And take notice that the Development Services Committee of the Corporation of the Township of Oro-Medonte will hold a Public Meeting on Tuesday, June 5, 2018, at 5:40 p.m. in the Municipal Council Chambers. The purpose of the Public Meeting is to notify the public and to obtain public comments on a proposed Amendment to the Zoning By-law. The subject lands are described as EPR Pt Lot 1, Concession 1, RP 51 R36265 Pt 2 (Oro), Township of Oro-Medonte, municipally known as 1 Trafalgar Drive. A key map illustrating the location of the subject lands is included with this Notice The purpose and effect of the proposed Zoning By-law Amendment is to rezone the subject lands from the Agricultural/Rural (A/RU) Zone to the Shoreline Residential (SR) Zone and Environmental Protection (EP) Zone to protect the Natural Heritage features identified in the Natural Heritage Evaluation and the Lake Simcoe Region Conservation Authority. The proposed zoning Amendment will also satisfy a condition of consent for Application 2016-B-08. Any person may attend the public meeting and/or make written or verbal representation either in support of, or in opposition to, the proposed Zoning By-law Amendment. Written comments by any person unable to attend the meeting should be mailed/faxed/e-mailed to the Secretary - Treasurer, The Corporation of the Township of Oro-Medonte to be received no later than 12:00 p.m. noon on June 5, 2018. Please ensure that you include your name and address so that you may be contacted if necessary. If a person or public body does not make oral submissions at the public meeting or make written submissions to the Secretary -Treasurer, The Corporation of the Township of Oro-Medonte before the proposed Zoning By-law Amendment is passed or refused, the person or public body is not entitled to appeal the decision of the Council of the Township of Oro-Medonte to the Local Planning Appeals Tribunal and may not be added as a party to the hearing of an appeal before the Local Planning Appeals Tribunal unless, in the opinion of the Tribunal, there are reasonable grounds to do so. The application is part of the public record and is available to the public for viewing/inspection between 8:30 a.m. and 4:30 p.m. at the Township of Oro-Medonte Administration Building and available on the Township's website www.oro-medonte.ca. To: The Oro Medonte Planning Commission & Lake Simcoe Conservation Authority From: Inclined Elevation Inc., Bracebridge, Ontario Denis Tascone has asked us to describe to you the low environmental impact that one of our inclined elevators would have on his property. We visited his property and found a route for a 95' long lift that will allow the owners and their friends, independent of age and health, a safe, low -impact, means of getting up and down the steep 40' rise from a possible future boathouse to just below the planned cottage site. This route does not require the cutting of any trees, though some underbrush will be cleared. The terrain is forest floor, so we will anchor the 6 sets of legs on beds of pea gravel, each under 7 square feet. The simple foundation works because of the light loading, less than 500 lbs. static and 2000 lbs. when loaded, and because our triangular bracing system produces no torque forces at the base of the legs. The photo below is a typical leg. The legs are spaced at approximately 20' intervals, and, because they are attached to the track with rigid triangular structures in directions along and perpendicular to the track, the track will have a small but stabilizing effect on the hillside. We take great care to minimize the impact of the construction on the environment. We built a lift on Crystal Beach and worked off ladders laid flat on the hillside to protect the vegetation. The slope was nearly 40 degrees and the roots helped hold the sandy soil from eroding downhill. When we were done you could hardly tell that the vegetation had been disturbed. This picture was taken late in the build, as evidenced by the temporary support for the button box standing to our right side of the track. After the brief two-week construction phase, the 90 second ride from the top of the hill to the boathouse or back will take riders over the terrain rather than on the terrain, Animals and vegetation have an almost unrestricted access to the terrain. Humans will have almost no impact on the environment. Far less than a walking path. Our lifts are also very hard to see, at the photo below shows. The lift in this picture is broadside to the camera and runs from just above the dock on the left to the cottage level at the crest of the hill. Allowing Mr Tascone to build this lift will cause minimal environmental impact and transformation change in the benefit of owning the lot at 1 Trafalger Drive. We had not indicated such, so as to riot dictate the location or construction methods of said structures for a future buyer. We had not stated that the 30 m shoreline VPZ needed to be rezoned, solely that the VPZ area respect the LSRCA policies, including enhancement with native species. While we had stated that the "proposed development" be sited beyond the erosion hazard limit - this would be in reference to any proposed home, and was not intended to preclude the creation of shoreline access. As per Section 5.0 of the EIS, it is our position that the 30 m VPZ would not need to be rezoned, but would be best served from enhancement with native species.
