2018-043 By-law to designate the St. Thomas Anglican Church under the Ontario Heritage ActThe Corporation of the Township of Oro-Medonte By -Law No. 2018-043 Being a By-law to designate the St. Thomas Anglican Church Located at 28 Church St., Oro-Medonte, Ontario, LOL 2L0 under the Ontario Heritage Act Whereas Section 29 of the Ontario Heritage Act, R.S.O. 1990, c. 0.18, as amended, authorizes the Council of a Municipality to enact a by-law to designate real property including all buildings and structures thereon, to be of cultural heritage value or interest; And Whereas the St. Thomas Anglican Church, municipally known as 28 Church St., has been identified by the Township of Oro-Medonte Municipal Heritage Committee as being eligible for designation under Part IV of the Ontario Heritage Act, And Whereas Notice of Intention to pass a Designation By-law was given in accordance with Section 29 of the Ontario Heritage Act, And Whereas no Notice of Objection to the proposed designation has been served on the Clerk of the Town; And Whereas this By-law is to be registered in the proper Land Registry Office with respect to the property described in Schedule "A" attached hereto; And Whereas the Statement of Cultural Heritage Value or Interest is set out in Schedule `B" attached hereto; And Whereas the Description of Heritage Attributes set out in Schedule "C" attached hereto; Now Therefore, Be it Resolved that the Council of the Corporation of The Township of Oro-Medonte Enacts as Follows: St. Thomas Anglican Church, municipally known as 28 Church St .and more particularly described in Schedule "A", be designated as a structure of significant cultural heritage value and interest as described in Schedule 'B". 2. The heritage attributes described in Schedule "C" form part of this By-law. 3. The Clerk is hereby authorized to cause a copy of this By-law together with its schedules to be registered against the property in the Land Registrar's Office and shall serve a copy of the By-law together with its schedules upon the property owner and the Ontario Heritage Trust. 4. Karen Way Schedule A to By -Law No. 2018-043 Legal Property Description Physical address: 28 CHURCH ST., ORO-MEDONTE, ON LOL 21-0 Legal description: PLAN 104 LOT 1 PT LOT 2 Roll No. 4346-010-007-12100-0000 Schedule B to By -Law No. 2018-043 Statement of Cultural Heritage Value St. Thomas Anglican Church is a significant central settlement structure for the Shanty Bay area. The church's construction was completed in 1842 and is settled amidst towering spruce, a cemetery including the local O'Brien family and mausoleum dating from 1913. The unusual craftsmanship of the structure is evident in the interior wood elements (pews, lectern, pulpit, plan flooring, wainscoting, ceiling beams and reredos and interior paneling with adze marks). The structure is built on a land grant provided to and then donated by Lt. Col. Edward O'Brien, a half -pay British officer who influenced the design and direction of the construction. Schedule C to By -Law No. 2018-043 Heritage Attributes Exterior of the Church: • Symmetrical three -bay facade with center tower and a gable roof • Rounded -arched multi -paned wood windows with wood storms • Rounded -arched stained glass windows • Buttresses on the side walls • Bell tower with rounded -arched louvered windows and modillions supporting the eaves • Load-bearing walls of mud construction (28 inches) rendered in rough -cast stucco • Rubble stone foundations • Setback of the church from the main road • Surrounded by a cemetery on the north and east side Interior of the Church: • Centre aisle symmetrical plan • Plaster walls and ceiling • Wood -truss system • Decorative woodwork including pews, pulpit/lectern, flooring, wainscoting, trim, reredos • Rounded arches including windows, doorways and the rounded archway framing the altar Cemetery: • Range of style, variety, size and inscriptions of the grave markers • Original plan and layout of the grave markers • Mausoleum (Romanesque and Edwardian with Eclecticism) with copper clad doors and eave troughs, clay tile roof, red -brick laid in common bond, stone trim and detailing • Views of the church from the cemetery and views from the church to the cemetery • Mature trees (in particular the Norway Spruce) planted around the periphery of the cemetery, which isolates is from its surroundings.
