March 26, 2018 Clerk, Township of Oro-Medonte 148 Line 7 South Oro-Medonte, ON L0L 2X0 Ms. Way, I am the daughter of a resident of Ward 3, and formerly a resident of Shanty Bay. I understand that on Wednesday, March 28, Council will receive the presentation of Sgt. Steve Mihills, Ontario Provincial Police (OPP), Highway Safety Division, Central Region regarding Off-Road Vehicle Considerations (Agenda Item 9a), and will consider the report of the Director, Operations & Community Services regarding the operation of all-terrain vehicles on all municipal roads within the township (Agenda item 12a). I wish to provide my comments on these matters since I will be unable to attend this meeting of Council. I understand that at present, ATVs and ORVs are permitted to travel from the lake shore to Highway 11 along specific concession roads, crossing the Ridge Road (not riding along it) and at speeds much lower than permitted for regular traffic, during ice fishing season only. While visiting my parents, they and their neighbours recently experienced local residents operating their street, later at high speed on the Ridge Road, and then along the grassed boulevard in my subdivision (which has been recorded on video and shown to the OPP). None of this is permitted under the current by-law. ATVs and ORVs are designed for off-road use. It is known to the ATV community members that these vehicles are much less stable than street vehicles. This group of vehicles also pose significant risk to other motorists, increased maintenance and increased duty of care of the Township roads, so much so the Townships own Insurer, Frank Cowan Company, has made several strong risk management considerations for Council to review. On an ongoing basis, the Stewards of the Church Woods, a nature preserve in Shanty Bay, work to keep ATVs and other motorized vehicles from entering the Woods and damaging its fragile ecosystems. One concern I have as a Steward is the potential to spread invasive species through these vehicles deep tire treads. Oro-Medonte has many ecologically sensitive areas, both on private and Township lands, which deserve consideration during your deliberations. Ultimately, I am very concerned that by allowing ATVs and ORVs on all residential roads would subject landowners to more noise, more traffic along our rural roads, more of the above noted behaviour, and encourages access to private property not suitable for this type of vehicular use. ATVs and ORVs should continue to be required to be trailered to their existing designated trailheads. In conclusion, I respectfully suggest that there be no change to the present by-law. The Simcoe-Muskoka Community Office of the Canadian Cancer Society will be hosting their signature event, Relay For Life at Chappell Farms on Friday June 1, 2018. The Canadian Cancer Society depends on the support of local businesses and non-profit organizations to allow us to continue our efforts in raising funds for cancer research, health promotion, advocacy, and patient services including our Wheels of Hope transportation program. During the event we put up a large 40 X 80 tent for our Survivors, Registration and Food Team. This year we expect to have at least 300 participants. In order to optimize our fund raising efforts we would like to ask Council to waive the fees of $75.00 for a zoning certificate and $300.00 for the tent permit. The municipality has always been a great supporter of community events. Relay is a community event that brings together people of all walks of life to celebrate those that have survived cancer and to remember those we have lost to cancer. By waiving the permit/zoning certificate fees this would add to the funds raised through Relay For LIfe. Those additional funds will benefit the residents of Oro-Medonte by continuing to support the current and future research/clinical studies being done at the Royal Victoria Regional Health Centre. We all have one goal and that is to eradicate cancer entirely. That the correspondence dated January 17, 2018 from Scott Butler, Ontario Good Roads Association (OGRA) re: OGRA Reforms Request, Municipal Class Environmental Assessment (MCEA) Process be received. 2. That the Council of The Township of Oro-Medonte supports the resolution from the Ontario Good Roads Association (OGRA) in their correspondence dated January 17, 2018 that respectfully requests that the Minister of the Environment and Climate Change: a) take immediate steps to expedite the response process for Part II Orders or Bump-Up requests, as part of the s.61 review to improve MCEA process times and reduce study costs. b) support changes to better integrate and harmonize the MCEA process with processes defined under the Planning Act; c) amend the scope of MCEA reports and studies to reduce duplication with existing public processes and decisions made under municipal Official Plans and provincial legislation. 3. And That the Premier of Ontario; Leader of the Progressive Conservative Party of Ontario; Leader of the New Democratic Party of Ontario; Minister of the Environment and Climate Change; MPP, Simcoe North; and OGRA be advised of Council's decision under the Mayor's signature.
