017-076 to Regulate...
