portions of the subject lands from the Environmental Protection (EP) Zone to the
Agricultural/Rural (A/RU) Zone on the basis that the watercourses that have been
identified in the EP Zone have been removed on the Ontario Ministry of Natural
Resources and Forestrys mapping.
Planning staff have no objection to the proposed Zoning By-law Amendment.

Take notice that the Township of Oro-Medonte deemed the following applicationto amend Zoning

By-law No. 97-95, as amended, a “Complete Application” pursuant to the Planning Acton the 13
day of March, 2018.
And take noticethat the Development Services Committee of the Corporation of the Township of
Oro-Medonte will hold a Public Meeting on Wednesday,April 4, 2018, at 5:40p.m.in the
Municipal Council Chambers. The purpose of the Public Meeting is to notify the publicand to
obtain publiccomments on aproposed Amendment to the Zoning By-law.
The subject landsare described as N Pt Lot 40, Concession 1, 2101 Horseshoe Valley Road
West and N Pt Lot 40, Concession 1, RP51R-13155, Parts 1 & 3, 3362 Penetanguishene
Road.
A key mapillustrating the location of the subject landsis included with this Notice.
The purposeand effect of the proposed Zoning By-law Amendment is to rezone the subject
lands (Part 1on Applicant’s Site Plan below)fromthe“Agricultural/RuralException *15
(A/RU*15) Zone”to the “Local Commercial Exception (LC*245)Zone”and both Part #1 and Part
#2on Applicant’s Site Planto amend theLocal Commercial Exception(LC*245) Zone to permit
commercial,residential, or mixed usesin the existing building and to provide for an interior side
yard setback of 1.2 metres (3.9 feet) for any future building expansion to the west.
The applicant has also submitted a Consent Application (2018-B-06) for a boundary adjustment
(lot addition)(Part #1on Applicant’s Site Planbelow) to be heard at the same meeting/time.
Any personmay attend the public meeting and/or make written or verbal representation either in
support of, or in opposition to, the proposed Zoning By-law Amendment. Written comments by
any person unable to attend the meeting should be mailed/faxed/e-mailed to the Secretary-
Treasurer, The Corporation of the Township of Oro-Medonte to be received no later than 12:00
p.m. noon on April 4, 2018. Please ensure that you include your name and address so that you
may be contacted ifnecessary.
If a person or public body does not make oral submissions at the public meeting or make written
submissions to the Secretary-Treasurer, The Corporation of the Township of Oro-Medonte before
the proposed Zoning By-law Amendment is passed or refused, the person or public body is not
entitled to appeal the decision of the Council of the Township of Oro-Medonte to the Ontario
Municipal Board and may not be added as a party to the hearing of an appeal before the Ontario
Municipal Board unless, in the opinion of the Board, there are reasonable grounds to do so.
The application is part of the public record and is available to the public for viewing/inspection
between 8:30 a.m. and 4:30 p.m. at the Township of Oro-Medonte Administration Buildingand
available on the Township’s website www.oro-medonte.ca. Any person wishing further
information or clarification with regard to the application or to arrange to inspect the application
should contact the Planning Division at 705-487-2171. Individuals who submit letters and other
information to Council and its advisory bodies should be aware that all information, including
contact information, contained within their communications may become part of the public
record and may be made available through the agenda process which includes publication on
the Township’s website.
If you wish to be notified of the decision of the Township of Oro-Medonte in respect to the
proposed Zoning By-law Amendment, you must make a written request.

Further to our conversation and your email I am writing to request a deferral of my minor
variance application scheduled to be dealt with by the Committee on April 4th. I respectfully
request that the minor variance application be deferred to the next meeting of the Committee
which I believe is scheduled to take place May 2. I am requesting the deferral in order to
determine more precisely the location of the existing on-site sewage system and possibly to
adjust the proposed garage location in order to ensure that there is no conflict with the Township
requirements concerning the location of my proposed garage and my present sewage system.

Staff of the Severn Sound Environmental Association (SSEA) have reviewed the file \[Notice of
Public Hearing (2018-A-08) Marshall.pdf\] sent via email on Wednesday, March 14, 2018
pertaining to the Minor Variance Application at 2018-A-08 (Marshall) for 28 Iroquois Ridge
located in the Township of Oro-Medonte. The following comments relevant to drinking water
source protection are offered.
The proposal to allow the construction of a detached accessory building (garage) in the front
yard at the above-mentioned property has been reviewed with respect to Drinking Water
Source Protection requirements. The property is located within the Sugar Bush Wellhead
Protection Area B (WHPA-B), with a vulnerability score of 6. There are no policies within the
South Georgian Bay Lake Simcoe Source Protection Plan (SPP, Approved Jan 2015, Effective
July 1, 2015) that apply to this proposal. If a home business is being considered for the
building, policies in the SPP may apply. The owner should be advised that if any activity other
than residential use is contemplated for the out building, SPP policies may apply and the
proposed activities would be reviewed under the SPP policies and Part IV of the Ontario Clean
Water Act.

The Nottawasaga Valley Conservation Authority (NVCA) has reviewed this application
for minor variance based upon our mandate and policies under the Conservation
Authorities Act, we have no objection to its approval.
We further advise the property is affected by Ontario Regulation 172/06 where a
permit is required under the Conservation Authorities Act prior to any development.
Staff also note that the proposed new driveway (not subject to this planning
application) will require further assessment through the permitting process with our
Regulations Department.

Good Morning Andy,
a detached garage on 2765 Line 11 North.
The subject lands are in the County Greenlands designation, and are surrounded by a Key
Natural Heritage Feature, specifically an ANSI, and within 120 metres of an Evaluated Wetland.
We understand the garage will be constructred in the cleared area, in approximatly the same
location as an existing shed. Furthermore, the garage will be an accessory building which is
secondary to the dwelling on the subject lands.
We note that the subject lands are also within the NVCA Regulated Area, and that the NVCA
was also circulated on the application. The County recognizes the NVCA to be the subject
matter experts in regards to environmental protection, and defers to them for comments
regarding which studies, if any, are required to support the variance application and associated
development.
Please provide a notice of decision.

My name is Ed Jambor. I am one of the owners of the property at 712 Lakeshore Rd E. I am
writing to comment on the Minor Variance Application submitted for the property at 188
Springhome Rd.
We are concerned that the size of the proposed garage will not be in keeping with a residential
neighbourhood. It is proposed that the garage will be more than two and a half times larger than
the current allowable maximum floor area.
We would like to request that the garage either be downsized from three, 10 foot doors to two 10
foot doors with an accompanying reduction in the floor area to approximately 2/3 of the current
proposed size, or alternatively, that the owner be required to preserve all the current trees
between the road and the garage to minimize the visual impact.

This has just come to my attention and I have concerns. For an external building (measuring 33’ x 55’), is
this still considered residential? Drawing shows a shop with 2 garage doors 12’ wide and 10’ high?
I know Randy Fielding wants an “accessory structure”, but is this to run his businesses out of? He is
currently involved in Landscaping (forget the company name) and Roofing (“Slippery Slope Roofing”).
There is already a 3 car garage on the property.
Lauder Road is nice rural country street with family homes. Where he plans to erect this shop, is in
direct line of sight from the front of my place at 42 Lauder Rd.

Subject: County Comments regarding Consent Application 2018-B-05

Thank you for circulating the County regarding proposed consent application 2018-B-05 on the subject
lands.
County Planning staff understand that the applicant is seeking to sever approximately one (1) hectare
(2.47 acres), including an existing dwelling and detached accessory building, from the subject lands for
the purpose of a hobby farm. The proposed retained lot is vacant, measuring approximately 16.3
hectares (40.4 acres) in size, and will include approximately 149.3 meters of frontage on Blueberry
Marsh Road. Upon review of the application County Planning staff would like to offer the following
comments.
Planning Comments
The subject lands are primarily designated Rural, with the northern and southern boundary areas being
designated Greenlands, as per Schedule 5.1 – Land Use Designation s to the Simcoe County Official Plan
(SCOP).
County Planning staff note that approximately half of the proposed new lot, specifically the portion
containing the existing dwelling and detached accessory building, is in the County’s Rural designation.
The second half of the proposed new lot is within the County’s Greenlands designation. Section 3.8.11 of
the SCOP states that any lands which are demonstrated to be a feature type which may be significant
must be protected in accordance with the County’s natural heritage policies. The County does not have
detailed mapping to determine if any feature types which may be significant are present on the
Greenlands portion of the subject lands. Nonetheless, to protect any natural heritage features that may
be present on the Greenlands portion of the subject lands County Planning staff recommend that the
location of the proposed lot be revised.
Specifically, it is recommended that the new lot be moved northward along Blueberry Marsh Road – as
shown in Figure 1 of this letter – so that it is fully within the County’s Rural designation. Creating the
proposed lot in the revised location would be in keeping with the County’s Rural policies, and would
ensure that any natural heritage features present on the subject lands are protected in accordance with
the County’s Official Plan.

Conclusion
County Planning staff do not object to the proposed lot creation. However, we request that the lot be
created on lands within the County’s Rural designation, as shown in Figure 1 below. This will ensure that
any natural heritage features which may be present on the subject lands are protected in accordance
with the County’s Official Plan.

I am pleased to support the proposed techincal severance to reverse the mistaken inclusion of
these two parcels of land in the transfer of title.
Returning the segment which includes holes #16 and 17 (Parcel 1) is of particular importance as
its rightful return to Skyline allows for the potential re-opening of the Highlands as a 9 hole golf
course which would be welcome in the community and surrounding region as a source of
recreation and green space.
I am unable to attend the hearing on April 4 but wanted to share this submission as my input.
I would ask that you please send me written notice of the decision of the Township of Oro-
Medonte on this matter.

Good morning Barb. I am forwarding the following comments re the correspondence

preface my comments to indicate that I have not communicated with anyone from the
HVPOA but have had a conversation with Andy Karaiskakis, Oro Medonte Planning
Department to clarify the information in the correspondence.
There appears to be an effort by the applicant to move forward with planning activity for
(74055-0112(LT)) - Parcel # 1 and (74055-0386(LT)) - Parcel # 2 with this Public
Meeting that could move quickly to a formal resolution for Councils consideration and
planning would not hinder their ability to continue their planning process..
As you are aware the HVPOA has engaged a professional planner to speak to Council
on our behalf and should Mr Lehman not be present at this April 4th meeting then I
would ask that other than for information only Council not consider any action re this
application and ask for a deferral to a latter date.
There is a Town Hall Meeting planned for April 19th and with many of the snowbirds
steps will be presented.

Re: Natural Heritage System, Growth Plan and Provincial Policy Statement - DS-2018-033
I have been asked by the Horseshoe Valley Property Owner’s Association to comment on the
applicability of Provincial mapping of natural heritage features within the Horseshoe Valley
settlement area. I believe the issue has arisen from their reading of a portion of your recent
staff report in which you comment on a Woodland identified by Provincial mapping:
“However, it is unclear to Township Planning Staff why this feature,
or any lands within the Horseshoe Valley Rural Settlement Area, have
been included on the Natural Heritage System mapping, as the Province
states that Settlement Areas are not to be included in the mapping.”
And,
“Furthermore, Sections 4.2.3.1 and 4.2.4.1 state that it is on lands outside of
Settlement Areas where the Growth Plan's various Natural Heritage
policies and technical requirements are to be applied.”
While the policy network in this province is so complex to be disfunctional, I believe that the
intent of the Growth Plan is to defer to the PPS on the issue of natural heritage. The policies you
refer to, 4.2.3.1 and 4.2.4.1 both note that Policy 2.1 of the PPS, 2014 will continue to apply. It
is the policies in 2.1 of the PPS that would, as you note, “require a professional assessment of
the treed area to determine if it is part of a "Significant Woodland" that would in turn trigger the
need for a Natural Heritage Evaluation (also known as an Environmental Impact Study)”.
You go on to indicate that it is your opinion that the application then conforms to the Growth
Plan. I believe that the primary policy document dealing with natural heritage systems is the
Provincial Policy Statement, which applies within settlement areas. My comments are intended
to frame the requirements for any future development applications within the Horseshoe Valley
settlement area and the treatment of the natural heritage system in the Official Plan Review
rather than applying to the technical severance application.

To whom it may concern
We have a concern regarding this severing of the property located on the corner of the 12th line
and old barrie Rd. We bought our house 1976 old barrie Rd over 9 years ago because of the
wildlife across the road and there was no houses across from us.We do not want to get up in the
morning and see 3 houses that belong in a subdivision and don't fit in this old community. and
we will no longer get to see the deer,wolves and foxes roaming the field. What about the wet
land and the pond with all the animals & Snapping turtles ? What happens to them? So If they
affect our water by tapping into our water line/level who pays for the new well that we will end
up needing ? I'm know everyone has the same concern. I know that in this area no one wants
these houses built. There's a reason people move to the country it's to appreciate the wildlife and
have quiet. We were told our property is protected by the oro merrain will this be affected too?
Also I'm sure no one wants there land taxes going up anymore then they already are.

Yes , good morning; I am writing this email in response to the 3 properties ,on Old barrie Rd.& 12 North.
First I did not receive the letter sent out on Jan/18/2016 . My neighbours told me about it , on Feb/6/2016
and only after I received other letters on Feb/5 . When my wife and I moved into this neighbourhood
approx.
20 years ago ,we were made aware of the property across the road . The wetlands , turtles , rare orchids
&
small amphibian were protected . So we knew there wasn't a chance ,about a small sub division going in .
I also know about water quality and quantity might be disturbed ,if this housing goes in . Even if it does go
in,
owners of the properties must be made responseable of the future water issues , to surrounding owners.
So this is why we both disapprove of this proposed plan .

I am writing this letter to be submitted at the meeting on the 28 of this month for consideration to
waive the $700 small variance application fee that I have already paid.

I had a hearing on Feb 9 and at that time I was asking to build a 2000 square foot building but would be
happy with a 1200 square foot building. I have never been to one of these hearings before and have
never had to apply for any permit in the past, that being said it was very overwhelming with not only
but there were several neighbors in attendance as well to
argue my application. I have a contracting business that removes snow in the winter and that day it
happened to be snowing bad and my employees were calling with issues. The reason I bring up all this is
because being my first hearing like this I didn’t know I can stand up and ask for a lessor of a building
which I would have been happy to do.
When Derek came to my house to take pictures he informed me that he is in charge of my case
I was not told the application
was going to be supported or I would have changed the building size to what ever is acceptable for the
area.
Had I not been overwhelmed at the hearing or
hearing for the same property,
The reason I need the extra building is for all my recreational vehicles as I have three boats, one being
25 feet long, a four-wheeler and a dirt bike. The original 2000 square would have fit everything no
problem, but 1200 square will just have to do.
Long story short I feel like if we weren’t getting a bad snow storm the day of my hearing or I wasn’t
caught off guard with how it all worked I would have stayed the entire hearing and not left early and
asked for a smaller building that would please the board, for these reasons I am asking that I don’t have
to pay another 700 dollars for the hearing in May as I have already been set back another two months
before I can build.
